Questions and Answer in response to the solicitation HSCG40-14-R-60669

Question 1: Can the contractor use the as-built drawings for use in providing revised drawings to accomplish required work? (This would require the Auto Cad drawings and implies that the 20 year old drawings meet current standards).

Answer: The only version that will be made available at this time is pdf. Updates or edits made to the pdfs in order to show the proposed layout or system will be acceptable. After contract award, the vendor will be provided with the AutoCAD format of the drawings.

Question 2: In Section 1.1.5.2 of Specification Number D-086-0508 it states that Rip-out Drawings will be developed to assist with equipment and interference removals. This statement implies that during drawing development are a Ship Check of every vessel would be required to develop Rip-out drawing. All vessels are not identical and crews tend to modify vessels to suit their needs. This would also increase the scope (additional ship checks would have to be performed and schedule adjusted) and number of drawings required to accomplish tasking would increase. I need clarification on the task on order to bid appropriately.

Will Rip-out Drawings be required for each ship and if so will ship checks be schedule for accomplishment?

Answer: The Rip-out drawings will be developed by the Coast Guard and are not a responsibility of the vendor. That section of the D-086-0508 Spec should be updated to not reference rip-out drawings.

Note: In response to question 2 Section 1.1.5.2 of Specification Number D-086-0508, the changes have been made with track changes in an attached document.

The 225 WLBs are split into two classes (A and B). Hulls 201-205 are A-Class. Hulls 206-216 are B-Class. The drawings of the naming type '225-WLB-XXX' refer to A class, and '225B- WLB-XXX' refer to B class. Our intent for this 5 year contract is to purchase four (4) A-Class and five (5) B-Class. We also intend to buy a single system for the EAGLE.
