1.0 SCOPE
This specification describes the technical documentation and supporting equipment requirements for the procurement of (16 total units) Side Scan Sonar (SSS) Systems for the US Coast Guard 225’ WLB Buoy Tenders. The Buoy Tenders are utilized to recover sunken or damaged navigational buoys. The original hull mounted Westmar series 3000 forward sonar system was discontinued; making servicing and parts replacement difficult. Additionally, the hull mounted system requires costly dry dock periods to service the transducers; therefore, the US Coast Guard desires a portable towable array side scan sonar system that will lower recurring maintenance costs.
The new side scan sonar system should be user friendly, easy to operate and provide clear high resolution images that are easily interpretable. The operation of the system should be done through a GUI (Graphical User Interface) supplied by a ruggedized laptop. The new system will be used infrequently and may spend long periods of time in a stowed condition. The US Coast Guard desires a system that requires minimal maintenance when not in use. Storage space for the system and personnel to set-up and operate the system are limited.
The new side scan sonar system is intended to be used either as: (1). A self-contained and independent system from the shipboard systems and be operated through the portable GUI on the buoy deck or (2). A system that interfaces the topside unit with a buoy deck interface box (including cutter’s GPS input) that allows remote operation and monitoring of the sonar system from the bridge through the portable GUI. The buoy deck interface box that will connect to the vendor supplied topside unit interface described above will be designed by the US Coast Guard.
The US Coast Guard will be responsible for building the buoy deck interface box that will provide interior cutter cabling between the vendor supplied topside unit and the bridge GUI (vendor supplied laptop).
This specification DOES NOT include integration or installation of the equipment by the Vendor but DOES include on-site technical support by the Vendor to ensure that the equipment is installed and functions correctly. US Coast Guard Yard will be system integrator and installer.

2.4 Order of Precedence
In the event of a conflict between the text of this Specification and the references cited herein, this Specification takes precedence. The Vendor must notify the Contracting Officer (KO) in writing for a resolution of any ambiguity or conflict found in these Specifications prior to proposal.
3.0 REQUIREMENTS
The Vendor must provide all labor and material to provide a Side Scan Sonar (SSS) system. The US Coast Guard will integrate and install the Side Scan Sonar system. Any materials, components and labor sub-contracted in meeting the requirements herein are the responsibility of the Vendor. The factory assembled and tested Side Scan Sonar must be a stand-alone unit equipped with its own control panel and display.
3.1 Performance and General Requirements
3.1.1 General Requirements
a. The vendor shall provide a portable, towable array, dual frequency, side scan sonar system. The system shall utilize Compressed High Intensity Radiated Pulse (CHIRP) technology or other technology with equivalent performance as specified herein. The system shall operate between 400 kHz and 1800 kHz.
The system shall be capable of providing clear, high resolution imaging of targets from short ranges to long ranges. The operating frequencies shall be sufficient for both long range and short range searches to provide clear, identifiable, high resolution sonar images for target identification.
b. The system shall at least be capable of long range scanning of targets at depths up to 100m (328 ft) of water.
c. The system shall have at least a maximum range of 100 m (328 ft) at the lowest frequency setting.
d. The systems shall be capable of at least a 200 m (656 ft) swath path at lowest resolution specified.
e. The system shall be capable of rated scanning resolution at tow speeds up to at least 2 knots for depths from greater than 30 m (98 ft) to 100 m (328 ft). Tow speeds up to at least 5 knots for depths 30 m (98 ft) and less. The system shall maintain bottom coverage.
f. The minimum digital across track resolution shall be at least 0.5 cm (0.20 in).
The minimum acoustic across track resolution shall be at least 1.5 cm (0.6 in).
g. The minimum along track resolution (two-way method) at the end of the near field shall be 16 cm (6.3 in) at the low frequency and 8.0 cm (3.15 in) at the high frequency.
h. The system must be able to be fully controlled and operated from the buoy deck or bridge using the GUI (Graphical User Interface) software.
i. Ruggedized storage containers shall be provided for each sonar system component. The hard cases shall contain foam inserts to provide shock protection during handling, transport and storage. Each container shall not exceed 45 kg (100 lbs) and be able to be handled by a minimum of 2 crew members.
j. The stowage, handling and operation of the side scan sonar system shall not require more than 2 crewmembers.
3.1.2 Towfish
a. The vendor shall provide a towfish with at least the following transducers:

c. The minimum depth rating of the towfish array shall be no less than 200 m (656 ft).
d. The towfish body shall have a safety release mechanism or shear-pin to prevent damage to equipment if towfish strikes underwater objects or sea bottom. A means shall be provided to recover the towfish.
e. The towfish shall include an adjustable depressor vane or wing for controlling depths.
3.1.3 Tow Cable
a. The vendor shall provide 200 m (656 ft) of tow cable.
b. The vendor shall also provide a separate additional 30 m (98 ft) length of tow cable.
c. The tow cable shall be a coaxial cable reinforced with Kevlar.
d. The tow cable shall be easily stored onboard.
e. The tow cable shall use watertight electrical connectors at both ends.
3.1.4 Tow Cable Reel Assembly
a. The vendor shall provide a portable, hand-operated tow cable reel assembly that does not require permanent mounting. The reel assembly shall accommodate 200 m (656 ft) of tow cable.
b. The reel assembly shall not exceed 45 kg (100 lbs) with 200 m (656 ft) of tow cable installed.
c. The reel assembly shall be movable by two personnel.
3.1.5 Topside Control Unit, Interface Unit or Transceiver Processing Unit
a. The vendor shall provide a top side unit for processing of sonar information from towfish and shipboard GPS.
b. The sonar system shall be able to accept GPS / DGPS data. The side scan sonar system shall be provided with an isolated serial input connection using an EIA- 422 serial interface and NMEA-0183 protocol sentences that is capable of using at least the following messages: VTG, GGA, RMC, GLL, SOG, COG and HDT. NMEA preambles and baud rates shall be user selectable though the configuration software to match GPS system.
c. The Topside control unit shall have the following watertight I/O connections:

d. The Ethernet connections shall be at least 100 Base-T in accordance with IEEE Std 802 series of standards.
e. All topside unit connectors shall be watertight.
f. The vendor shall include 2 sets of mating connectors and pins to interface the top side unit to a US Coast Guard installed shipboard buoy deck junction box and bridge / pilot house junction box.
3.1.6 Ruggedized Laptop Computer
a. The vendor shall provide a ruggedized laptop for the sonar GUI.
b. The ruggedized portable laptop shall be at least IP65.
c. The display shall have a resolution of at least 1024 X 768 with 18 bit color.
d. The display shall be at least 38.1 cm (15.0 in) diagonal with a 4:3 aspect ratio.
e. The laptop display shall be sunlight readable and have a minimum brightness of 600 cd/m2 for buoy deck operation in direct sunlight.
f. The laptop shall have at least 500 GB of hard drive storage.
g. The laptop shall at least include the following I/O.

3.1.7 Sonar Software
a. The vendor shall provide sonar GUI interface software.
b. The sonar software shall be capable of operation from a Microsoft Windows® 7, 64 bit operating system.
c. The software shall include at least these functions, features and tools to enable the operator to do the following:
1. Record live data for future playback and archiving.
2. Track sonar swath paths and provide accurate GPS location of objects / targets located during side scan sonar operation.
3. Display multiple simultaneous windows that permits the viewing of different features and targets in real time or playback. Windows for navigation, sensors, status, targets, frequencies, ping rates and other data shall also be available at a minimum.
4. View at least the following live data: Sonar images, heading, roll, pitch, depth and altitude.
5. Zoom-in on the sonar scans.
6. Track, save and log target data.
7. Input cable layback information.
8. Ability to select range & frequency.
9. Ability to extend the view of the sonar beyond the current range setting to only view an area of interest with higher resolution and lower range.
10. Ability to measure at least distance, area, length, width and depth of on screen targets and objects.
11. Provide a visual indication to the operator the optimal height above sea floor for towfish scanning.
12. Display and track the swath path coverage.
13. Adjust sonar scans backscatter effects in images with signal to noise filters and gating.
14. Input waypoints.
15. To mark and track targets once identified.
16. Capture still images from either live or playback sonar scans for incorporation into Microsoft® programs such as WORD 2007 or later. The software shall allow the captured still images to be saved in at least .tiff, .bmp, .gif and .jpg file formats.
17. Capture of selected live or playback sonar video shall be available for export from laptop to DVD/CD drive, USB external storage or via email in a file format that can be sent back to the land-based office where a simple free software utility can playback the sonar files captured on the cutters.
18. Include default parameters to help less experienced operators set up various parameters.
19. To select .SDF or .XTF output format.
d. The software interface shall provide indication of at least the minimum alarms/alerts: minimum altitude, maximum SOG, maximum roll and maximum pitch.
e. The software shall synchronize all sensor data.
3.1.8 Electrical Power Supply
a. The side scan sonar system components must be capable of normal operation from the shipboard type, 1, 115 VAC, 60Hz, ungrounded power source in accordance with MIL-STD-1399 Section 300B.
b. The top side unit shall have the additional capability of normal operation from a 12VDC nominal source. The 12 VDC nominal source ranges from 10 VDC to 18 VDC. Additionally, the unit shall be capable of normal operation from a DC source with a voltage ripple of up to 100mVRMS.
c. Power requirements for the side scan sonar system shall not exceed 200 watts from either 115VAC or 12 VDC source.
3.1.9 Additional Items
a. The vendor shall provide all mating connectors, pins and weather-tight covers to interface the top side unit for installation by US Coast Guard to a buoy deck junction box and a bridge / pilot house junction box. 2 sets of mating connectors and pins shall be delivered.
b. The mating connectors shall be suitable for installation by the US Coast Guard into the buoy deck and bridge / pilothouse junction boxes. If OEM connectors are not sufficient for installation into junction boxes, vendor shall select and provide AN type, MIL-DTL-5015 type electrical connectors.
c. The US Coast Guard will be permanently installing an (essentially extending the towfish cable from the buoy deck to the bridge / pilothouse) interface cable from the buoy deck to the bridge / pilothouse using shipboard low smoke cable in accordance with MIL-DTL-24643 or other low smoke cable standard. The vendor shall provide technical information, support and recommendation for a low smoke, zero halogen type cable that does not degrade sonar performance that the US Coast Guard can install between the buoy deck and the bridge / pilothouse. This interface cable is not part of this solicitation. The US Coast Guard is responsible for the procurement of this cable and junction boxes.
d. The vendors shall provide a portable hand help GPS unit with NMEA 0183 output to the sonar system.
3.1.10 Identification and Labeling
a. A manufacturer’s label shall be permanently affixed to each of the components provided. Label plates shall be corrosion resistant and display the following information as a minimum:
• Manufacturer’s model number
• Item description
• Serial number
• Year built
3.1.11 Environmental
a. The vendor shall provide equipment that is resistant to the marine environment.
Any equipment or portion of equipment that requires painting shall be preserved per COMDTINST M10360.3C, Coatings and Color Manual unless the original coating treatment is specifically accepted by the Contracting Officer in advance.
b. The sonar system components at a minimum shall meet the following environmental conditions:
• Operating Temperature: -20°C to +55°C (-4°F to +131°F)
• Storage Temperature: -40°C to +80°C (-40°F to +176°F)
• Humidity 0% to 90%, relative, non-condensing
• Vibration: MIL-STD-167, type I
3.2 Data Requirements
3.2.1 Technical Data (TD)
This section defines the requirements for the Vendor to provide TD necessary to integrate the Vendor’s equipment into the design of Coast Guard Cutters and to begin logistical support documentation. The TD identified herein must be provided with the Vendors proposal submission.
The Vendor’s TD must include as applicable:
a. A unique assembly part number, nomenclature, and original equipment manufacturer (OEM) Commercial and Government Entity Code (CAGE) Code.
b. General arrangement drawings detailing overall dimensions; required maintenance area dimensions; locations, size and type of all mechanical, electrical, electronic, and other shipboard installation and operating interface requirements. including technical operator and maintenance manuals for installation aboard the WLB fleet.
c. Overall component and system weight.
d. Electrical schematic of each circuit detailing the voltage and amperage requirements.
e. Manual, technical publication, and/or catalogue data detailing the installation requirements for each piece of equipment.
3.2.2 Data for Provisioning (DFP)
The Vendor must provide DFP for all components being supplied. DFP must be provided after contract award as defined herein. DFP includes drawings, technical manuals, catalog data and product specification sheets to allow the provisioning of a system or piece of equipment. The DFP for the base year end item shall include all items listed below. The Vendor must provide addendums to the DFP for each item during the option years.
The Vendor must put provisions in his lower-tier subcontracts and supply agreements requiring compliance with this Specification. The DFP that the Coast Guard requires from the Vendor’s subcontractors must be provided by the Vendor.
DFP supplied must include as a minimum:
a. A hierarchical listing of all components which can be assembled, re-assembled, and/or replaced. The listing must identify primary components and all supporting components/parts. Figure 1 provides an example of how to list information.

b. General arrangements and system diagrams. OEM (Original Equipment Manufacturer) part numbers for equipment including connectors and pins shall be included.
c. Technical Manuals/Publications that completely describe the end item, end item’s equipment and/or piece parts; material, mechanical, electrical, dimensional characteristics, location, and their function within the assembly.
The technical publications must include theory of operation, equipment and component set points and related technical information, disassembly procedures, recommended maintenance, maintenance and lay-up procedures, component repair and maintenance instructions, trouble shooting guide, parts schematic/line diagrams, and complete drawings and diagrams.
d. Illustrated Parts Breakdown- Identify parts associated with the equipment. An exploded illustrated parts breakdown must show the location of the parts. The parts list must identify the piece part of the illustration, quantity installed, nomenclature, designation, original manufacturer and manufacturer’s part number. Part numbers are not required for common hardware available from multiple sources, if adequate descriptive data is provided. Parts data listed in the technical manual must be the same as listed on the hierarchical listing. If metric system components are provided, they must be so noted.
e. All special tools and test equipment required to maintain the end item.
f. A list of all software/licenses needed to accomplish diagnostic testing.
g. Delivery of preliminary DFP must be no later than forty-five (45) days after contract award. The Coast Guard requires twenty-one (21) days to review DFP.
The Contracting Officer, or his representative, will provide written approval or recommendations for improvement. The Vendor will have forty-five (45) days to correct and resubmit if the initial delivery is disapproved.
h. Delivery of final DFP must be no later than concurrent with the delivery of the end item.
i. The shipboard test plan for the testing performed during Field Services, section 3.3.2
3.2.3 Data Submission Format
Drawings must be submitted as electronic media. Electronic media must be in AutoCAD and at least Version 2009 or later. Where electronic media is submitted, it must be with the manufacturer’s permission to use the data on Coast Guard drawings. Text files must be provided in MICROSOFT WORD. Spreadsheets must be provided in MICROSOFT EXCEL. Documentation supplied as electronic media must be one (1) copy.
3.3 Technical Support
3.3.1 Training
a. The Vendor shall provide onsite (at CG facility) training, including underway training. The proposal shall include a detailed description of the training package being offered along with a breakdown of training costs. Travel will not be estimated under this solicitation since locations where training will be needed cannot be identified at this time. At the time on-site training is required, the vendor shall be required to submit a cost proposal for travel that is based on Joint Federal Travel Regulations for per diem and lodging. Estimated costs for travel will be included in any Task Order issued for on-site training and will be reimbursed in accordance with Federal Joint Travel Regulations.
b. Provide additional technical operator and maintenance manuals as determined necessary by the Coast Guard.
c. Technical Support shall be made available for the duration of the contract. The vendor shall respond to phone calls and emails within 24 hours. Onsite (at CG facility) technical support shall be made available. The Contractor shall provide a breakdown for the cost of emergency support, and complex issues.
Travel will not be estimated under this solicitation since locations where technical support may be needed cannot be identified at this time. At the time on-site technical support is required, the successful contractor shall be required to submit a cost proposal for travel that is based on Joint Federal Travel Regulations for per diem and lodging. Estimated costs for travel will be included in any Task Order issued for on-site technical support and will be reimbursed in accordance with Federal Joint Travel Regulations.
d. The Vendor must prepare and sign a statement regarding the completion or waiver of training services. The Contracting Officers Representative (COR) or his representative must obtain a release signature before departure of the Vendor or his representative. The Vendor must forward a copy of the signed release document to the Contracting Officer (KO), with a Commissioning Technical Report.
3.3.2 Field Services – Installation and Testing Assistance
The vendor must provide the services of a field service engineer/technician to assist during set-up, testing, commissioning, light-off, and adjustment for optimum performance of the equipment and system. Future warranty work will be performed as needed in accordance with the Contract.
At least a 1 Year Warranty.
Field service support will be performed at the U.S. Coast Guard Yard at Curtis Bay, Baltimore, MD.
The Vendor must specify in the proposal:
a. A fixed daily rate for all labor and materials associated with providing field services, along with the expected number of days to complete. Other associated travel costs (air travel, car rental, etc) are not to be included in this rate.
b. An additional day rate for any potential future field service support required outside of any required warranty work. The quoted rate must be good for one year after installation of the first system.
Representatives provided under this contract shall be regularly in the business of providing training services to system users and operators. The Contractor shall warrant and certify that all Technical Representatives are fully qualified and have experience working on this or similar type systems.
The Vendor must prepare and sign a statement regarding the completion or waiver of commissioning services. The COR must obtain a release signature before departure of the Vendor or his representative from the field service site. The Vendor must forward a copy of the signed release document to the Contracting Officer (KO), with a Commissioning Technical Report.

3.4 Onboard Repair Parts Kit
To allow the Government the opportunity to procure Onboard Repair Parts for the Side Scan Sonar System, the Vendor must provide a recommended onboard repair parts (OBRP) kit list.
OBRP consist of items required to conduct 1 year’s worth of OEM recommended maintenance parts that unit personnel can perform without additional special tools or technical support.
Typical onboard spare parts include filters, fuses and other general consumable items. The recommended OBRP kit list must be provided with the proposal submission and must include the following data:
a. OBRP Kit part number, CAGE Code, and complete kit cost.
b. The Vendor must supply for each item in the OBRP kit, the OEM part number, CAGE Code, part description, National Stock Numbers for parts already identified in the Federal Stock System, shelf life, special material/operating requirements, quantity, estimated retail cost.
3.5 System Stock Parts
The Vendor must provide a recommended system stock parts list spreadsheet. System stock parts are defined as material with delivery lead times over 45 days and manufacturer designated critical items. The system stock parts list must be provided with DFP after contract award and must include the OEM part number, CAGE Code, part description, National Stock Numbers for parts already identified in the Federal Stock System, shelf life, special material/operating requirements, quantity and individual part retail costs. The Government reserves the right to order part quantities less than or greater than the Vendor provided parts list.
3.6 Deviation from Specification
Deviation from the Specifications will only be allowed if there is a direct benefit to the Government and the change has been authorized in writing, by the Contracting Officer. If the Vendor finds it necessary to change or depart from the applicable requirements of this Specification he must request permission to do so from the Contracting Officer (KO) at the earliest possible time. During the performance of the Contract, the Vendor must notify the Coast Guard within five (5) working days of any changes effecting equipment or part configurations.
Proposals submitted for design improvements to equipment or process to simplify or improve reliability and/or maintainability, and/or to improve performance, are encouraged. Requests by Vendors for changes, either with the proposal or after contract, must clearly describe the changes proposed and the reason for and the advantages of the changes proposed. Also to be included is a detailed list of additional costs or savings (if any) that would result. If the proposed change involves the substitution of another material or method for one specifically required, the complete Specification(s) covering the requested method or material must be submitted.
3.7 Provisioning Quality Control
The Vendor is responsible for the completeness and accuracy of all items provided under this Contract. The Government reserves the right to implement provisioning quality control which may include, but not be limited to:
a. Selective review of Vendor purchase orders and quotations to assure compliance with provisioning procedures.
b. Physical validation of installed components and equipments nameplate characteristics data against Vendor purchase orders, DFP, construction or equipment drawings, labels and markings of equipments or components validated.
3.8 Provisioning Conferences
Provisioning Conferences, if required, will be organized at the Contracting Officer’s discretion.
These conferences will only be called after normal attempts to resolve DFP discrepancies have been exhausted. The Vendor and his/her subcontractors as required must participate in these conferences. The Vendor must make complete technical data and the specific equipment being provisioned available for inspection.
During Provisioning Conferences held at the Vendor’s facilities, the Vendor must make all DFP available to a Government On-Site Provisioning Team in a centralized location. The centralized location must accommodate up to six (6) Government On-Site Provisioning Team members during normal business hours for a period of five (5) working days.
3.9 Tests, Inspections, and Reports
The Coast Guard reserves the right to witness any or all of tests performed. The Vendor must retain records of all tests and submit them to the Contracting Officers Representative (COR).
The performance of tests and the preparation of reports must follow the guidance of the equipment operations manual and be approved by the appropriate Coast guard official.
Equipment supplied by the Vendor that is currently certified to meet the operational and regulatory requirements defined herein is not required to undergo First Article Testing.
3.9.1 First Article Testing (FAT)
If required, the initial ship set of the Side Scan Sonar that is furnished must undergo First Article Testing (FAT). If required as defined herein, the Vendor must develop a First Article Test Procedure. The test procedure must be provided to the Contracting Officers Representative for review and approval prior to performing the FAT. A USCG representative will witness the test for First Article unit. A FAT report, including a description of test setup and procedure, photographs from two adjacent sides, logs of times for start and finish and any measurements taken during the test, must be provided.
3.9.2 Factory Testing (FT)
Each complete Side Scan Sonar System supplied must be factory tested and inspected in accordance with the manufacturers quality assurance procedures. The testing and inspection must include but not be limited to the following:
a. Operation of the complete Side Scan Sonar System for one (1) hour
b. Factory Test Procedure.
Factory Test reports, including a description of test setup and procedure, photographs, logs of times for start and finish and any measurements taken during the test, must be provided for each Side Scan Sonar System tested.
3.9.3 Shipboard Test Plan
The Vendor must develop a Shipboard Test Plan for use by the installing activity for Shipboard Testing. The Shipboard Test Plan must fully address all features and capabilities of the equipment and must fully demonstrate the proper installation, startup, and operation of the equipment. The Shipboard Test Plan must be delivered with the DFP after contract award. Shipboard testing for the Side Scan Sonar must include the testing requirements set forth by the manufacturer to include:
a. Operation of the Side Scan Sonar via manufacturer supplied testing procedure.
b. Demonstration of all control functions.
c. Demonstration of all safety devices.
d. Test Report data for the systems tested.
e. The Government will provide the labor and equipment for performance of the installation tests. Installation testing support by the Vendor must be provided as a part of the Field Services.
3.10 Workmanship
All material and components must be of first quality in every respect and of new manufacture. No used materials or components will be permitted.
4.0 QUALITY ASSURANCE
4.1 General
The Vendor must maintain an inspection system which must insure that each item offered to the Coast Guard for acceptance or approval conforms to the contract requirements. The inspection system must be documented and available for review by the Coast Guard.
4.2 Records
The Vendor must maintain records of all tests and inspections. The records as a minimum must indicate the nature and number of observations made, the number and type of deficiencies found, and the corrective action taken. The Vendor must provide the CG Quality Assurance Inspector with completed copies of the certification testing results upon completion of testing. A copy of the test certification, including any tests by outside vendors or tests of subcontracted materials, must be provided to the Contracting Officer Representative (COR) and the quality assurance inspector when issued.
4.3 Quality Assurance Plan
The Vendor must maintain a Quality Assurance Plan in accordance with ANSI/ASQC Q9001- 2008 which must insure that each item offered to the Coast Guard for acceptance or approval conforms to the contract requirements. The inspection system must be documented and available for review by the Contracting Officer/Quality Assurance Representative.
4.4 Tests and Inspections
The tests and inspections as defined herein are the minimum required and are not intended to supplant any controls, examination, inspections or tests normally employed by the Vendor to assure the quality of the item in question.
4.5 Responsibility for Tests and Inspections
The Vendor is responsible for the performance of all test and inspection requirements as specified herein. The Vendor must provide space, personnel, and test equipment for the conduct of all inspection requirements. All testing and inspections must be performed at the Vendor’s plant or at other facilities acceptable to the Coast Guard. The Vendor must notify the Contracting Officer in writing at least fourteen (14) calendar days prior to the performance of any inspections or testing. The Coast Guard reserves the rights to verify or have performed any of the inspections that are deemed necessary to assure that supplies and services conform to the prescribed requirements.
4.6 Responsibility for Compliance
The tests and inspections identified herein must become part of the Vendor’s overall inspection system or quality program. The absence of any test or inspection requirement in the Specification will not relieve the Vendor of the responsibility of assuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract. Sampling for quality conformance does not authorize submission of known defective material (either indicated or actual) nor does it commit the government to acceptance of defective material.
4.7 Failure Responsibility
4.7.1 Test Failure
If the specified item fails to pass any inspection/test the Vendor must provide a Corrective Action Report (CAR) to document the failure and the recommended fix to the Contracting Officer. If approved, the corrective action on the materials or processes must be taken in accordance with this Section.
4.7.2 Corrective Action Remedies
a. The Contracting Officer (KO) reserves the right to totally reject any failed item without considering any suggested corrective action.
b. The inspection/test must be discontinued until all corrective action has been taken.
c. After all corrective actions have been taken the inspection/test must be continued or repeated at the option of the Contracting Officer.
d. Acceptance must be withheld until re-inspection has been shown that the corrective action was successful and the item satisfactorily passes all inspections and tests.
e. All corrective actions must be documented as part of the Vendor’s inspection system and submitted for approval to the Contracting Officer.
f. Each CAR must include, but not be limited to the cause of each defect, corrective action suggested, and the steps taken to prevent a recurrence of each defect.
4.8 Test and Inspection Reports
One (1) electronic copy of any required test, inspection, or tolerance check must be sent to the Contracting Officers Representative. A copy of any test, inspection or tolerance report must be turned over to the Quality Assurance Representative upon arrival at the Vendor’s plant.
5.0 PRESERVATION, PACKING, AND MARKING
a. After completion of testing and in preparation for preservation and shipping, all equipment must be cleaned, sealed and protected from entry of dirt and moisture.
b. The Vendor must prepare a Preservation, Packaging and Marking Plan in accordance with Section 4 of SFLC-D-084-0481, Equipment Unit Preservation, Packing and Marking. The plan must be provided to the COR and discussed prior to the preservation, packaging and marking of the first delivery. The plan must describe the proposed preservation and packaging methods for the equipment unit and spare parts. The plan must identify all proposed markings of the packages.
c. The equipment unit and parts must be preserved, packaged and marked for shipping in accordance with sections 3.3-3.4 of SFLC-D-084-0481. The equipment unit and parts must be packaged suitable for shipment, temporary storage uncovered in the weather and then reshipment by the Government (within CONUS) to the installing activity.
d. The COR reserves the right to inspect or review the preservation, packaging and marking of all units, associated components, and parts, prior to release for shipment.
