About this file
This is an amendment to the Theater Medical Information Program Joint sustainment and sunsetting solicitation. The amendment revises several contract line item numbers and descriptions to remove references to the Theater Combat Support System, updates language in the statement of objectives and program objectives sections accordingly, increases the page limit for the technical proposal, adjusts proposal submission and reading room access deadlines, and makes various other minor revisions and clarifications to the solicitation documentation. Offerors are required to address the revisions in proposals due by May 27, 2022. The solicitation is for a single-award indefinite-delivery/indefinite-quantity contract to sustain and sunset the legacy TMIP-J information system. The Defense Health Agency Contracting Activity will issue the contract on behalf of the Joint Operational Medicine Information Systems Program Office.

4.4.2 Subfactor 1.2 Corporate Experience:
The offeror shall demonstrate its corporate experience of being a managed services provider for an information system.
All proposed corporate experience of the prime and any proposed subcontractors shall be no older than three years as of the solicitation closing date. The offeror shall describe the following in its proposal:
1. Length of time it has served as managed services provider for information systems
1. Instances where the offeror served as managed services provider for information systems, including contract numbers (including both IDIQ and task order numbers, when applicable) and period(s) of performance that correspond to the offeror’s response to items 2 – 12 below.
4.4.3 Subfactor 1.3 Challenge Scenario
The offeror shall submit a proposed deployment schedule in response to the below scenario:
Government has provided official notification that a legacy application must be sunset within 180 days. The system has current users across all 4 services, a large hardware footprint across multiple locations (1 CONUS and 2 OCONUS), and significant number different software license requirements. There may be numerous policy or statutory requirements for JOMIS to maintain some of the system data for 5-10 years after application sunsetting, but JOMIS is committing to storing this data in the most cost effective means possible with zero physical server or storage ownership by JOMIS. Explain in detail how the offeror will meet the government’s requirement to sunset the application in 180 days with minimal mission and operational impact.
4.4.3 Subfactor 1.3 Challenge Scenario
The offeror shall submit a proposed deployment schedule in response to the below scenario:
Government has provided official notification that a legacy application must be sunset within 180 days. There may be numerous policy or statutory requirements for JOMIS to maintain some of the system data for 5-10 years after application sunsetting, but JOMIS is committing to storing this data in the most cost effective means possible with zero physical server or storage ownership by JOMIS. Further, the deployment of the new HCD solution will occur at the same time as the sunset of the legacy applications. The offeror may have to perform some integration activities at the government's direction.
The offeror will NOT be responsible for training or providing any services/support for the new HCD solution.
Offerors should not assume the necessary approvals are in place. However, this should not be a hindrance in developing the approach and planning to sunset the system on schedule. Explain in detail how the offeror will meet the government’s requirement to sunset the application in 180 days with minimal mission and operational impact.

4.0 Factor 2 – Approach Supporting Materials
The Offeror shall submit a Basis of Estimate accounting for all Section B line items except 0006, 0011, 0012, 0013, 1006, 1011, 1012, 1013, 2006, 2010, 2011, 2012, 2013, 3006, 3010, 3011, 3012, 3013, 4006, 4010, 4011, 4012 and 4013, with the assumption task orders will be issued as early as permitted by the Section B Introduction paragraph.
Offerors are granted the flexibility to select a methodology determined most appropriate to adequately present BOE detail and computations. Offerors shall utilize data as necessary and appropriate to substantiate and trace BOE details by line item. All entries in the BOE must have a unique Price ID per line. The BOE shall only be completed for the Prime and (as necessary) first tier subcontractors covering the elements in this section.
a) The Offeror BOEs shall not contain any price information or cost information of any kind such as direct or indirect rates, G&A or profit.
b) BOEs must contain all required information. Breakouts for Subcontractor BOEs with proprietary information are not required; the Prime shall provide substantiated justification for Subcontractor BOE(s).
c) BOEs must contain a narrative that shall be submitted as a PDF file and a model that shall be submitted as an Excel file. The BOE Narrative and BOE Model will be separate from the Price Workbook (PW) requested by the Price Volume.
i) The BOE shall be consistent with all aspects of the Offeror’s Technical Approach.
ii) Narratives must contain ground rules concerning the form and content of the estimate. Ground rules also establish the scope of the estimate, distinguishing specifically between efforts that are included and those excluded from the estimate.
iii) It is incumbent on the Offeror to provide enough detail in quantitative and supporting information to allow the Government to assess the feasibility of the proposed approach. The BOE shall explain the rationale behind all choices made, assumptions used, etc.
iv) The BOE shall include an audit trail sufficient for the Government to evaluate the application of the data from the technical approach to the BOE Narrative and BOE Model to the Price Workbook (PW). The BOE shall leverage the Work Breakdown Structure (WBS) and, if necessary, the Price ID to provide traceability and substantiation.
(1) The PEO DHMS Work Breakdown Structure is incorporated in the [PEO DHMS WBS] tab of the Price Workbook (PW) for informational purposes. Throughout the proposal, the Offeror shall follow the format of this WBS down to the level most appropriate to substantiate the Offeror’s approach. The Offeror shall extend the WBS as necessary IAW MIL-STD-881E instructions for the Contractor WBS (CWBS) and submit it as part of the BOE Model. The resulting CWBS must be compliant with MIL-STD-881E. If the Offeror’s estimate is developed at levels below those specified, the Offeror shall provide those lower-level estimates and ensure traceability to the WBS as well as the CLIN structure, by extending the
CWBS to a lower-level IAW MIL-STD-881E. The PEO DHMS Work Breakdown Structure, dated 2 DEC 2019 is an all-encompassing WBS, which may include elements not relevant to a specific proposed solution. Offerors are not expected to propose against every element of the WBS if that element is not applicable to their unique solution. This can be specified in the CWBS definitions.
(2) While the product-oriented CWBS must be extended IAW MIL-STD-881E, the Offeror may leverage the Price ID as necessary to show additional traceability, for example by organizational breakdown.
v) Assumptions that Offerors include to explain how the Offeror developed its estimate shall not be exceptions or qualifications to the requirements of the solicitation. It is highly recommended that Offerors include a declarative statement in the BOE that any assumptions contained in the proposal are provided to explain how the Offeror developed its estimate and are not intended to be an exception or qualification to the requirements of the solicitation. Descriptions of the work to be performed shall be explicit regarding what work will or will not be included in the effort.
vi) If presenting analogies to a historical solution, the Offeror must establish that the analogous historical solution is in fact similar enough to the proposed solution to constitute a valid analogy.
When using historical or analogous data, the Offeror shall describe why the solution is comparable to the proposed solution. The BOEs shall include reasons and justification for any adjustments made to programmatic, technical, and actual effort data for the historical solution. The Offeror shall document the basis for any adjustments applied to the historical data, such as complexity factors and normalization methods, to reflect the characteristics of the proposed solution. Differences as well as similarities between the historical solution and the proposed solution shall be explained.
vii) Any inconsistency, whether real or apparent, between promised performance and the estimate shall be explained in the BOE. For example, if the intended use of new and innovative procedures, processes, or tools is the basis for an abnormally low level of effort, the nature of these innovative efforts and their impact shall be explained and fully justified.
d) The Offeror shall provide, at a minimum, corresponding worksheets, which will quantify the narrative information.
i) For all proposed materials, provide a Bill of Materials (BOM) that includes:
(1) Type (i.e., hardware, COTS software, maintenance, etc.)
(2) Brief description and purpose of BOM element
(3) Unit of Issue
(4) BOM element Quantity (per applicable contract year)
(5) Source (i.e., product manufacturer)
(6) Entity (Prime or subcontractor) by name
ii) For all proposed travel, provide:
(1) Estimated number of trips and travelers, estimated duration, location, and purpose of trip
(2) Entity (Prime or subcontractor) by name
4.1 Factor 2 – Approach Supporting Materials
The BOE shall only be completed for the Prime and (as necessary) first tier subcontractors covering the elements in this section.
e) The Offeror BOEs shall not contain any price information or cost information of any kind such as direct or indirect rates, G&A or profit.
f) BOEs must contain all required information. Breakouts for Subcontractor BOEs with proprietary information are not required; the Prime shall provide substantiated justification for Subcontractor BOE(s).
g) BOEs must contain a narrative that shall be submitted as a PDF file and a model that shall be submitted as an Excel file.
If the Offeror’s estimate is developed at levels below those specified, the Offeror shall provide those lower-level estimates and ensure traceability to the WBS as well as the CLIN structure, by extending the CWBS to a lower-level IAW MIL-STD-881E.
