f. C.1.21.1 defines FLETC-OCH.

g. C.2.5.1.2 provides the manufacturer of the Heat Stress Monitoring equipment.

h. C.3.4.6.2 includes additional language regarding the payment and use of an online

Hazardous Substance Management System (HSMS).

2. The following statements are provided to address vendor questions received on 10/4/2017.

Because many questions were redundant and repetitive, the answers are being posted with context. These questions are not incorporated into the RFP because they reaffirm or point to specific requirements already in the RFP. Any changes resulting from questions were noted above.

a. An extension for the Video Submission is not granted. This amendment is being posted within 1 business day of receipt of questions and the clarifications provided are not substantial enough to affect Factor 1 – Experience.

b. The requirements for this contract are not the same as the requirements of the previous contract. Generally, the requirements have increased and Key Personnel has changed.

Generally, many of the increases are associated with the Preventive Maintenance requirements and the water management requirements.

c. All offerors asking about incumbent contractor information have been directed to www.usaspending.gov. There is an advanced search option. All work has been performed in the State of Maryland.

d. Offerors are reminded that the Video Submission is for the Experience factor only.

e. The incumbent contract does have phase-out requirements. Non-proprietary data and

Government-owned data will be available to the successful offeror.

f. The current wage determination and non-wage determination labor categories, number of employees, work status of employees, and subcontractor associations of the incumbent contractor are proprietary information and will not be released by the Government. The use of

software currently used by the incumbent contractor is proprietary and will not be revealed by the Government. Offerors are expected to propose their own work breakdown structure for completing the work.

g. Offerors are expected to propose their own software when required in the RFP. Any software proposed that is not already provided by the

Government will need to comply with the requirements in Section H (see H.33).

h. There are no renovations or new construction which will affect the projected workload. The

RFP is complete regarding workload requirements.

i. Employee certification requirements are provided in Section C. The Government will not group them into a single list.

j. Section J, Attachment C.1.1 provides a description of the contract workload. Additional requirements are provided in Section C. A request for a comprehensive list of workload in other buildings demonstrates a possible lack of understanding of the requirement. I recommend reviewing the Site Visit presentation and the associated list of items discussed which were posted on the FedBizOpps announcement in July.

It provides an overview of the role of the buildings outside of Building 5. FLETC

Cheltenham has a separate IDIQ Construction contract in place which handles all construction-related requirements on the site.

This requirement is for services only.

k. The Government is not going to provide an approved supply list because this is a performance-based requirement. Offerors are expected to comply with the requirement in

Section C.1.15.2.1 of the RFP.

l. Section H.31 addresses contractor access to the Government’s network. Contractor electronic equipment will not be allowed to interface with the Government network. See amended C.1.15.2.2.

m. The requirement at C.1.15.3.1 regarding receptacles remains unchanged. This is a realistic requirement.

n. The requirement for waste disposal services in Section C.1.15.4.1 is accurate. It explains how both unregulated and regulated waste must be disposed of. Section C.3.5.8.6 provides a reference for “regulated waste” if the term is unclear.

o. The FLETC website provides examples of FLETC uniforms. The requirement at C.1.16.1.2 remains unchanged. The Government is not going to provide additional design specifications for contractor uniforms.

p. Questions were asked about C.1.16.1.4 regarding Government required training and billable hours. This work is performed under the

Firm-Fixed Price portion of the contract. The

RFP does not provide any allowances for disruption in performance in order to attend required training—contractors will need to be able to manage their staff in order to make training possible. The RFP does not indicate any separate line items for payment or reimbursement for training required to keep employee certifications current; this includes certifications for Key Personnel.

q. C.1.17.1 provides the minimum requirements for Key Personnel, including the “full time” and

“individual position” status. This is a performance-based requirement so it is up to the offeror to determine the appropriate level of effort.

r. There are eight (8) separate Key Personnel positions. See Section C.1.17.1.

s. There is nothing in the RFP preventing key personnel individuals from also fulfilling non-key personnel roles within the RFP.

t. A question was asked about having one (1) individual fulfill multiple Key Personnel positions. Section C.1.17.1 explicitly answers this question: “Key Personnel positions are individual positions...”

u. The required work hours for the qualified Project Manager in Section C.1.17 are accurate.

The Contractor needs to fulfill the requirement of having a qualified Project Manager on-site during all of those hours. Even if an Acting

Project Manager is utilized, s/he needs to be qualified to be a Project Manager.

v. With regard to a question asked about C.1.19.1 regarding an inspection, the word “subsequent” is a synonym for “after.”

w. Section C.2.3.1 of the RFP answers a question asked regarding equipment furnished for the confined space entry requirements at C.2.5.7.

x. Section C.2.3.5.1.2 of the RFP specifically requires a Job Hazard analysis for each of the contractor’s employees. There is no mention of

Government employees.

y. Section C.2.8.2 does not specify any specific or existing software.

z. Section C.3.4.6.2 indicates the online system currently being used by FLETC for HSMS tracking.

aa. A list of Government Furnished equipment can be found in Section J, Attachment C.1.5. Office furniture is included for all spaces the contractor will be occupying.

bb. Throughout Section C.3.5, hazardous material handling and transportation is addressed. Also see C.3.5.3.4. Section C.3.5.6 shows some of the requirements regarding transportation and handling. Also see C.3.6.22 which explains the

Government’s responsibility for shipping hazardous material from the site and the contractor’s responsibility regarding preparation of such shipments.

cc. Each individual section of Section C discusses Government Furnished Equipment and

Property relevant to each respective section.

Material handling equipment specifically is provided in Section C.3.3.5. A consolidated list of all furnished equipment will not be provided.

What is in the RFP is accurate.

dd. Section 3.6.5 does not indicate the use of any databases for tracking hazardous waste.

ee. Section 3.7.2.8 states that the SPCC Plan is included in Section J, Attachment C.3.23.

ff. Section C.3.8 is accurate regarding the contractor’s responsibility in handling all water sampling analysis. Section C.3.8.3 provides specific instructions on what type of laboratory can be used for testing.

gg. C.3.11.2 indicates that FLETC will prescribe a software or online data management system. A contractor system is only required if the

Government does not prescribe a system.

hh. The Government is not amending the RFP to provide a specific make and model of the x-ray equipment referenced in Section C.4.2.2.1.2. The same section indicates the Government will provide training.

The price for each performance period has been split into Firm-Fixed Price (FFP) CLINs and Indefinite Delivery Indefinite Quantity (IDIQ) CLINs. The quantities shown for IDIQ CLINs are considered maximum quantities. The minimum quantity requirement will be fulfilled through the FFP CLINs.

Performance of IDIQ CLINs will require a task/delivery order issued by the Contracting Officer.

All x011 Not-to-Exceed CLIN prices will be determined by the Government. The not-to-exceed amount will be $750,000.00 per performance period. This price shall not be included in Offeror’s price proposals as it will not be evaluated.
