END OF AMENDMENT 0001

HSCG87-14-B-PJT648 Questions & Answers

Q1. The roof appears to be leaking in several locations. Are leaks to be repaired and if so can a scope be specified?

A. Repair of leaks (most likely evidenced by staining from previous/old leaks) or re-roofing is NOT included in the scope of work.

Q2. Sheetrock damage in the attic is greater than the amount shown on the drawings. Do you want to increase the scope of repair work in the attic?

A. The final result is determined by the scope of work; specifically to improve the smoke /fire barrier separation. The extent of repairs and extent of existing damage shall be considered by the contractor in their bid.

Refer to Spec Section 010100 which states in part, the following:

1.0.3.1 Performance Based Statement of Work:

1.0.3.2 The Contractor will be required to typically perform construction from a performance-based Statement of Work. The contractor is responsible for interpreting the performance based requirements from the specifications, plans and reference documents, including the “Kodiak Standard Specifications” to provide a complete and useable end product. The Statement of Work and reference documents, including the “Kodiak Standard Specifications” may not provide complete instructions on how to perform the work, or detail/integrate all associated components of the work. The contractor shall apply their experience and judgment in performing typical commercial construction practices to complete the work with limited additional Government guidance.

Q4. On sheet A3.06 the wood decks for the AHU’s are shown and are dimensioned just a few inches bigger that the units that are setting on them. This does not appear to consider room for maintenance personnel to access these units. Would you like the decks to be enlarged and if so, please provide new dimensions?

A. Extend the wood deck adjacent to the AHU to provide maintenance access.

Coordinate with existing construction and the specific requirements of the AHU selected/installed by the contractor.

Refer to Spec Section 010100 which states in part, the following:

1.0.4 Where exact locations are not given for the positioning of equipment, devices, and work; they shall be positioned to permit easy access for maintenance and for removal and replacement of component parts. The Contractor is responsible for the coordination and proper relation of the work with the existing surroundings.

Q9. At detail # 1/7.01 no building heights from second floor to top plate shown. Please provide.

A. The top plate is approximately 10’-10”+/- above the second floor. Contractor to field verify.

Q11. In some locations no wall removal is noted in order to install new one piece tub units. Also will possibly need to remove walls for existing tub demo?

A. The extent of removal shall be considered by the contractor in their bid.

See Specification Section 015700, which states in part: The contractor shall coordinate all work to include Abatement, Demolition and Removal of materials as required to result in a complete project as described. Demolition is generally described on the drawings, however, the drawings are generic and do not depict exact locations or quantities of removed items. The contractor shall perform all required demolition as required to install new materials and surfaces as shown.

Q13. Is the intent to replace all exterior wall insulation with new, if so please provide an R value for new insulation? During site visit there was visible water damage to most of the exterior walls and insulation.

A. When the exterior walls are opened to facilitate other construction; replace missing or severely damaged, exterior wall cavity insulation with R-21 fiberglass batting. It is NOT the intent to replace all existing exterior wall insulation with new. The existing exterior wall insulation is typically loose rock wool or fiberglass batting inside the existing wall cavity. The new work required, includes adding a layer of insulation outboard of the new exterior sheathing. The R value of the new exterior insulation is specified in Section 072113 “Semi- Rigid Stone Wool: R-4.2/inch, minimum (see drawings for thickness or total R value required)”.

Q14. During the site visit it was apparent that all the sheetrock had mold/mildew on it.

Is the intent to remove ALL sheetrock in building?

A. Refer to Spec Section 010100 which describes the Performance Based Statement of Work intent.

Also see Section 010120; 1.4 EXISTING CONSTRUCTION AND REUSE OF

MATERIALS

The construction required includes rehab of an existing facility. As such, some features of the existing facility will be retained during/upon completion of the work.

Existing building components (such as drywall, cabinets, plumbing, etc) may be retained and incorporated into the finished product if serviceable, and consistent with the new components specified. Perform repairs as required to incorporate existing building components into the finished product.

Q15. Has the Coast Guard considered doing any roofing upgrades to building 54? This may want to be considered as the roof had many signs of leakage during the site investigation.

A. See Question/Answer #1 above.

Q16. Will the area above building 54 be able to be used as a staging area? There was talks of this during site visit, but no confirmation?

A. The primary staging area is at the Bldg 54 site. Additional areas on Base may be provided to the contractor at government convenience during construction.

Coordinate with the COR.

Q17. Is builders risk required? If so what are the limitations?

A. Bonding, insurance, and surety requirements are as indicated in the IFB, with appropriate reference contract clauses.

Q18. Is there any liquidated damages for this project?

A. No.

Q19. Is there any retainage on this project?

A. No.

Q20. Is it safe to assume that all the ACM abatement has taken place on the interior of the building?

A. No. ACM and other hazards may still exist. Prior/previous HAZMAT reports and analysis have been provided as reference documents with the IFB documents, and the specifications require contractor performance of additional survey(s) and all compliance activities to execute the work.

Q21. Is it possible to extend the bid date?

A. No.

Q22. The plans call for 1” x 3 ½” rabbeted PVC trim. Is this a nominal dimension or do you want 5/4 x 3 ½? The 1” is too thin to allow the siding to tuck into and we strongly advise that all trim be 5/4 for this project. All other barracks buildings have 5/4 material throughout. Note that Azek 4/4 or 1 x is actually ¾ and 5/4 or 1 ¼ is 1 inch. Please advise.

A. Dimensions shown are correct actual size (1” x 3 1/2”), not nominal. We understand Azek nominal sizes are larger than actual product, and we agree the appropriate Azek material size for the trim is 5/4.

Q23. The plans, detail 10/A9.01 calls for a strip of siding material to trim inside soffit.

The other barracks all have 3 ½ PVC trim at this location. Do you want to change this detail to PVC?

A. Install 3 ½” PVC trim at this location, but leave gap as shown to allow rainscreen cavity to breathe.

Q24. The plans call for 1 ¼ at fascia and rake and rake to wall. We suggest the detail be changed to 6/4 which will be a dimensional 1 ¼. Please advise.

A. Dimensions shown are correct actual size (1 ¼”), not nominal. Yes, Azek 6/4 is the appropriate sized product.

Q25. There doesn’t appear to be any exterior signage shown. Are there any exterior signs? If so, please provide quantity and scope of each sign required.

A. New signs are not required. Remove and reinstall the building number and building inventory ID signs.

Remaining Questions will be posted on FBO on or about 03 APRIL 2014.
