Screening Partnership Program
• TSA is charged with protecting the Nation’s transportation systems to ensure freedom of movement for people and commerce.
• SPP contracts with private firms to screen passengers and baggage at commercial airports for explosives, weapons, and other prohibited items through the use of a private, contract screening workforce under Federal oversight.
o Security is a “non-negotiable” requirement.
o A courteous, professional, and efficient process for screening passengers and other members of the aviation community is a critical part of the TSA mission.
SPP Legislative Requirements
• 49 USC § 44920, Aviation and Transportation Security Act (ATSA) o Employment only of individuals who meet statutory requirements o Provide compensation and other benefits not less than the level provided to
Federal Government personnel o Provide screening services and protection that is equal to or greater than the level provided by Federal Government personnel o Owned and controlled by a citizen of the United States
• FAA Modernization and Reform Act of 2012 § 830 o Sufficiency of approach to security screening services
