1. INTRODUCTION

The United States Coast Guard (Coast Guard) tasked North Wind, Inc. (North Wind) to perform a second asbestos containing material (ACM) and lead contaminated dust cleanup at the Coast Guard Base Support Unit (BSU), Kodiak Building No. 54 (also known as Barracks 7), Kodiak, Alaska. This task order was a follow on to abatement activities performed in late 2012 (North Wind, 2013). Previous characterization and abatement work at Building 54 includes: 1) a Complete Building Hazardous Material (HAZMAT) Survey performed by EHS in 2003 (EHS, 2003); 2) an Asbestos Materials Survey performed North Wind on June 21, 2012 (North Wind, 2012a); and 3) an ACM Abatement completed by North Wind on December 5, 2012 (North Wind, 2013). The 2003 HAZMAT survey consisted of collecting and analyzing suspected “asbestos-containing” samples from 23 locations in Building 54. The 2012 characterization work consisted of collecting and analyzing a total of 22 suspected bulk samples for ACM in Building 54.

Lastly, the late 2012 task order consisted of performing a limited ACM abatement of select locations in Building 54 based on the previous 2003 and 2012 surveys.

North Wind retained Absolute Services, Inc. (ASI) to assist with the previous work completed in 2012 as well as this project. This project is authorized under Task Order Number HSCG50-13-J-PJT356 under Contract Number HSCG50-08-D-643DH4. This ACM abatement task order was performed in accordance with the Building 54 ACM Removal and Building Stabilization Scope of Work (SOW) dated November 15, 2012 (USCG, 2012) and Environmental Plan, Building No. 54 ACM Removal and Building Stabilization dated October 2012 (North Wind, 2012b).

This Post-Abatement Report includes the following documentation:

• 2003, 2012, and 2013 Building 54 pre-abatement sampling results (Appendix A);

• 2013 laboratory results of all worker and area asbestos and lead air sampling (Appendix B);

• 2013 laboratory results of the asbestos and lead clearance air sample results following abatement (also provided in Appendix B);

• Daily safety meeting sign-in sheets, daily reports of field activities, and daily asbestos project checklists (Appendix C);

• Agency (Environmental Protection Agency [EPA] and State of Alaska Department of Labor) notification of asbestos containing material abatement activities (Appendix D); and

• Waste disposal records (Appendix E).

2. SCOPE OF WORK

The SOW for this project was to perform ACM abatement of both friable and non-friable asbestos for the Coast Guard BSU Kodiak Building No. 54. The asbestos is in the form of thermal system insulation (TSI), cement asbestos board (CAB), gypsum wallboard and asbestos containing joint compound, and asbestos containing building dusts and debris located in the crawl space, attic, first floor, and second floor areas of the building.

The project also included the removal of polychlorinated biphenyl (PCB) containing ballasts and lead, in the form of lead dust and paint chips, from the building.

BSU, Kodiak, Alaska March 2013

The project SOW was divided into separate areas of Building No. 54 with the following tasks:

Crawl Space:

• Removal of fiberglass insulation of all piping;

• Inspection of pipes for ACM remnants; and

• Removal of pipes wrapped with ACM, if they can be secured; otherwise, scrape pipes to remove ACM deposits and seal surfaces with encapsulant.

Attic:

• Removal of black mastic in the attic (2003 survey; sample 6A).

First and Second Floors:

• Removal of ACM from building debris and pipe insulation in the nine previously identified locations on the first floor and 14 locations on the second floor;

• Removal of previously identified PCB containing ballasts;

• Removal of ACM contaminated door trim, doors, and window trim from inside exterior windows (except hallway fire doors and doors inside remodeled second floor apartments);

• Removal of signage and miscellaneous items attached to walls;

• Removal of carpeting in the Chief Petty Officer (CPO) lounge;

• Removal of ceiling tiles and ceiling grids from the CPO lounge; and

• Removal of drywall, as indicated in SOW (USCG, 2012), as some walls require removal of both sides of the walls, some require only one side, and some walls (i.e., the exterior walls) require removal of only the layer of gypsum board that is expected to be over the top of plywood underlayment.

General Building Areas:

• Removal of cove base or any cove trim throughout building. Scrape off mastics. Cleanly cut the gypsum board where removal starts/stops.

• Removal of the chimney.

• Provide a “clearance” of the atmosphere after work is complete. Clearance will be as specifically recommended by North Wind’s Certified Industrial Hygienist (CIH), and approved by the Coast Guard.

3. ASBESTOS ABATEMENT ACTIVITIES AND CLEARANCE

SAMPLING

The following sections summarize the abatement activities and air clearance sampling conducted in Building 54 under Task Order 2.

3.1 Pre-Abatement Sampling

Prior to the 2012 or 2013 abatement activities, EHS performed a complete building HAZMAT survey of Building 54 in 2003 (EHS, 2003). This pre-abatement sampling included a total of 23 bulk samples of suspected ACM that were collected in access areas located on the first floor (nine locations) and second floor (14 locations) of Building No. 54. The samples were analyzed for the presence of asbestos by Polarized Light Microscopy (PLM), the method of analysis recommended by the EPA to determine the composition of suspected ACM. White Environmental Consultants, Inc. of Anchorage, Alaska is believed to have performed the analysis of the suspect bulk material. Only materials containing more than 1% total asbestos were classified as “asbestos-containing” based upon EPA and Occupational Safety and Health Administration (OSHA) criteria. EHS found ACM in specific areas of Building 54, as follows:

Attic:

• Black sealant located in the Middle Room East Side.

Second Floor:

• Black and grey tile located under the stove in the Common Kitchen,

• Mastic located under the stove in the Common Kitchen,

• Black and grey tile located in the Storage Room West Side,

• Mastic located in the Storage Room West Side,

• CAB located above the suspended ceiling in the Laundry Room,

• Black and grey tile located in the Storage Room East Side,

• Mastic located in the Storage Room East Side,

• Black and grey tile located next to the refrigerator in the Kitchen Room 203, and

• Mastic located next to the refrigerator in the Kitchen Room 203.

First Floor:

• Mastic located in the Room 113 closet,

• Hard white TSI elbow located in the Room 111 ceiling Southwest Side,

• Hard white TSI pipe located in the west wall ceiling of Kitchen Room 111, United States Coast Guard 4 North Wind, Inc.

BSU, Kodiak, Alaska March 2013

• Brown mastic located in the Room 108 cove base,

• Hard white TSI pipe located at the southeast corner above the Shower Room ceiling,

• Mastic (sample -57A) located in the Laundry Room,

• Mastic (sample -58A) located in the Laundry Room,

• Brown and tan tile located in the Janitor’s Closet,

• Mastic located in the Janitor’s Closet,

• Green and white tile located at the southwest side of the Women’s Bathroom, and

• Mastic located at the southwest side of the Women’s Bathroom.

Appendix A provides the results of all of the pre-abatement sampling activities.

3.2 Abatement Activities at Building 54

EPA Notification of Demolition and Renovation forms were provided to representatives of the Kodiak Island Borough Baler Facility, Kodiak, for a total of six ACM (i.e., CAB, gypsum wall board, mastic, TSI) shipments delivered for disposal between January 24 and February 8, 2013 (Appendix D). Work began in Building 54 on January 22 and was completed on February 8, 2013. Clearance air sampling was completed on February 8, 2013.

3.3 Air Monitoring and Sampling

Appendix B provides the results of personal breathing zone and area asbestos fiber air sampling for Building 54. Personal air sampling of the asbestos abatement workers was conducted in accordance with 29 Code of Federal Regulations (CFR) 1926.1101, “Asbestos.” Air samples were collected to validate the initial exposure determination and to verify the personal protective equipment (PPE) worn was adequate.

All personal air sampling results showed exposures to be within the protection factor of the powered air purifying respirator (PAPR) respirators worn by abatement personnel. All asbestos clearance air sample results for Building 54 were below the 29 CFR 1926.1101 requirements and the project specified limits of

0.1 fiber per cubic centimeter (f/cc) during an 8-hour time-weighted average for these areas that are only occupied for maintenance and other occupational related activities. All clearance air sampling following abatement was performed under the direction of the North Wind project CIH. The asbestos clearance sampling results are located in Appendix B.

A total of six bulk samples were collected for asbestos analysis on January 25, 2013 during the abatement tasks of select TSI locations in Building 54. The six samples were sent to White Environmental Consultants for bulk sample analysis of asbestos. Test results of all six samples reported asbestos consisting of 65% non-fibrous material and the remaining 35% of other fibrous materials. Results of the bulk asbestos samples are also provided in Appendix B.

3.4 Records and Notifications

Daily safety meeting sign-in sheets, daily reports of field activities, and daily asbestos and lead project checklists are provided for each building in Appendix C. EPA Notification of Demolition and Renovation forms and the State of Alaska asbestos notification are provided in Appendix D.
