REQUEST FOR PROPOSAL

HSCG85-10-R-P45FX7

DRY-DOCK & REPAIRS OF CGC MELLON (WHEC 717)

AMENDMENT 0003

The purpose of this amendment is as follows:

a.

The due date and time for submission of the Request for Proposal is extended until 13 June 2010 at 11:00 A.M., Pacific Standard Time.

b.

Definite Item D-71, Temporary Services, the demand for the Auxiliary Cooling Water as shown on the list for temporary service requirements page 378 of the specification is changed to read as follows:

FROM: 35 psig. 50 GPM

TO: 35 psig. 250 GPM c.

The following are answers to the Request for Clarifications:

Question No. 23:

Definite item, D-73, Drydocking, paragraph no. 3.2, specification requires docking the vessel in Position No. 1. Is it permissible to dock it in Position #2.

ANSWERS:

For preservation purposes, we switch position number every drydock. This scheduled dry-dock is set for position #1. Position No. 2 is not authorized unless you choose to move each block one at a time to paint the hull as specified.

Question No. 24:

Optional Item O-85, Tail Shaft renewal, paragraph 3.4.1, Item paragraph notes 1 & 2 indicate that the port hub is being renewed in another item and provides information and direction regarding costs. Contractor finds no apparent hub renewal item in the specification and request clarification on scope of work required for this item.

ANSWER:

Please see Amendment No. 0001, which stated that Optional Item O-89, Remove and Reinstall Propeller Hub from Tailshaft, and the applicable specification is incorporated and made part for the requirement. A revised page 4, Schedule of Items, was attached to the Amendment.

Question No. 25: Definite Item D-13, Long, Stiffener Renewals-JP-5 Pump Room, paragraph 3.4.5, regarding quantities of stiffener described on Table 3.4 “Location” portion versus “Amount”. Contractor requires confirmation for estimating purposes that quantities required #1SP/S longitudinal stiffeners is two (2’) per location.

ANSWER:

Correct, one (1) 2 ft long section of stiffener no. 15 on the port side and one (1) 2 ft long section of stiffener No. 15 on the starboard side. Actual amounts will be determined by detailed inspection, but this is preliminary inspection results.

Question No. 26; Definite item D-19, Stiffener Renewal – Air Castle, paragraph 3.7, paragraph requires contractor to prepare all exterior new and disturbed surfaces after stiffener inserts to a SSPC-10 standard. Contractor request clarification if SSPC-15, Power Tool Preparation, IWO SSPC-10 is an acceptable alternative (to reduce potential for dust & debris due to scope of repairs being relatively minor in nature) for both inboard & outboard surfaces.

ANSWER: Yes, SSPC-SP15 is an acceptable alternative for SSPC-SP10.

Question No. 27: Performance Period, paragraph 3.2, contractor has just learned that the annual closure for maintenance of the large lock will be conducted starting at 2200, Wednesday the 10th of November through 1700, Wednesday the 24th November 2010. Request the performance period be extended to 26 November 2010. This extension would allow the cutter to perform sea trials after the locks are re-opened.

ANSWER: Contractor’s request is noted, however, at this time this office will not change the period of performance of this availability since award has not been determined.

d.

Additional response to Question No. 22 in regards to Definite Items D-40, D-41, & D-42, Sea & Firemain valves, as cited under Amendment 0001 is hereby added as follows:

The statement of work takes precedence over references in the statement of work and all Coast Guard drawings. Drawing 378-FRAM-W-163-3 sheets 1 through 5 provides some additional information. For general guidelines, valves are MILSPEC, bronze, and 150 psi operating pressure. These are all the details available to help with the preparation of contractor’s proposal. If lead time exceeds contract then CFR can be submitted during contract performance. Specifications are clear on waster pieces renewal.

e.

The other terms and conditions of the solicitation will remain unchanged.
