Definite Item Nos. D-25, D-27, D-29 & D-30, Item 25 will require that the CPP hubs get removed from the tailshafts and there is no mention of this happening in hubs general maintenance or the shafting removal item. What item would the Government want this item to be covered in?

ANSWER: If the contractor requires removal of the hubs in order to place the shafts on the lathe for shaft coating renewal, contractor will use the added Optional Item No. 89, Remove and Reinstall Propeller Hub from Tailshaft, and the applicable specification.

NOTE: Page 4 of the solicitation package under the Schedule of Items is revised as shown on the attachment to this amendment. Offerors are advised to utilize this revised page during submission of the Request for proposal. Failure to utilize the revised page will result for the offer to be rejected as non-responsive to the solicitation.

Definite Item D-21, Propulsion Shaft Seals Mechanical Overhaul and Inflatable Renewal, paragraph 3.2.1, Could you change the wording for a technical representative from “certified/licensed” to “qualified”? Warsila the manufacturer, a foreign-owned corporation neither certifies nor license anyone to work on their equipment, thus maintaining their monopoly on the US military.

ANSWER: Paragraph 3.2.1 of the work item D-21, is hereby changed to read as follows:

Definite Items No. D-27, Propulsion Shafting Remove, Inspect & Reinstall, and D-28, Propulsion Shaft Bearings (external) Check Clearances, paragraph 1 of 27 and all of 28; paragraph 1 of D-27 indicates that all port and starboard bearings are to be inspected and renewed yet there is nothing in the body of the specification that tells the contractor to do so. D-28 titled propulsion shaft bearings indicates that only bearing clearances are to be taken care. Is the contractor to take bearing clearances or renew the stave bearings?

ANSWER:

Renewal of bearing staves will be based on the results of the inspection. The clearances readings in D-28 are to be taken on the existing bearing and are used to track bearings wear. Contractor requests clarification if the drawings provided by USCG on CD will take precedence over references in the specifications. Note: Drawings received for D-25 appear to be a combination of Rev. A&E sheets.

Question No. 22:

Definite Item D-40, D-41, & D-42, Sea Valves & Firemain Valves, Paragraph 3.3. (3.5.3 item 42)

a. In order to price the valves for this item our valve supplier needs to know whether these valves are mil spec or commercial, valve operating pressure, and flange to flange length or perhaps a print or bill of material identifying them.

b. Please identify the butterfly valve body, wafer, and seat material, the lug pattern and face dimensions or a print/bill of material identifying them.

Paragraph 3.4.1

c. Can the Coast Guard provide a list identifying associated waster pieces with the valve list telling the contractor how many and where they are located.

Contractor’s primary valve supplier has extensive experience providing sea valves to the WMECs overhauled in the northwest. The valve configuration and material specifications vary from one ship to another; ship checking another vessel will not provide reliable information – it is important that the Mellon provide accurate valve data so that replacement parts with long lead time be ordered in advance of its arrival, as well as provide a more accurate bid.

All valves are MILSPEC, bronze and 150 psi operating pressure. The references and valves lists given in the specification are all the information on hand for flange length, valve body, seat material, bill of materials, etc. All valves have waster pieces and require renewal.
