About this file

This is an Amendment (0002) to a federal solicitation for the Defense Health Agency (DHA) for Data Governance services. The amendment includes critical updates such as restating Section B pricing details, adding various Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) clauses, and providing revised instructions for proposal submission. Key proposal requirements include a 40-page technical capability volume, a 12-page past performance volume, and a pricing volume. Proposals are due by September 19, 2025 at 10:00 am Eastern Time, with questions accepted until September 11, 2025. SERVICES (SEP 2023)

(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code(s) and small business size standard(s) for this acquisition appear elsewhere in the solicitation.

However, the small business size standard for a concern that submits an offer, other than on a construction or service acquisition, but proposes to furnish an end item that it did not itself manufacture, process, or produce is $34,000,000 under NAICS code 541512, if the acquisition--

(1) Is set aside for small business and has a value above the simplified acquisition threshold;

(2) Uses the HUBZone price evaluation preference regardless of dollar value, unless the offeror waives the price evaluation preference; or

(3) Is an 8(a), HUBZone, service-disabled veteran-owned, economically disadvantaged women-owned, or women-owned small business set-aside or sole-source award regardless of dollar value.

(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--

(1) The solicitation number;

(2) The time specified in the solicitation for receipt of offers;

(3) The name, address, and telephone number of the offeror;

(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;

(5) Terms of any express warranty;

(6) Price and any discount terms;

(7) "Remit to" address, if different than mailing address;

(8) A completed copy of the representations and certifications at Federal Acquisition Regulation (FAR) 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);

(9) Acknowledgment of Solicitation Amendments;

(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and

(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.

(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with FAR subpart 4.10), or alternative commercial products or commercial services for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.

(f) Late submissions, modifications, revisions, and withdrawals of offers:

(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or

(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or

(C) If this solicitation is a request for proposals, it was the only proposal received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "Unique Entity Identifier" followed by the unique entity identifier that identifies the Offeror's name and address. The Offeror also shall enter its Electronic Funds Transfer (EFT) indicator, if applicable. The EFT indicator is a four-character suffix to the unique entity identifier. If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one. Part (4) Revise 52.212-2 and its addendum under Section I to read as follows:

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV

2021)

(a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Government evaluators will not assume that the Offeror possesses any capability or knowledge unless it is specified in the proposal.

The following factors shall be used to evaluate offers:

Evaluation Factor 1 - Technical Capability – 40 Pages:

a. Subfactor 1: Technical Approach

i. Objective Accomplishment - 30 Pages

b. Subfactor 2: Statement of Work – 10 Pages

Evaluation Factor 2 – Past Performance – 12 Pages

Evaluation Factor 3 - PRICE

(a) Price will be analyzed separately from the non-price factors to determine complete, fair and reasonable pricing. The Government will determine price completeness by ensuring the Government pricing spreadsheet is filled out completely and all formulas are correct. The Government will determine price reasonableness by comparison of the proposed price to the market price derived from market research or from adequate price competition. To establish a fair and reasonable price, the Government shall obtain any data as necessary.

(b) Optional CLINs. The Government will evaluate offers for award purposes by adding the total price for all CLINs to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the Optional CLINs prices are significantly unbalanced. Evaluation of Optional CLINs shall not obligate the Government to exercise the Optional CLINs.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

ADDENDUM

52.212-2, EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV

2021)

BASIS FOR CONTRACT AWARD: The basis for award for this acquisition will be the Best Value Continuum, considering a tradeoff between technical approach, past performance and price to determine the most advantageous offer to the Government. The Government may award to other than the lowest-priced Offeror or other than the highest technically rated Offeror if the decision is determined to be in the best interest of the Government.

A technical evaluation will be conducted on each Offeror’s technical proposal. Offerors receiving a rating of Unacceptable in the technical evaluation will be eliminated from further consideration.

By submitting an offer, the Offeror agrees to comply with all solicitation requirements, including terms and conditions, representations and certifications, and technical specifications. Failure to meet any material requirement may result in the proposal being deemed unacceptable.

Government evaluators will evaluate proposals based solely on the information provided in the Offeror’s submission. Assumptions about capabilities or experience not explicitly stated in the proposal will not be made.

Offers will receive a preliminary price analysis to determine if proposals are within fair market range. Grossly understated or overstated proposals “may be” removed from consideration if it has been determined the Offeror price proposal does not have a clear understanding of the requirement.

The Government intends to award one (1) Firm Fixed Price contract without discussions, but may enter discussions, if it is in the Government’s interest to do so. If the Government enters into discussions, such discussions will be limited to the number of proposals that permit efficient competition among the most highly rated proposals.

In accordance with FAR 52.215-1, the Government intends to evaluate and award Multiple contracts without discussions with Offerors (except minor clarifications as described in FAR 15.306(a)).

Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a price or cost and technical standpoint. Based on the initial number of proposals, the Contracting Officer may establish a competitive range comprised of the most highly rated proposals, based on the evaluation factors set forth in this solicitation. Only those offerors within the competitive range will be provided an opportunity to participate in discussions and submit final proposal revisions.

The Government may further reduce the competitive range if, after discussions, it is determined that a reduced number of the most highly rated proposals will permit an efficient competition and best serve the Government’s interests.

Proposals determined to be technically unacceptable and/or not among the most highly rated will be excluded from the competitive range and eliminated from further consideration for award.

The Evaluation Process shall proceed as follows:

A. Evaluation Process:

1. Prior to technical and price proposal evaluation, a responsibility determination will be made as described in FAR Part 9. In addition, the Offeror's proposal shall be reviewed to determine compliance with the solicitation requirements, including terms and conditions, representations and certifications. Failure to meet any solicitation requirement may result in the proposal being deemed ineligible for award to include but not limited to, compliance with DFARS 252.204-7020 - NIST SP 800-171 DoD Assessment Requirements.

2. Technical: Offers shall be evaluated IAW provision cited in FAR 52.212-2 - Evaluation of Commercial Products and Commercial Services. After the technical capability subfactors are evaluated individually, an overall rating will be assigned collectively to these subfactors and will become the technical capability rating.

3. Price: Price proposals shall be analyzed for completeness and price reasonableness.

B. Evaluation Criteria:

1. Factor 1: Technical Capability. All Subfactors will be evaluated individually.

a. Subfactor 1: Technical Approach - this subfactor on the extent to which:

The proposal demonstrates a clear understanding of the Data Governance: Advancing a VAULTIS-Guided Framework for Healthcare and Readiness requirements and objectives, and demonstrates, in sufficient detail, a convincing methodology, work plan, and rationale to accomplish the most important objectives of the Statement of Objectives (SOO). Simply restating or rephrasing the SOO requirements may result in an Unacceptable Rating. The

Government has determined the following objectives are the most important tasks. As such, the offeror's approach to completion of the specific objectives listed below will serve as the basis for the Government’s evaluation of the offeror’s understanding of the Data Governance:

Advancing a VAULTIS-Guided Framework for Healthcare and Readiness requirements and objectives, and its methodology, work plan, and rationale to accomplish the most important tasks of the Statement of Objectives (SOO):

Objective 3.1 Comprehensive framework defining Metadata Management: The offeror will provide an example of a comprehensive framework defining metadata to include: standards, schemas, and governance processes.

Objective 3.10 Business Process Automation Implementation: The offeror should provide an example of Automated workflows supporting metadata management processes.

Objective 4 Federated Governance Playbook/Workforce Readiness: The offeror shall provide an example of a playbook that outlines domain-level responsibilities for data stewardship, access control, metadata management, and data sharing policies, providing clear guidance on how governance will be implemented and sustained in a multi-domain environment.

Objective 5 Metadata Harvesting and Discovery Services: The offeror shall provide an example of a report that focuses on the extent to which metadata—including technical, business, and operational attributes—is successfully captured, normalized, and made available for discovery and governance.

Objective 6 Test and Refine Data Product Lifecycle and Governance: The offeror will provide a playbook that defines the standardized stages, roles, and responsibilities associated with creating, managing, publishing, and retiring data products within the federated data mesh environment.

Objective 10 Evaluate Self-Service and End User Experience: The offeror will provide an example of a Self Service/End User evaluation which focuses on features that enable users to discover, access, and interact with data products without requiring backend support or centralized intervention.

b. Electronic File Format: All submissions from the offeror proposal shall be submitted in a format readable by Microsoft (MS) Office Word 365, Excel 365, or Access 365, as applicable. Save files in default format (e.g., Word Document – Set “save as type” to “Word Document [*.docx]” only and Excel spreadsheets – Set "save as type" to "Microsoft Excel Workbook [*.xlsx]". Submit portable document format (PDF) documents using Adobe Acrobat only. The proposal shall not include any information/data within a PDF formatted document that is copied as an image, except for signatures. When creating PDF files, the Offeror shall create the file to enable text search and copy functions.

c. Subfactor 2: Statement of Work:

The Contractor will prepare a ten (10) page Statement of Work demonstrating a well-thought-out approach and methodology on how the Objectives will be accomplished. The Statement of Work will identify timelines for completion of the work, no longer than one (1) year.

Request that Objectives 7, 8, and 9 be identified separately since they are Optional CLINs which may not be awarded due to funding limitations. If funding becomes available, all objectives must be completed within the same year as Objectives 1-6 and 10.

• Subfactor 1 and Subfactor 2: Technical Approach will be evaluated in accordance with the

Evaluation Standard Definitions below and assigned a rating based on the rating standards of Technical Capability:

Best-Value Continuum Tradeoff Evaluation

Strength An aspect of an offer’s proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.

Meets The offeror’s proposal demonstrates their understanding of the requirement.

Weakness A flaw in the proposal that increases the risk of unsuccessful contract performance.

Significant Weakness A flaw in the proposal that appreciably increases the risk of unsuccessful contract performance.

Deficiency A material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level.

1. Factor 1 - Subfactor 1 and Subfactor 2 will be assessed with an Adjectival Rating using the Criteria below.

If any of the non-price, technical subfactors receives an evaluation score of Unacceptable, the collective overall technical capability rating will also be Unacceptable. Only proposals receiving an overall technical capability rating of Acceptable or higher will be considered for award.

Combined Technical/Risk Rating Method Adjectival Rating Description

Outstanding

Proposal demonstrates an exceptional approach and understanding of the requirements and contains multiple strengths and/or at least one significant strength, and risk of unsuccessful performance is low.

Good

Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength or significant strength, and risk of unsuccessful performance is low to moderate.

Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.

Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.

Unacceptable

Proposal does not meet requirements of the solicitation and, thus, contains one or more deficiencies and is unawardable, and/or risk of performance is unacceptably high.

2. Factor 2, Past Performance, will be evaluated independently from the other non-Price evaluation factor using different standards. The Past Performance Confidence Assessment rating is based on the Offeror’s overall record of Recency, Relevancy, and Quality of Performance. Each Past Performance record evaluated and found to meet the Recency criteria, will be evaluated for Relevancy and Quality.

The Relevancy Rating table will be used to provide an Adjectival Relevancy rating of Past Performance references, and the Confidence Rating table will be used to provide an Adjectival Confidence Assessment rating.

Recent is defined as contracts/orders where the Offeror performed as a prime contractor within the last five (5) years from release of this solicitation, including efforts currently being performed.

Relevant is defined as work similar in size, scope, and complexity of the work described in the SOO and which demonstrates the Offeror’s ability to perform the effort proposed. Quality of Performance refers to how well the Offeror performed on past contracts.

Relevancy Rating for Past Performance

Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires

Relevant Present/ past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires

Somewhat Relevant Present/ past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires

Not Relevant Present/ past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires

Performance Confidence Assessments Rating Method:

Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence Based on the offeror's recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Neutral Confidence

No recent/relevant performance record is available, or the offeror's performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence Based on the offeror's recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence Based on the offeror's recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

3. Factor 3, Price will be analyzed separately from the non-price factors to determine complete, fair and reasonable pricing.

4. Proposals receiving a minimum rating of Acceptable in the technical factor; Satisfactory Confidence in the Past Performance Factor; and, determined to be fair and reasonable in price, will be considered for award. The Government may award to other than the lowest priced proposal or other than the highest rated non-price proposal. The Government reserves the right to make no award, depending on the quality of proposals received and the availability of funds. All proposals will be evaluated for compliance with the Instructions to Offerors and any proposals found non-compliant may be excluded from evaluation and from award consideration.
