11.0 Recommendations

Based on interpretations of asbestos sample results and site investigation, there are several areas of concern. Eight types of material tested positive for asbestos including: roofing material, GWB, vinyl floor tile with mastics, cove base mastic, CAB, TSI, cross contamination of suspended ceiling tiles and crawl space soils.

Three florescent light fixtures containing assumed PCB light ballasts were located in the second floor secured bathroom. Florescent light tubes throughout the building are assumed to contain mercury vapor. All of these items have special handling and disposal requirements.

Asbestos containing roofing material is considered a Category I non-friable material by EPA 40 CFR Part 61 Subpart M. The removal of asbestos containing roofing material is a Class II abatement task per OSHA 29 CFR 1926.1101. The roofing material and asphalt shingles associated with the small dormer roof access both contain asbestos.

During survey inspection, the roof was observed in good condition and does not pose an asbestos health hazard. Abatement workers with current state of Alaska asbestos abatement certification should be used for any roofing removal or disturbance of this section of roofing.

Gypsum wall board was tested in a previous survey. This survey prepared by

Jensen Yorba Lott Inc. for USCG Maintenance and Logistics Command, Pacific Engineering Unit, Project #33-J8177, 33-J8180, 33-J00008 reported two GWB samples contain asbestos greater than 1%. During this survey inspection, all GWB was assumed to be asbestos containing throughout the building. The GWB was observed in good condition and does not pose an asbestos health hazard. This material is considered Category II non-friable material by EPA 40 CFR Part 61 Subpart M. The removal of asbestos containing GWB is a Class II abatement task per OSHA 29 CFR 1926.1101.

Abatement workers with current state of Alaska asbestos abatement certification should be used for any GWB removal or disturbance in this facility. Special warning should be given to workers that damaged TSI may be discovered in hidden sections behind GWB.

Flooring samples indicate most flooring is non-asbestos containing. Carpeted and vinyl sheeting areas and the observed old layer of vinyl and mastic under the top layer of plywood were non-asbestos. Vinyl tiled areas tested positive for asbestos. The tile mastics used are also asbestos containing. During survey inspection, the vinyl flooring was observed in good condition and does not pose an asbestos health hazard. This material is considered Category I non-friable material by EPA 40 CFR Part 61 Subpart M. The removal of asbestos containing resilient flooring is a Class II abatement task per OSHA 29 CFR 1926.1101. Abatement workers with current state of Alaska asbestos abatement certification should be used for any vinyl tile removal or disturbance in this facility.

Cove base mastics were tested throughout the building. Two samples tested positive for asbestos. During survey inspection, it was observed that behind the cove base several layers of mastics exist. Cove base and mastics were observed in good condition and pose no immediate asbestos health hazards. Cove base removal would result in disturbing the mastics. This material is considered Category II non-friable material by EPA 40 CFR Part 61 Subpart M. The removal of asbestos containing construction mastics is a Class II abatement task per OSHA 29 CFR 1926.1101. Abatement workers with current state of Alaska asbestos abatement certification should be used for any cove base removal or disturbance.

CAB identified in second floor laundry room and the boiler room tested positive for asbestos. During survey inspection, the laundry room CAB was observed in good condition and does not pose an immediate asbestos health hazard. Boiler room CAB has broken areas and listed in poor condition. CAB is non-friable and the location of material gives it a low potential for disturbance thus does not pose an immediate asbestos health hazard. This material is considered Category II non-friable material by EPA 40 CFR Part 61 Subpart M. The removal of CAB is a Class II abatement task per OSHA 29 CFR

1926.1101. Abatement workers with current state of Alaska asbestos abatement certification should be used for any CAB removal or disturbance.

TSI is considered a Regulated Asbestos Containing Material (RACM) friable material by EPA 40 CFR Part 61 Subpart M. The removal of this TSI is a Class I abatement task per OSHA 29 CFR 1926.1101. Abatement workers with current state of Alaska asbestos abatement certification should be used for any asbestos containing TSI removal or disturbance.

Water system TSI observed and sampled is in fair condition. Based on review of the historical mechanical drawings combined with observations of newer copper piping made during this survey, upgrading of most water system piping has occurred. Review of hard elbow sample results associated with the upgraded water system indicates they are non-asbestos containing. Reviews of TSI sampling results also support this finding.

Sample 54B0131-51B collected on the old water system riser is asbestos containing.

Only water system TSI that is associated with the water system upgrades should be considered non-asbestos containing. All old risers and abandoned plumbing hidden behind GWB not located in this survey should be considered asbestos containing. TSI materials used during water system upgrade are identical in appearance to asbestos containing TSI. Trained asbestos workers are required to remove asbestos containing water system TSI or piping during remodel activities. Trained asbestos workers are required for removal of GWB. During the GWB abatement activity, it is recommended that trained asbestos workers abate all exposed insulated piping to prevent a potential exposure scenario from misidentifying asbestos containing TSI.

Steam system TSI tested positive for asbestos. This material is in fair condition with four areas observed in poor condition. Room 111, Janitors Laundry Room, and the Janitors Room have significantly damaged TSI above the suspended ceiling tiles. TEM samples confirmed the presence of asbestos dust. Because this material is very friable, all ceiling tiles in these rooms should be considered asbestos contaminated. These areas have high potential for asbestos health hazards and should be cleaned of contamination as soon as possible using trained asbestos workers.

Crawl space soils observed have TSI and CAB mixed with the soil. This could be the result of past abatement or repairs. Debris samples collected under the water system tested negative for asbestos. Samples collected in other locations tested positive for asbestos. Crawl space debris materials (especially TSI) are similar in appearance making it impossible to differentiate visually. This area poses high potential for an asbestos health hazard. As an interim measure, crawl space soils should be cleaned of gross contamination as soon as possible using trained asbestos workers. Future abatement planning should implement a more permanent solution such as soil removal, soil encapsulation or installation of visqueen barriers.

No sampling was conducted in the CPO/Union Office. Future work planned for the CPO/Union Office will require additional sampling in accordance with AHERA protocols. Based on information obtained from the previous survey, the GWB is likely to contain asbestos. Steam pipes and cove base mastics located in this area are likely to contain asbestos. Additional asbestos sampling for the floor system (potentially asbestos containing vinyl sheeting/tile/mastic) should be completed before renovation work commences. Although it is likely the water system in this area has been upgraded with the rest of the building; confirmation of this assertion is highly recommended. A florescent light survey for PCB containing ballasts should also be accomplished to determine proper handling and disposal of these items. Future asbestos sampling within the CPO/Union Office should be performed by an accredited AHERA Inspector.
