About this file
This document is a Pricing Spreadsheet for the Defense Health Agency's Data Governance solicitation (HT001125RE019). The spreadsheet provides a template for offerors to submit pricing for a 12-month contract focused on transforming data management and governance. The pricing structure includes a base CLIN (0001) covering Objectives 1-6 and 10, with three optional CLINs (0003, 0004) for Objectives 7-9.
Key pricing instructions require vendors to submit a blended labor rate for team members, with pricing shown cohesively in an editable Excel spreadsheet. The government mandates that for teams with multiple members in the same labor category, rates should be weighted by level of effort, resulting in a single blended rate per labor category per CLIN. Offerors must include a detailed basis of estimate for pricing, and the government warns that any deviations or assumptions that modify solicitation terms may render the offer unacceptable. The contract aims to establish a unified, secure data management ecosystem for the Defense Health Agency without centralizing data into a single platform.

* The Labor Categories represented above are placeholders. The contractor must adjust the above labor categories associated with the CLINs above supporting its basis of estimate in accordance with the attached Statement of Objectives.
Teams – For proposed Teams, if a Offeror has teaming in the same labor category and CLIN –they must blend the labor rate amongst the team members weighted on the level of effort for that particular team member’s labor category (under the CLIN) within the teams’ overall level of effort for that labor category (under the CLIN). In other words-- for a vendor with a team of 4 –Government should not receive 4 iterations of pricing under the same CLIN. Government requires the pricing to be shown cohesively with four columns by CLIN including: (1) labor category; (2) the sell labor (blended) rate; (3) hours; and (4) calculated amount in an editable Microsoft excel spreadsheet. Any break out of the weightings or calculations that translate to a fully blended sell rate (including discounts) can be shown in a different tab or table.
The offer shall include a completed pricing sheet labeled “Pricing Sheet” as an unlocked and editable Microsoft Excel worksheet. The offeror’s prices shall NOT include any assumptions that change the terms or provisions of this solicitation and its CLIN structure. The priced offer must include a detailed basis of estimate for the offered prices (may be provided as a separate pricing volume in MS Word). The Government reserves the right to not accept deviations, exceptions, or conditional assumptions taken to the requirements of the solicitation. Note that any deviations, exceptions, or conditional assumptions taken to the requirements of the solicitation will make your offer unacceptable.
