Costs allocable to material, labor, equipment, subcontractors, overhead, bonding, insurance and profit must be separately itemized for each distinct category or item of work encompassed. Include documentation such as invoices, quotes, vendor estimates, or other supporting cost figures. Clearly state in the proposal if an extension in the performance period is required. For proposals involving time extensions, include rationale for the extension and a proposed adjusted progress schedule.
1.20.5 Design Clarification Requests (DCR)
PROJECT NO. 33Q5154 01 01 00-13 Standard Requirements
In the event that the contractor, subcontractor, or supplier, at any tier, determines that some portion of the Government supplied; drawings, specifications, or other contract documents require clarification or interpretation by the Government; the contractor shall submit a DCR on form CM-06 in writing to the COR, with a copy to the CI. DCRs may only be submitted by the prime contractor. In the DCR, the contractor shall set forth their interpretation or understanding of the requirement, along with reasons why such an understanding has been reached.
The Government will review all DCRs to determine whether they are DCRs within the meaning of this term. If the Government determines that the document is not a DCR, or missing required information from the contractor, it will be returned to the contractor without review as to content, for resubmittal in the proper manner (e.g., submittal, request for variation, etc.).
Responses to DCRs will be issued within 14 work days of receipt of the request, unless the Government determines that a longer period of time is necessary to provide an adequate response. If a longer period of time is determined necessary by the Government, the Government will, within 14 days of receipt of the request, notify the contractor of the anticipated response time. The 14 days referred to herein will start on the date stamped received "in from the contractor" by the Government. If the contractor submits a DCR on an activity with 14 days or less of float on the current project schedule, the contractor shall not be entitled to any time extension due to the time it takes the Government to respond to the request, provided that the Government responds in the days set forth above.
Responses from the Government will not change any requirement of the contract documents unless so noted in the response to the DCR. If noted as a change, the Government will issue either a no-cost Field Adjustment or formal modification under the Changes clause. If the contractor believes that a response to a DCR will cause a change to the requirements of the contract documents, the contractor shall immediately give written notice to the Contracting Officer stating that the contractor considers the response to be a change. Failure to give such written notice immediately shall waive the contractor's right to seek additional time or cost under the Changes clause of the contract.

By approving and submitting shop drawings and samples, the Contractor thereby represents that he has determined and verified all field measurements, field construction criteria, materials, catalog numbers, and similar data, or will do so, and that he has checked and coordinated each shop drawing with the requirements of the Work and of the Contract Documents.
1.2.8 Approving Authority's Responsibilities:
Submittals will be reviewed for approval with reasonable promptness and only for conformance with project design concepts and compliance with the Contract documents.
Submittals will be returned with one of the following notations:
