REQUEST FOR PROPOSAL

HSCG85-10-R-P45FX7

DRY-DOCK & REPAIRS OF CGC MELLON (WHEC 717)

AMENDMENT 0006

Page 2 of

The purpose of this amendment is as follows:

a.

The period of performance referenced under Amendment 0005 dated 02 July 2010 is corrected to read as follows:

FROM: 29 September 2010 through 40 November 2010

TO: 29 September 2010 through 30 November 2010 b.

The following is the answer to the following Request for Clarification:

Question No. 29: Definite Item D-24, Red Gear LO Piping Renewal & steam Valves, paragraph 3.5.3, 3.5.4. and 3.5.4.1, Paragraphs appear to require contractor to provide and install two new automatic (motor actuated) and two manually actuated blow down isolation valves—and two new check valves in accordance with CG Dwg 378-FRAM-W-534-1. Contractor cannot locate valves on referenced drawing (as per paragraph 3.5.4.1 comment) and requests clarification regarding valve type and size of all valves required for estimating purposes—and confirmation of contractor interpretation that valve renewal includes the new motor actuators with the renewal on two of the four isolation valves with this procurement. Contractor Note: Par. 3.5.4.1 statement “…but materials are the same” is non-definitive and this procurement activity could be substantial.

ANSWER: The solenoid (not motor actuated) valves provide an automatic surface blowdown feature on each of the boilers. Specific valve manufacturers were not specified in the alteration and may vary from vessel to vessel. Materials are the same as listed in the boiler blowdown system drawing.

c.

The closing date and time for submission of the Request for Proposal will remain unchanged. All other terms and conditions of the solicitation including the specification remain unchanged.

Optional Items O-86 and O-87, Propulsion Shaft bearings, paragraph 3.3.1 and 3.3.2; The referenced CG Dwg 378 FRAM W-244-2 indicates that the bearing staves are brass backed rubber staves that are no longer available. NSTM chapter 244 and NAVSEA Dwg 803-1385664 were not supplied.

Paragraph 3.3.1 indicates that the shafting sleeves will be undercut yet there is nothing in the specification indicating this will occur.

Questions;

1. Can the missing references be supplied?

2. Standird size bearings or oversized?

3. Thordon or brass backed rubber cutlass staves

ANSWER:

USCG will supply the missing references upon award of this requirement. For bidding purposes, assume oversized Thordon staves will be required. Actual stave sizes will be determined from shaft liner measurements.

e.

The other terms and conditions of the solicitation will remain unchanged.
