1. Government Provided Clarifications, Electronic bid submission instructions, and the following:

Revise the Direct Digital Control System specification 23 09 53.00 20 as follows:

Delete the existing corresponding paragraphs and replace with the following:

1.2.3 The building Facility Management and Control System (FMCS) shall be comprised of Network Area Controller or Controllers (NAC) within each facility.

The NAC/FMCS installed under this contract’s work shall connect to the Government’s existing base wide Niagara R2 system via the internet. Access to the system shall be accomplished through standard Web browsers, via the Internet. The NAC shall communicate to LonMark™/LonTalk™ (IDC) and/or BACnet™ (IBC) controllers and other open protocol systems/devices provided under Division 23 or Division 26. The NAC shall connect to the existing USCG Niagara R2 system via a contractor provided internet connection.

Contractor connectivity to the USCG Niagara R2 system will be provided by the Contractor for six months following substantial completion of all other work within the building. Connectivity and testing of installation of Building 54 with the existing base wide Niagara R2 system may require a separate mobilization by the Contractor upon transfer of the internet connection from the contractor to the government.

1.5.2 The Division 23 contractor shall be responsible for the Network Area Controller(s) (NAC), software and programming of the NAC, graphical user interface software (GUI), development of all graphical screens, Web browser pages, setup of schedules, logs and alarms, LonWorks network management and connection of the NAC to the internet.

2.5.1 Remote Access: For Local Area Network installations, provide access to the LAN from a remote location, via the Internet. The Contractor shall provide a connection to the Internet to enable this access via high-speed cable modem, asynchronous digital subscriber line (ADSL) modem, ISDN line, or other to a corporate server providing access to an Internet Service Provider (ISP). The Contractor is responsible for monthly access charges for connection and ISP per 23 09 53.00-1.2.3.

REMAINING QUESTIONS & ANSWERS

Q3. There are no details showing how to attach the wood deck to steel deck framing for the two AHU’s in the attic. How are the wood decks to be attached?

A. Install 2 x 6 (treated DF #2 or better) wood plate to top flanges of steel sections (wide flange, channels, angles) with ½ inch diameter through bolts staggered at a maximum spacing of 2 feet on center. Dap bolt head into wood plate. Span 2 x 6 (DF#2 or better) wood decking in the direction of the shortest span across the newly placed wood plates over steel sections. Nail new decking to wood plates with minimum 2 - 8d nails at each 2 x 6 decking.

Q5. On sheet M3.08 a MC12 x 30 x 5-9 is shown with epoxy anchors. What is the required embedment of the anchors? This work is not shown on the structural drawings, should it be?

A. Embedment is 4 ½ inches

Q6. On sheet S1.01 the connection at grids 8/D calls for a square collar around the column concrete. The plan view shows a concrete wall in the same location.

Are we to penetrate the concrete wall and patch back after the collar is installed?

A. Yes.

Q7. Are we to dig down to footers where they are below grade? In some locations e.g. grid 8/D the footings are appx. 4 feet below grade.

A. Yes. Alternate installations may be submitted by the contractor with structural steel shop drawings. Alternate method is; dig to footers that are within 1 ft of ground surface, and perform construction as indicated. For footers at deeper locations (when discovered during construction activities) notify COR and perform alternate connections. Alternate connection details will be developed during construction w/ COR. Note: Section 055000 requires Crawl Space steel, including but not limited to bolt heads located within 1 foot of the existing finished grade shall be coated with one heavy coat of asphalt-base emulsion conforming to ASTM D1187.

Q8. Note 14 on sheets A3.02-3.05 is not found on any of the sheets. Is this note valid or please indicate location of the work?

A. Note 14 note applies at walls separating rooms and occupancies (eg:

party walls between berthing rooms and other occupancies, walls between berthing rooms and corridors, etc) where fire/smoke separation between occupancies is required. Existing conditions and the contractor’s mean/methods may require either new construction or reconstruction of existing wall framing to floors/surfaces above to provide the needed separation and surfacing material indicated in other notes.

Q10. S1.01 Grid 8D is the intent to excavate/demo concrete in crawl space in order to install the new tube steel?

A. Yes. Alternate installations may be submitted by the contractor with structural steel shop drawings. See prior question/answer #7.

Q12. Cannot find a fastening schedule for the 2x2 exterior wall furring along with the 1/2" P.T. furring

A. The contractor shall determine fastening schedule based on specified wind load conditions, ASCE design standards specified, and siding manufacturer requirements. See Section 074646, which requires contractor to submit Product Data and installation instructions for approval.

Prior similar installations used screws at 16” on center, for the 2x2 battens, which penetrate thru the sheathing layers, and provide approximately 1” penetration into the studs (“structure” as typically defined by siding manufacturers). PT furring was nailed, with fasteners penetrating 2x2’s 1 ¼” minimum and were spaced at 16” on center, maximum.

Of note; consideration must be given to the damaging effects caused by new fasteners being inserted into the existing exterior systems. Caution must be exercised to avoid damage to existing structure (blowing apart studs), and, to provide reasonable assurance that the new fasteners hit their target while avoiding all the in-place existing fasteners at the stud locations.
