Solicitation No. HSCG85-13-R-P45002
Indefinite Delivery Indefinite Quantity Dockside Repairs of San Francisco Bay Area and San Diego, CA CGC Cutters
Amendment No. A001
The purpose of this amendment is as follows:
a.
The following are answers to the following Request for Clarifications:
Question NO. 1:
It appears that the SF 1449 and RFP due date were not available for selection in the solicitation via FBO. Will there be an amendment issued to make these items available?
ANSWER:
SF-1449 is hereby incorporated and made part of the solicitation. SF-1449 is an attachment to this amendment. The due date for submission of the Request for Proposal is cited on block #8 of the
SF-1449, which is 03 December 2012 at 2:00 P.M., Pacific Local time.
QUESTION NO. 2:
Section B.2, Composite Labor Hour Rate; B.2 states that an “Estimated Quantity” of 1,129 hours and extended holler amount will be evaluated for Contract Changes. Attachment 4(a) and 4(b) – Price Breakdown for CGC RUSH and CGC WMSL provide “Estimated Composite Labor Hours of 1730 and 4097 respectively – for a total of 5827 hours. Paragraph 48 – Commercial Items – Factor 1 – Price states that the “composite labor hour total extended total” will be evaluated. Please specify the exact “Estimated Quantity” that will be the basis of the actual price evaluation.
ANSWER: Page 3 of the solicitation has been revised and is hereby attached as an Attachment to the amendment. The estimated labor hours and the extended total amount for this CLIN as indicated on Attachment 4(a) & 4(b) of the solicitation will be used in the evaluation of price for this requirement.
QUESTION NO. 3:
Continuation of SF-1449 – BLOCKS 17a – 23 (under Required Documents) states that “Only mailed proposals will be accepted”. Item #5 of the Notice to Offerors provides address for “Commercial delivery services”. Please clarify whether the Coast Guatf will accept proposals hand delivered by the contractor and/or commercial delivery service such as FedEx. Given the security requirement to access the interior of the Oakland Federal Building, will the Coast Guard, with prior notification, send an individual to receive Proposals in the Rotunda?
ANSWER:
Under the subject requirement, Coast Guard will accept proposals hand carried by a Contractor’s representative and/or commercial delivery service, such as FedEX, to be considered for this solicitation. However, contractor’s representative or commercial delivery service must “physically” deliver the proposal to the designated “floor and suite number” and within the time cited under paragraph #5 of the Notice to the Offerors and Block #8 of SF-1449 of the solicitation. Proposals delivered after the due time will be considered late and will not be considered for evaluation.
b.
Page 49 of the solicitation is revised as shown as an attachment to this amendment. Offerors are directed to the change made on the last paragraph of this page.
c.
All other terms and conditions cited on the solicitation will remain unchanged.
