General Manufactured homes to be procured under this contract will be used as part of the Federal Emergency Management Agency’s authority under Section 408 of the Stafford Act to provide temporary housing to disaster survivors. The Agency intends to reuse these manufactured homes to house disaster survivors in several disaster events. These units will be subjected to extended road travel (in excess of 6,000 miles over their lifetime), multiple installations and un-installations, and a wide variety of weather conditions. The manufactured homes must meet all of the requirements including having a complete Heating, Ventilation and Air Conditioning system and being furnished as described.
Legal Requirements The manufactured homes (as defined in 24 CFR 3280) being procured using these Performance Requirements must meet and comply with all appropriate HUD requirements, regulations, standards, and guidance. This specification does not constitute any expressed or implied deviation or waiver of any requirements of the U.S. Department of Housing and Urban Development (HUD) Standards, Regulations, or its amendments or interpretative bulletins thereof. These units must comply with HUD Standards, Regulations, and other appropriate HUD guidance and require a HUD label to be placed inside the unit. All units must comply and meet the HUD approval process. These specifications do not provide the manufacturer with a waiver of the approval process for receiving an “Alternative Construction Letter (ACL).”FEMA anticipates that the manufacturer will have to apply for one or more ACL to meet the requirements of these specifications.

Delivery Conditions Manufactured homes delivered to FEMA that do not meet all requirements will be rejected by the government until such time as the contractor, at their own expense completes all contract requirements. Any expense for reworking/repairing/modifying the manufactured home to bring into compliance with the terms and conditions of this contract shall be solely the expense of the contractor. If available, the government, may at its discretion, provide the contractor with space to make repairs.
Parties Throughout this document the reference of contractor, manufacturer, and vendor refers to the company awarded the contract. The company will be FEMA’s point-of-contact (POC) for all warranties, including warranties for the unit, furnace, water heater, all furnishings, and appliances.
Delivery Locations The primary delivery locations will be in Selma, AL and Cumberland, MD. Additional delivery locations may be specified by FEMA. Delivery may occur to more than a single location simultaneously. The contractor assumes all liability for loss or damage until FEMA accepts the manufactured home at the delivery location. The contractor must have a representative at each delivery location to authorize repairs, as well as staff with the technical capability to make required repairs at any government receiving facility (if space is available).
Manufacturing Requirements All materials and components used in the production of the manufactured homes under this contract shall all be new. This shall include all furnishings and appliances. The floor, shower, and tub areas must be constructed of non-absorbent surfaces that will not trap water and support mold growth.

| The manufacturer shall provide and install industry standard tapered outriggers (minimum twelve gauge), preformed C- or Z-type, and 12 gauge outriggers having a base of nine (9”) inches nominal. Outriggers shall be installed the entire length of the home at forty-eight inch (48”) on center (o.c.). The outriggers shall be mounted to the main frame I-Beam by DAPIA approved on both sides. All exterior openings such as windows, doors, drain pipes, etc., shall be caulked to prevent air and moisture penetration. All exterior penetrations (e.g. doors, windows, vents, lighting, and power outlets) shall be equipped with ice and water shields.
The unit must have a minimum 3/8” thick structural rated sheathing on all exterior walls.

| House wraps shall be permeable weather barriers which allow air and water to escape from, but not enter, the unit. The house wrap shall be installed in accordance with the house wrap manufacturer’s instructions. The manufactured home vendor shall provide the house wrap installation instructions to FEMA upon request. |
In addition to house wrap, all exterior penetrations (e.g. doors, windows, vents, lighting, and power outlets) shall be equipped with ice and water shields.

| All warm air supply ductwork shall be constructed of metal or insulated fiberglass materials and be complete with joint stays and sealed ends. | All homes will be equipped new DAPIA approved axle assemblies. Axle assemblies supplied shall be designed for extensive use and long life application. The axles shall not be rated for light duty. Axles shall be rated the appropriate pounds at 50-mph and have a minimum rated axle of 6000 lbs. For all manufactured home types the contractor shall ensure and provide documentation that the weight of the manufactured home does not exceed the allowable weight for the number of axles provided. The weight of the manufactured home shall be calculated to include all items that are shipped with the manufactured home including all furniture and fixtures as well as any options exercised. |
When the contractor calculates the number of axels they shall include one additional axel for increased safety.
Axel weight calculations and distribution may be verified by FEMA for any manufactured home delivered. If FEMA determines that the number of axels provided by the manufacturer is inadequate then the contractor shall at their expense install the additional axels wherever FEMA has stored or installed the manufactured home as well as modify all future manufactured homes delivered to FEMA.
Axles shall include grease fittings to facilitate maintenance of the axle hubs and bearings. The grease fittings shall be secured from environmental conditions when not being accessed during maintenance.

The drawbar ("A" frame) shall be made of 12" I-beam and installed in such a manner that it is centered for proper towing and is secured by continuous weld to two points on the front cross member and two points on the main frame I-beam. A cross member of the same material as the drawbar will be secured to the inside of the drawbar by continuous weld. The cross member will be located midway between the coupler hitch and the buckplates. An additional cross-member will be installed and secured by continuous weld inside the drawbar at the point where the drawbar legs are welded to the main frame I-beam. |

| The screw jack should be the industry standard bolt in type and galvanized .30 ounces per sq ft. |

| All roof assemblies must include non-rust rain channels. Rain channels shall not be punctured with weep holes over windows and doors. The minimum size of the rain channels is 1.5” H x 1” W. The roof must be installed within the manufacturer’s standard and constructed with adequate ventilation. |
All roof penetrations (e.g. vents) shall be equipped with ice and water shields. An ice and water shield, consisting of at least two layers of underlayment cemented together or a self-adhering polymer modified bitumen sheet, shall be provided and extend from the lowest edges of all roof surfaces to at least 24 inches beyond the exterior wall.
The roof must have a shingle roof covering to resist the loads indicated in the Table of Design Wind Pressures in 24 CFR 3280.305 and be secured with 6 corrosion-resistant fasteners per shingle through underlayment which is cemented to 3/8” structural rated roof sheathing.
Light or white colored composition shingle with a minimum solar reflectance equal to or greater than Energy Star specifications for low sloped roof products.
All roof penetrations shall be capped with a galvanized metal cap. Rubber grommets shall not be used as they break down after approximately 6 month when the manufactured home is stored.

| Bottom Board |
| Bottom board of the home shall be secured to prevent rodents from entering the unit and shall be moisture resistant under the entire home. The underside of the home shall be enclosed in accordance with 24 CFR 3280.305(g)(5). Plastic materials require a minimum of 20 mil thickness. Allowance to install cross tie anchoring buckles shall be made. |

| Furnace |
| The unit will be equipped with at least a 95% efficient electric furnace (central heating system) capable of maintaining an average of 70 degrees Fahrenheit temperature. The furnace (central heating system) shall operate according to 3280.510. The furnace shall also be built or equipped for the installation of a package type air conditioner and have space in/on the furnace cabinet if required, for an A-coil evaporator unit and a 4-wire thermostat connects connections completely installed. Each furnace shall have instructions attached to the furnace. The furnace shall be complete with a factory-supplied base suitable for a forced air duct distribution system. |

| The home shall have a specifically engineered Heating, Ventilation and Air Conditioning system based on the size and intended use of the manufactured home, in accordance with ACCA Manual J requirements, that is compatible with the furnace and unit size. The contractor shall provide FEMA with documentation, engineering calculations and specifications upon request. The air conditioner system must be completely installed at the production facility. This includes duct work, installation manual, and any other materials needed for the installation. (Note: The air conditioner must be provided with the home.) The air conditioner must be the type that is installed on the side of the home and must be able to maintain an average of 75 degrees Fahrenheit temperature. Supply ducts shall be located in the ceiling. Shall comply with ASHRA 1989 handbook of fundamentals. |
Units shall be designed to meet industry minimum standards for residential ventilation and acceptable indoor air quality standards per the American Society for Heating, Refrigeration and Air Conditioning Section 62 (ASHRAE 62).
The thermostat shall be a digital readout with automatic settings from heat/cool.

| HVAC Damper |
| The HVAC system shall be equipped with a damper that will allow for the adjustment of the mixture of fresh air entering the manufactured home through the HVAC system. The damper shall be designed in such a way that a technician will be needed to adjust the damper setting. The damper should be in the closed or almost closed position when the manufactured home is delivered. |

| HVAC Installation |
| The HVAC unit shall not require additional installation when the manufactured home is installed. The HVAC unit shall not be an adaption of a traditional split system where the compressor is designed to be installed separate from the manufactured home. |
If FEMA does not exercise the option to shrink wrap the entire manufactured home the contractor shall install a weather proof covering on the external mounted portion of the HVAC that shall prevent water penetration during transportation and storage of the manufactured home.

| Electrical System |
| The unit electrical service shall consist of a 120/240 volts 4-wire panel board, complete with master and branch circuit breakers. The distribution panel board shall be flush mounted inside the left exterior wall in the rear bedroom on road side. The panel board shall be of a dead front, safety type, equipped with thermal magnetic molded case circuit breakers of the quick break type having trip indicators and common trip on all multiple breakers. A circuit directory will be permanently affixed to the inside of the circuit breaker access door. All circuits will be clearly and legibly identified. Amperage shall be as previously identified. |
The contractor shall place the water heater on an individual circuit. This circuit shall be clearly marker and the circuit shall be taped in the off position and the tape shall be labeled “Water Heater do not turn on until water service is turned on.”

| Service Entrance Junction Box |
| Each home will be equipped with an appropriate hinged, metal service entrance junction box mounted to a floor joist between the I-beam and the sidewall in such a manner that the distance from the bottom side of the junction box to the floor joist is no more than eight inches (8"). |
The junction box shall be mounted at a sufficient distance from the outer edge, beneath the unit to prevent rainwater penetration the box without installing special rain shield. It shall also be located within 10 feet of the right rear (when facing the tongue) of the manufactured home.
The inlet must be functional, accessible and does not obstruct access to and/or from the door.
The conductors shall be continuously and appropriately color-coded or coded using colored tape wrapped around both ends of the conductors for a minimum of three inches (3"). Paint is not acceptable for coding wires.
The contractor shall not use aluminum wire to connect the service entrance box to the circuit breaker panel. The contractor shall ensure that the wire used to connect the breaker panel to the service entrance box meets the minimum electrical code in all 48 continental united states.

| An “UL” approved weatherproof exterior lighting fixture and associated wiring will be provided at each exterior entrance/exit door. Fixture shall not be installed where rotation of bulbs would block exterior door exits. An interior wall switch will be installed near the exterior entrance/exit door the light serves. |
The fixture shall be metal, 150-Degree Motion-Sensing Twin Flood Security Light, Gray in color. Fixture shall meet Energy Star guidelines. Appropriate Flood light bulbs shall be provided in a secure location in the kitchen.
All exterior penetrations (e.g. lighting and power outlets) shall be caulked with proper material and equipped with ice and water shields.

| Interior Receptacles |
| Electrical receptacles will be installed at convenient locations throughout the unit. All electrical outlets shall be 18" above the finished floor. All switches and thermostat shall set at 48" above the finished of floor. Electrical receptacles will be installed in accordance with industry standard except that self-contained devices are not permitted. Receptacles near wet areas will be protected with ground fault interrupter protection. A minimum of four receptacles are required in the kitchen area above the counter. The receptacle for the range shall be flush mounted in the wall to the rear of the appliance. The receptacle for the refrigerator shall be located so it can be unplugged without moving the appliance. The unit will be equipped for electric washer and dryer hook-up. |

| The main water supply pipe shall be of 3/4" CPVC or PEX and extend from the water heater compartment to a point not more than six inches (6") below the bottom board of the home. Distribution lines from the water heater compartment shall be not less than one-half inch (1/2") CPVC or PEX pipe for four (4) fixtures and shall not be less than three-quarter inch (3/4”) CPVC or PEX pipe for five (5) or more fixtures. |
All connection lines from the 1/2" or 3/4” distribution lines to the fixture it supplies shall be of three-eighth inch (3/8") I.D. Type "L" copper with brass connectors or appropriate. The bathroom and washer and dryer shall be located within the same area of the home and back-to-back to the kitchen and water heater. The 3/4" main water supply inlet pipe will be equipped with a metal, 3/4" master shut-off valve (gate valve) and a 3/4" metal compression faucet (hose bib).
The contractor shall provide access panels in the walls at all points where plumbing joints exist. The access panels shall match the walls. An individual shutoff valve shall be provided at each installed plumbing fixture.
UFAS – The manufacturer shall install plumbing for a side-by-side Washer /Dryer.

| Water shall not be used to test water supply lines. |

| Faucet Assemblies |
| All faucet assemblies in the home shall include secondary shut-off valves (one for each the hot and cold water supply). |

| Kitchen Sink |
| Each home will have completely installed a self-rimming double bowl, stainless steel sink. Shall have one spray nozzle with minimum 12” extension. Each sink bowl will be fitted with a metal strainer basket assembly and appropriately sized strainer baskets. Hot water and drain pipes must be insulated to protect against contact. Also there shall be no sharp or abrasive surfaces underneath. |
UFAS – The kitchen sink shall comply with UFAS 4.24. Lavatories, sinks and countertops supporting them shall be wall-supported. Provide easily removable base cabinets with finished floors and walls beneath. Kitchen appliances must not be obstructed by furnishings. Each kitchen appliance must have a clear floor space for a forward or parallel approach. See UFAS 4.2.4. Locate controls for ranges, burners and vents to avoid reaching across burners. Shall be in compliance with UFAS 4.34 and UFAS 4.27. Provide a self-cleaning oven with insulation on all sides to prevent excessive heat exposure. The kitchen shall contain a turning space complying with UFAS 4.2.3

| Drainage System |
| All fixtures will be provided with an adequate drainage system, each connecting to a main sewer line, which will run below the floor and above the bottom board to the place of exit in the rear of the axles. The sewer line will exit the home not less than two feet (2') but not more than three feet (3') behind the rear axle. The exit pipe shall protrude at least six inches (6"), but not more than eight inches (8"), from the bottom board, shall have a threaded end, and be capped with a removable plastic cap and chain. The drainage system must be accessible without removing the axles for installations and deactivations. |
All water lines shall be installed to a point above the flooring in such a manner that opening of the valves result in the complete drainage of the water lines. The drain valves shall be brass.

| Shower |
| The contractor shall equip all standard (non-UFAS) manufactured homes with a 30” x 60” shower/tub with a non-skid surface. The shower/tub shall be installed in accordance with the shower/tub manufacturer’s instructions. |
The manufactured home shall include a curtain rod, shower curtain and curtain hooks.
UFAS – The contractor shall install a 30” x 60” roll in shower with a non-skid surface. Showers shall be roll-in type and shall comply with UFAS 4.21. All showers shall have seats. Seats in roll-in showers shall be secured to the short wall perpendicular to the control wall and shall be of a folding type. Seat shall have a height of 17” to 19”. Shower shall comply with figure 35(b).
Showers shall have grab bars on the back wall and the side wall opposite the seat. All grab bars shall be installed 33 inches (840 mm) minimum and 36 inches (915 mm) maximum above the finish floor measured to the top of the gripping surface. One continuous grab bar or two grab bars are permitted. Grab bars shall not extend over seats.
The seat shall be a folding type and shall be installed on the side wall adjacent to the controls. The top of the seat shall be 17 inches (430 mm) minimum and 19 inches (485 mm) maximum above the bathroom finish floor. Seats shall be L-shaped or rectangular in compliance with UFAS Figure 36.
The contractor shall insure that the UFAS shower does not allow water to flow out from the base when the shower is used properly. This may include the use of a rubberized “bumper” to act as a water dam.
The shower shall be installed in accordance with the shower manufacturer’s instructions.
The manufactured home shall include a curtain rod, shower curtain and curtain hooks.

| Washer/Dryer Area |

UFAS – The washer/dryer area in the UFAS manufactured homes shall comply with UFAS 4.34.7 and include area for side by side washer/dryer installation. The area must accommodate a standard size washer and dryer.

| Water Heater Compartment |
| The manufactured home vendor shall provide interior access to the water heater the interior access door shall be appropriately sized and located as to allow easy replacement of the water heater should it need to be replaced. |
The hot water compartment shall be labeled as a hot water compartment. The label shall include an admonition that states “No additional items shall be stored in the compartment.”
The compartment shall have a light fixture and bulb to allow for maintenance.
Access shall be provided through a door that is keyed with a single master key.
The master key for access to the hot water compartment shall be unique and not match any other key used for interior or exterior locks providing access to the manufactured home unless specifically designated (i.e., fire sprinkler compartment).
The manufacturer shall ensure that there is adequate warm air from the interior of the manufactured home into the water heater compartment so that the water heater compartment is maintained at a temperature high enough that water stored in or flowing through the compartment does not freeze.

| Water Heater Compartment Standard Key |
| Manufacturer shall secure the compartment door utilizing a “SCHLAGE” brand 6-pin Everest cylinders in C123 keyway (dead bolt lock), that shall be keyed to a 6 pin combination. The key combination shall be 746105. This key combination shall not be used anywhere else in the manufactured home or in the master key set. |
The manufacturer shall provide keys for the Water Heater Compartment as follows:
1. 15 copies of the key to the COR
2. 15 copies of the key to each delivery location prior to the arrival of the first manufactured home for each task order issued.

| A 40-gallon electric dual element quick recovery water heater. The water heater will be complete with a pressure relief valve, drain pan, and a metal tank drain valve. The valves and drain pan shall be separately piped four inches (4") to six inches (6") below the bottom board of the home and shall be at least five inches (5") away from the water inlet pipe. The water drip collection pan, relief valve and drain pan shall be separately piped to the exterior. Piping shall be installed at the factory. | The contractor shall install a 30" self cleaning electric cooking range/oven. It shall include four (4) burners, a thermostatically controlled lighted oven, and indicator lights that show that the burners are operating or are warm. Range/oven controls shall be located so that the user does not have to reach across burners to use the range/oven. The oven shall have insulation on all sides to prevent excessive heat exposure. |
The range/oven shall be secured to the floor with two (2) angle (gusset type) brackets. The range/oven shall be plugged into the receptacle.
UFAS – Locate controls for range burners and oven to avoid reaching across burners. Shall be in compliance with UFAS 4.34 and UFAS 4.27.

| Quality furniture requires good construction. Chair / sofa cushions and sofa beds shall be comfortable and durable. All furniture construction should adhere to the national standards of the appropriate furniture industry. Fabric and style must sustain rough and tumble usage. Fabric should be flame retardant in keeping with federal flammability standards. All fabric furniture shall have stain resistance protection. |
All furniture shall be assembled with all packing material removed from the manufactured home. All furniture shall be transported upright and packed so that the furniture is not damaged during transportation. Historically, furniture has been packed against the front wall of the room or area it services. Tape shall not be used to secure furniture for transport.

| Bedrooms |
| All units must provide sleeping capacity to accommodate two persons in each bedroom, and two persons on a pull-out (sleeper) sofa in the living area. The master bedroom will be designated Bedroom 1. Second and third bedrooms will be designated Bedroom 2 and Bedroom 3, respectively. Bedrooms will be designated by size with the smallest bedroom being designated with the highest number. |
Each bedroom will be furnished with the following:
· bed(s) for two persons (including mattress, box spring and metal bed frame) defined as one of the following:
· Master Bedroom - one standard queen size bed (60” x 80”);
· Second Bedroom - one standard full size bed (54” x 75”);

UFAS – The bedrooms shall contain a turning space complying with UFAS 4.2.3. Doors shall comply with UFAS 4.13
Reminder: In UFAS units, there needs to be either 32” or 36” on at least one open-access on one of the long sides of the bed to provide an accessible path.

| Each unit will have interconnected smoke alarms that utilize the electrical system of the home as the primary power source (w/battery back-up included). Smoke alarms shall be equipped with push-button testing and temporary silencing devices. Provide a smoke detector in each bedroom and in the living room/dining/kitchen area. Each alarm shall follow 24 CFR 3280.208. Shall be equipped with a strobe component. Each unit, both UFAS and non-UFAS, shall be equipped with an audio/visual smoke alarm. |
