Solicitation No. HSCG85-13-R-P45002

Indefinite Delivery Indefinite Quantity Dockside Repairs of San Francisco Bay Area and San Diego, CA CGC Cutters

Amendment No. A003

The purpose of this amendment is as follows:

a.

The following are answers to the following Request for Clarifications:

Question NO. 7:

Provision 47, Requirements for Submission of Proposal, provision 47(3)- Volume 3-Past Performance, all paragraphs; This section instructs offerors to provide the following information for past performance: (a) Name of Contracting agency/customer; (b) Agency/customer point of contact (include phone number and e-mail address); (c) contract number; (d) contract award date; (e) contract completion date; (f) contract value (original & final). Does the Government require any other narrative such as description of scope of relevance?

ANSWER: Contractors are advise to follow “ALL” instructions for submission of proposals cited under Provision 47 of the subject solicitation. As stated in the solicitation under 47(2(b)(iii), deviations resulting in a competitive advantage for an offeror will result in the proposal being returned to the offeror as noncompliant with the RFP requirements.

Question No. 8: Solicitation Package, Provision 47(2); Instructions state that the past performance volume is limited to 5 pages. In the event that the Government responds to the Question above that narrative is required to describe scope and relevance, will the Government consider allowing more pages to include 1st tier subcontractors?

ANSWER: Answer for this clarification will be the same as Question #7 above.

Question No. 9: Solicitation Package, Provision 47(2)(b)(iii); do the ten foldout pages that the Government allots for the appendix count towards the 15 page limitations for the technical proposal volume?

ANSWER: Answer for this clarification will be the same as Question #7 above.

Question No. 10: Solicitation Package; Would the Government consider extending the due date for this proposal by two weeks considering that responses to questions submitted November 23, 2012 are unlikely to be available until very close to the due date?

ANSWER: At this time, the due date to submit proposal will remain unchanged, which is 03 December 2012 at 2:00 P.M., Pacific Local time.

Question No, 11: Solicitation Package, Description of Work, page 2; “The Description of Work states that the solicitation is for dockside repairs for Coast Guard vessels home moorage in the San Francisco Bay Area and San Diego, CA. Yet, one of the CGC listed is the CGC George Cobb, who is home moorage is believed to be San Pedro, CA. Is the offeror expected to perform dockside repairs to the CGC George Cobb in San Pedro?”

ANSWER: As stated in Question No. 6 under Amendment No. A002 dated 21 November 12, the IBCT Product Line, which includes CGC George Cobb, will only utilize the IDIQ Dockside Repairs contracts on as needed basis or during emergency situations.
