Q and A
Q1. Labor categories / positions such as Budget Analyst and Program Analyst do not require administrator rights to computer systems, i.e., applicable DoD 8570 certifications. Do these positions need Security + certification? Does the current, incumbent PM hold a Security + certification? Is the PM expected/required to have administrative rights, i.e., elevated user permissions, to the network? Do the incumbent budget analyst, program analysts and Program Manager currently hold a Security+ certification? Can incumbent personnel in non-system admin labor categories without the Security+ certification be staffed on this contract?

Positions descriptions are updated in the revised PWS dated 1 May 2020.
The DoD 8570 Requirement for the listed positions has been removed.

Does the current, incumbent PM hold a Security + certification?
A. Reference 1.12.1 1.12.1 Program Manager:
Q2. Referencing 1.12 Key Personnel (Contractor) “The position descriptions and qualifications for contractor personnel are located in section 5.10 of this PWS.” Are all the positions in Table 5.12 of the RFP/PWS considered key personnel?
A. Yes, All Position listed under section 5.10 of the PWS are identified as key personnel.
Q3. If every labor category in Table 5.12 is key, then do all of the staff have to be fielded in the first 30 days of the transition in period per PWS 1. “Complete on-boarding of all key personnel within 14 days after contract award

Later than (NLT) full performance start date”. How will the govt pay for services provided by key personnel if the base PoP hasn’t started? The Price Matrix (Attachment+1++IMIT+Price+Matrix+Revised) has the start date as 1
AUGUST 2020?
A. Reference 1.6.1 Transition-in period.
The period between the award date and full performance start date constitutes the transition-in period. The transition-in period is estimated to be 30 calendar days. The Transition Period start date is anticipated to be 01 JUL
2020. Transition-in performance is defined as the actions required to prepare and align resources to ensure there is no gap or disruption in services and operations for the customer when a contract change occurs.
Full Performance begins 1 August 2020.
Q5. PWS 1.6.1 states “Fill 90% of all non-key personnel positions by 30 DACA and NLT full performance start date.” What positions are considered non-key personnel as referenced in 1.6.1?
A. Non-key personnel is amended in the PWS to read Key Personnel
Q6. How will key personnel that we showcase in our offer be evaluated for scope, complexity?

Q7. The PWS indicates Task Area 9 is Information Business Operations however the revised Attachment 1
Price Matrix lists Task Area 9 as IT Management and Transformation Support Services. Please clarify.

Column D of Attachment 2 appears to be calculated by multiplying the Minimum Hourly Wage times 1920 hours.
Generally, to calculate an annual salary the multiple is 2080 hours, even though only 1920 hours are billable the remaining 160 hours are covered through the employer’s fringe rate. This was addressed in Question 54 of
Amendment 004, however does not appear to have been adjusted in Attachment 2. Will the Government accept a lower hourly rate (Divided by 2080) if indeed employees are paid the OPM Published Annual Wage identified in
Column D?
A. Attachment 2 Compensation Matrix dated 1 May 2020 is corrected.
Q9. Facility Security Level. The recent Q&A guidance is not in sync with actual contract execution requirements and SBA guidance. In various questions that were answered (Q15, Q23, Q35) the government advised industry that, in the case of a Joint Venture (JV) bid, that the JV itself had to possess a Facility Security Clearance (FCL).
A. JV entity itself and the other member entities must each have a Facility Clearance. With respect to the JV being unpopulated, the guidance is that the JV should assign one person to be the FSO for administrative purposely only to obtain the clearance. The individual would not be performing any work for the JV, it is strictly assigned for the clearance purposes only.
