About this file

This document contains a question and answer file related to a solicitation for the Theater Medical Information Program Joint sustainment and sunsetting. The solicitation will result in a single award Indefinite-Delivery/Indefinite-Quantity contract to procure sustainment and sunsetting of legacy Theater Medical Information Program Joint information systems. For proposal preparation purposes, offerors are to assume the TC2, TMDS, and DCAM applications will not be sunset and require sustainment for the entire five-year ordering period. The government reserves the right to renegotiate previously awarded line item prices prior to task order placement if any applications are sunset earlier than anticipated. The Defense Health Agency Contracting Activity is issuing the solicitation on behalf of the Program Executive Office for Defense Healthcare Management Systems Joint Operational Medicine Information Systems Program Office.

Section Questions Answers

184 N/A N/A

Question 107 was intended to determine if sunsetting should be accounted for at all in CLINs such as x001-x004. The government did not answer the question, but merely pointed to the fact that they had now provided the sunsetting schedule.

That schedule reveals that all applications will be sunset prior to the beginning of

OY4. If offerors are allowed to take sunsetting into account in their Ground Rules, prices for CLINS 4001-4004 will all be zero. This does not seem to be the

Government's intent given the statement in the introduction of Section B which indicates an intent to re-negotiate CLINs impacted by sunset. Can the Government confirm that offerors should disregard the schedule for pricing purposes and offer pre-negotiated prices assuming uninterrupted 60 months of service for all applications?

The Notional Sunset Schedule, Item 2, referred to in Amendment 0001 represents the Government's best estimate at this time and subject to change. However, for proposal preparation purposes to include, but not limited to pricing, offerors shall assume that sunsetting of the TC2, TMDS, and DCAM applications will not occur and sustainment will be necessary throughout the entire Ordering Period 5. As stated in the Section B Introduction paragraph, the Government will reserve the unilateral right to renegotiate any previously awarded line item price prior to task order placement.
