Information Management/Information Technology Solicitation HT001420R00001 Question and Answer

Q. 1) Some positions indicate must meet DoD 8570 requirements. Can we get which specific level and type of DoD 8570 certification is required?

A. CompTIA A+, CompTIA Network+, or CompTIA Security+ are examples. Refer to the specific task area description to determine which certification(s) are required. If none are stated, only a CompTIA Security+ is required.

Q.2) Positions in section 5.10 list secret clearance required however on page 213, section 1.9 the following statement reads “Security Clearance: Contractor personnel performing work under this contract must have, at minimum, active Interim DoD Secret/Confidential Clearance Eligibility…”

A. The vendor must provide contractors with Secret Clearance to work at Walter Reed National military Medical Center. An Interim Secret, may be deemed an acceptable risk, while the Secret Clearance is being finalized. Reference 1.9.1 of the PWS.

Q.3) What is the distinction between which position requires both IAT Security and Computing

A. CompTIA A+, CompTIA Network+, or CompTIA Security+ are examples. Specific certifications for each task area description are provided in Part 5 of the PWS. If none are stated, then CompTIA Security+ is required.

Q.4) Includes a statement referencing the contractor shall provide “facilities”? Is the expectation for the contractor to provide Data Operation Centers and Helpdesk locations outside of WRNMMC? If so, where? What is the required proximity to WRNMMC or any other facilities?

A. NO, all Data Operation Centers and Helpdesks services are located at the Walter Reed National Military Medical Center.

Q.5) What is the current storage system solution in place?

A. Walter Reed utilizes many different data storage solutions. However, Microsoft is the predominate vendor

Q.6) Does “after hours support” equate to 24x7x365 support? This determines whether swing-shift staff is required or if a resource will be designated for weekly on-call rotations associated with

“critical response time” requirements.

A. Services may need to be performed outside of core office hours, to minimize impact to Walter Reed.

Additionally, team members may be “on-call”, on a rotational basis.

Q.7) Considering the LCAT descriptions are explicit are we aware if and of existing staff on site hold the requirements listed include clearances and certifications?

A. Presently, all incumbents do possess the necessary clearances and certifications required.

A. These were left for consistency of the PWS, but are not required in this contract. 6.5, 6.6 and 6.7 have been updated to reserved.

Q.9) How will the Government evaluate the qualification of the Contractor’s Key Personnel in accordance with the Descriptions and Qualifications set forth in Section 5.10 of this solicitation?

A. This is a Non-Personal Services Contract, and it is the vendor’s responsibility to ensure that contractors meet the requirements of the position descriptions. If the contractor is discovered to lack the qualifications, while attempting to deliver tasks, Walter Reed will seek immediate corrective action from the vendor, to correct the deficiencies, which might include removing and locating a new contractor to replace the qualification deficient contractor.

Q.10) If there is an incumbent, what staffing level are they currently providing? I.E. total FTE count.

A. Currently 121 Incumbents.

Q.11) Will there be any current contracting employees that will be rebadged should a new contracting company win the award? If so, what percentage is estimated?

A. All current incumbents would require rebadging.

Q.12) Are we able to substitute the bachelor’s degree with equivalent experience?

A. No. Equivalent experience may not be substituted for a bachelor’s degree.

Q.13) Is a 100% telework option possible for any of the roles?

A. No, all positions are customer facing, and require face to face interaction.

Q.14) Where do we find the telework WRNMMC policies?

A. Walter Reed Information Technology Department (ITD) does not utilize telework scheduling due to its customer facing role with the wounded warrior and medical staff. In rare cases, such as inclement weather, the contractors, at the approval of leadership, may be allowed to Work from Home, if able, until conditions allow everyone to return to the office.

Q.15) In the case of an Unpopulated Joint Venture (JV), if one of the members of the JV has a SECRET Facility Clearance or higher, will this satisfy the requirement?

A. In the case of an Unpopulated Joint Venture (JV). The JV would be required to have and maintain a secret clearance at the time of award. One member of the JV does not satisfy the facility clearance requirement.

Q.16) Page 215 of the PWS section 1.12.1 Program Manager says the PM … Must meet security clearance and DoD 8570 certification requirements as described in this contract. Does this mean the Program Manager must have CompTIA Security+ Certification? If so, as this is an unusual requirement for a Program Manager, why is this necessary?

A. The program manager will be on-site, and access to the Walter Reed network. Therefore they too must meet the requirements of the contract.

Q.17) Komplete Systems Integrators, Inc. (KOMPSYS) has (in the past 5 years) held a company Top Secret Facility Clearance, which has gone inactive. Would the government be willing to grant an Interim Secret Facility Security Clearance for 30-60 days to KOMPSYS such that we would be eligible to compete on this opportunity, submit a proposal, and apply to have our Facility Clearance fully reactivated?

A. No the Government will not grant interim security clearances. The vendor must be prepared on day 1 with all necessary ability to perform at the level described in PWS.

Q.18) Per PWS 1.7.3.1, core hours are 6 a.m. to 6 p.m.; however, labor categories do not support a 12-hour duty day and some position are only a single labor category. Will offerors need to price to cover 12 hours or are there certain labor categories we should plan to stagger during the duty day to cover 12 hours?

A. No, the offeror will not need to price for a 12 hour duty day. All shifts are 8 hours in length with alternating shifts, delayed starts, etc. (All are acceptable forms to meet the requirements of the PWS).

Q.19) Can the Government please include as an attachment the draft DD254 mentioned in PWS 1.9 “Security Requirements”?

A. DD254 is provided as attachment in Amendment 0004.

Q.20) Question- Are there any strategic initiatives (i.e., application modernization, cloud migration, data base migration) envisioned to take place during the Period of Performance beyond the current Performance Work Statement scope?

A. No additional scope of work or initiatives are required beyond the current scope of PWS.

Q.21) Please confirm the proposal due date is March 20, 2020; and will this be issued as an

Amendment?

Solicitation # HT001420R0001 Amendment 0004 extends the proposal due date from March 27, 2020 to

April 17, 2020 at 10:00 Eastern Standard Time.

Q.22) Who is the incumbent contractor? What is the incumbent contract number?

A. Current prime contractor is ALUTIIQ SOLUTIONS LLC Cage 7H7X1, Contract Number is

HT001419C0012.

Q.23) Section 1.9 Security Requirements - If all participating members of SBA approved 8(a) joint-venture currently hold Secret Level or higher facility clearance (FCL), does that meet the minimum FCL requirement for the joint venture?

A. No, because all positions require a secret clearance. Additionally, both companies would be required to have and maintain a Facility Secret Clarence at the time of award.

Q.24) Are there SCA positions for this opportunity? If so, which ones?

A. The vendor is responsible for determining which labor categories are eligible under the SCA.

Q.25) Regarding the Compensation Matrix Attachment, can the Government please clarify if the

“Proposed Hourly Wage Rate” column is meant to contain fully burdened or non-burdened rates?

A. The proposed hourly rate is a base salary rate, “Not fully burdened”

Q.26) Question- Will the Government accept an active Contractor Performance Assessment Report

(CPAR) instead of a Past Performance Questionnaire (PPQ), for an active contract?

A. The government will not accept Contractor Performance Assessment Report (CPAR), in lieu of past performance questionnaires.

Q.27) Question- May customers return PPQs directly to the Government?

A. Yes, Performance questionnaires shall be returned to DHA contracting office from Agency POC’s.

Q28) Question- Will the Government permit partnerships involving any company that does not possess Secret facility clearance?

A. No, because all positions require a secret clearance. Additionally, both companies would be required to have and maintain a Facility Secret Clarence at the time of award.

Q.29) Can a Small Business Prime utilize the Secret Cleared Facility of its Mentor Portege Company to satisfy the Facility Clearance requirement?

No, because all positions require a secret clearance. Additionally, both companies would be required to have and maintain a Facility Secret Clarence at the time of award.

Q.30) How will the Government evaluate the facility clearance of the offeror? Are there any instructions for the contractor to provide evidence or will the Government evaluate this from a

Government information on hand? If the Government is expecting contractors to provide evidence, please provide instruction on what type of evidence and which volume to provide this information.

A. The government will not evaluate the facility clearance nor are offeror expected to provide any evidence of a facility clearance. The successful Bidders facility clearance will be verified at time of award.

Q.31) Please confirm that the referenced position descriptions and qualifications are located in

Section 5.10.

A. All referenced position descriptions and qualifications are located in 5.10 Contractor Descriptions and

Qualifications of the PWS.

Q.32) Page 13 of HT001420R0001 Amendment pdf file: “Full performance start date is anticipated to be 01 JUL 2020” and on the same page of this document: “Base Period: 01 AUG 2020 – 30 SEP 2020”.

Please clarify what date is anticipated start date.

Page 12 of HT001420R0001 Amendment pdf file: “1.6 Period of Performance: The Period of

Performance (PoP) for the IDIQ contract will include one (1) Base Period of twelve (12) months and four (1) twelve-month Option Periods. All work must be scheduled and completed within this period.” Period of Performance by Task Area is listed as two-months Base Year and two twelve-months Option Years. This corresponds with IM/IT Price Matrix Attachment 1 Excel file, which is provided for Base Year (=2 month) and two (2) twelve-month Option Years. Please clarify Period of

Performance?

A. The government has corrected the discrepancy.

Anticipated Full performance start date is 1 August 2020.

(1) 8 Month Base Year

(2) 12 Month Option years Reference updated base period and options period of performance in 1.6

Q.34) Question: There appears to be a discrepancy between the anticipated contract start date (July 1

2020) and the base period start date, as it does not account for the 60 day transition period.

A. The period between the award date and full performance start date constitutes the transition-in period. The transition-in period is estimated to be 30 calendar days. The Transition Period start date is anticipated to be 01 JUL 2020.

Q.35)Please let me know if you will accept our proposal without facility clearance, which if we win, we would apply for immediately and we see this as going through very fast because I , as the owner of the company , have a secret clearance in place.

A. No. Contractor must have, at minimum, a SECRET Facility Clearance at time of proposal submission, and shall maintain the level of security required for the life of the contract.

Q.36) (a) Insert proposed unit prices in the Price Matrix (attachment 1) for each labor category, including all option periods. Do not enter dollar amounts on the SF 1449.

Confirm that we are not to complete Section B (pages 3-88 of the original RFP)?

A – No, you are not required enter dollar amounts in the DD1449. Populate dollar amounts on the IM/IT Price Matrix Attachment 1.

Q.37) Since the individual file sizes are not to exceed 5MB, will the Government consider accepting more than one email with the requested Submission Part(s)? For example: Final Submission Email #1 to contain Part I and Part II, and Email #2 to contain Part III and Part IV?

A. Yes, the Government would consider accepting more than one email.

Q.38) TABLE A States "7 Pages (page limit does not apply to price matrix or compensation matrix) " A) Can the Government please clarify what the 7 Pages were intended for?

A. If your proposed base hourly rate, for a given labor category is below the hourly rate identified in the Labor Category Minimum Compensation Matrix, offeror shall provide a justification showing evidence of why the proposed compensation for workers is adequate to obtain and retain qualified workers.

39.) Can the Government please confirm if these 7 Pages for both PART II and PART III are intended to be where the contractor shall address any justifications or to summarize any notes / assumptions to show adequate price reasonableness in the Price Matrix and the Compensation Matrix according to

Evaluation Criteria for Compensation Factor 1, "will be evaluated on a “Go/NoGo” basis. If a

Justification is not adequate to obtain and retain qualified workers, the offeror would not be eligible for award"

A. Yes, 7 pages shall address any justifications or to summarize any notes / assumptions to show adequate base Salary to hire, recruit and retain.

Q.40) Does “Magnitude of Order” go to number of FTEs and total value of the contract or some other metric?

A. Magnitude of effort relates directly to the number of FTE’s and the total contract value.

Q.41) What is the weighting that more recent past performance would receive over less recent within the stated five (5) year window for past performance?

A. Please refer to table 2 Past Performance Relevancy rating Definitions.

Q.42) Can the Government address which FTE count is correct?

Q.43) Are the additional provisions and clauses in the solicitation required for the offeror to fill-in, included in the 10 page limit or excluded from the 10 page limit?

A. Additional provisions and clauses in the solicitation required for the offeror to fill-in are not included as part of the 10 Page limit.

Q.44) Please confirm that the maximum past performances that can submitted including from subcontractors is 5.

A. Per, Addenda to FAR 52.212-1 Instructions to Offerors, PART IV– Past Performance Submissions are limited to no more than 5 past performance references, include subcontractors.

Q.45) Will the Government allow 10 pt. TNR font in tables?

A. Yes the Government will allow 10 pt. TNR in tables.

Q.46) The salaries/hourly rates for SME I, SME II and SME III are identical. Was this intentional?

A. Salaries/hourly rates for SME I, SME II and SME III have been corrected and revised in the

Compensation Matrix Attachment 2.

Q.47) Compensation for Project Manager is higher than compensation for Project Manager, Sr and

Program Manager, Sr. Was this intentional?

Discrepancy in Compensation for the Project Manager, Project Manager, Sr and Program Manager, Sr have been corrected and revised in the Compensation Matrix Attachment 2.

Q48) Compensation for Information Assurance Engineer, Sr in rows 49 and 63 show the same salary levels but different hourly rates. Please clarify.

A. Compensation Discrepancies for Information Assurance Engineer, Sr have been corrected and revised in the Compensation Matrix Attachment 2.

Q.49) Compensation for Sharepoint Developer and Sharepoint Developer, Sr. are identical. Was this intentional?

A. Compensation Discrepancies for Sharepoint Developer and Sharepoint Developer, Sr have been corrected and revised in the Compensation Matrix Attachment 2.

Q.50) Compensation for System/Server Engineer, Sr in row 31 differs from the compensation in rows

13, 77 and 109. Was this intentional?

Q.51) Compensation for VTC Support Specialist in row 91 is the same as VTC Support Specialist, Sr in row 85 and higher than VTC Support Specialist in row 83. Please clarify

Q.52) Does the Government want only the SF 1449 completed - or both the SF 1449 and any subsequent SF 30? If the completion of SF 30s are also required, will the Government consider increasing the page limit of Part I from 10 pages?

A. Standard Form (SF) 1449, is required. Complete blocks 12, 17a, 30a, 30b, and 30c. In doing so, the offeror accedes to the terms and conditions as written in the solicitation.

Q.53) Reference IM/IT+PRICE+MATRIX+ATTACHMENT 1, Instructions Tab, #5. #5 - Unit Prices on Base and Option Years worksheets shall match Unit Prices on Price Lists worksheets. Can the Government clarify where the List Price Worksheets can be found?”

A. See corrected and revised Part 7 Estimated Workload data of the PWS, Attachment 1 Price matrix and

Attachment 2 compensation Matrix.

Q.54) Reference IMIT+Compensation+Matrix+Attachment 2 – The Government provided the

“Minimum Hourly Wage needed with No further justification” rate in Column D of the referenced

Attachment. It appears that this minimum hourly wage was determined by dividing the OPM

Published Annual Wage w/ Locality by 1920 hours for each FTE. It is standard practice to determine an hourly rate/wage by dividing the Annual Wage by 2080 hours for a full-time equivalent (40-hours week). Can the Government confirm this is accurate and update the Minimum Hourly Wage rate in

Attachment 2?

A. Hourly Rates are correct. Part 7 Estimated Workload data of the PWS, Attachment 1 Price matrix and

Attachment 2 compensation Matrix, have been revised.

Q.55) Was the Past Performance (Part IV) page limitation removed per Amendment 02?

A. There are no page restrictions for Past Performance (Part IV).

Q.56) Section 1.6.1 suggests a Transition Plan be submitted with the Proposal, but this is not noted elsewhere. How is the Transition Plan being evaluated?

A. Section 1.6.1 Transition period does not reference a Transition plan. The period between the award date and full performance start date constitutes the transition-in period. The transition-in period is estimated to be 30 calendar days. The Transition Period start date is anticipated to be 01 JUL 2020.

Q.57) Can the Offeror submit past performance performed as subcontractor or must all experience be as a Prime?

A. Offeror shall submit past performance for both prime and subcontractor.

Q.58) The CLIN Structure in the Section SF 1449 in the RFP document for CLINS 0002 and 0006 do not match the spreadsheet IMIT Price Matrix Attachment 1: CLIN 0002AG is missing from Price Matrix and

CLIN 0006AG has 7 positions on Price Matrix vs 6 positions in the Section SF 1449 in the RFP. Please clarify these CLINs.

A. Discrepancies within CLIN Structure of SF1449 and Attachment 1 Price matrix have been revised and corrected.

Q.59) Will the Government please increase the page limit for Part IV – Past Performance Submission to 25 pages to allow offerors to adequately provide the required information for each proposed past performance reference?

A. The Page limit restrictions for past performance submission has been removed.

PAGE-73 of 77 SECTION- RFP Part 7, Attachment 2 – Estimated Workload Data PARAGRAPH- The hours in the table reflect one of the Option Periods and not the total hours for the Period of Performance.

Q.60) Will the government confirm what the hours in Part 7, Attachment 2 correspond to?

A. Hours in Part 7 have been revised to correspond with compensation and price matrix Attachments 1 and 2.

Q.61) How will PART I – SUMMARY AND MISCELLANEOUS DATA be evaluated? For which factor will the “concise summary of contents of the entire proposal” be evaluated? (i.e., Compensation, Price, Past Performance)?

A. Part 1 SUMMARY AND MISCELLANEOUS DATA, will not be evaluated.

Q.62) Will the Government please increase the page limit for Part IV – Past Performance Submission to 25 pages to allow offerors to adequately provide the required information for each proposed past performance reference?

A. The Page limit restrictions for past performance submission has been removed.

A. Hours in Part 7 have been revised to correspond with compensation and price matrix Attachments 1 and 2.

Q.64) How will PART I – SUMMARY AND MISCELLANEOUS DATA be evaluated? For which factor will the “concise summary of contents of the entire proposal” be evaluated? (i.e., Compensation, Price, Past Performance)?

A. Part 1 SUMMARY AND MISCELLANEOUS DATA, will not be evaluated.

Q.65) For PART I – SUMMARY AND MISCELLANEOUS DATA, are the Standard Form (SF) 1449, amendment acknowledgements, and the necessary fill-ins and certifications exempt for the 10 pages overall Limit?

A. Yes, the page restriction for Part 1 is 20 pages.

Q.66) Please confirm that Offerors may use at a minimum 8-pt Arial Narrow for tables and graphics as long as the font remains legible.

A. The Government will only accept Times New Roman, at a font size no smaller than 12.

Q.67) Please clarify that the Past Performance File Name should be Part IV instead of Part III as noted in Table A, which summarizes the Proposal Submission requirements.

A. Addenda to FAR 52.212-1 Instructions to Offerors, Table A is correct to read Part IV.

Q.68) Please specify the title of Task Area 9?

A. Information Business Operations

Q.69) Please confirm that evaluation ratings will not be downgraded for Offerors who provide less than five (5) contracts?

A. Providing less than five contract will not degrade the evaluation rating.

Q.70) Question- Is the List of Tables and Drawings also excluded from the page count of each Part?

No. A List of Tables and Drawings will not be excluded from the page count of each Part.

Paragraph-(a) Quality and Satisfaction Rating of Contracts: Information currently available (letters, metrics, customer surveys, independent surveys, etc.) that demonstrates customer satisfaction with overall job performance and/or quality of completed and/or ongoing contracts.
