Solicitation Deviation Request Ref. HSCG40-14-R-60669 Questions:
1. Can the Ionization Smoke Detector be substituted?
Answer: Ionization type smoke detectors are required per the ship’s performance requirements specification.
2. The requirement calls for a rate-of-rise fixed temperature heat detector for the Eagle. There is a rate-of-rise heat detector available that is compatible, but not listed in the USCG fire detection system manual. It is listed in the non-USCG compatible version of the fire detection system, which is UL listed. Would you consider it to be acceptable in this case? If not, would a multi-criteria sensor consisting of a photoelectric sensor and a fixed heat detector that is listed in the fire detection system USCG manual of the fire detection system to be proposed be acceptable?
Answer: All equipment installed as part of the Fire Detection System shall be USCG Type approved. Rate of rise heat detectors are required per ABS.
3. The solicitation calls for a flame detector. There is a compliant IR3 flame detector which can be connected to an adapter to the USCG fire detection system. It is not listed in the compatibility list in the manual of the fire detection system. Will it be acceptable if it meets the FMER 3260 specs, but not listed in the USCG fire detection system to be proposed?
Answer: All equipment installed as part of the Fire Detection System shall be USCG Type approved.
4. The solicitation calls for an explosion-proof pull station. There is a compliant pull station, but it is not listed in the compatibility list of the USCG fire detection system. However it is listed in the non- USCG version of the fire detection system which is UL listed. Would you consider it to be acceptable in this case?
Answer: Device must be approved for use in a machinery space. See USCG approval guidance for fire protection systems.
5. The solicitation calls for a USCG fire detection system that requires a short circuit isolator base. The USCG fire detection system manual of the system describes the wiring and setup of the devices, but they are not listed in the compatibility list. However they will be included in their next revision according to the vendor. Would you consider it to be acceptable in this case?
Answer: All equipment installed as part of the Fire Detection System shall be USCG Type approved.
6. In reference to the solicitation: HSCG40-14-R-60669, will AutoCAD format drawings for the 225’ WLB A and B Class as well as the EAGLE be provided.
Answer: The only version that will be made available at this time is pdf. Updates or edits made to the pdf’s in order to show the proposed layout or system will be acceptable. After contract award, the vendor will be provided with the AutoCAD format of the drawings.
