ATTACHMENT J-1 STATEMENT OF WORK

1. BACKGROUND

The United States Coast Guard (Government) currently operates six (6) Lockheed Martin Company (LMCO) HC-130J Long Range Surveillance (LRS) aircraft. Currently, these six aircraft fly with a LMCO-developed Legacy Mission System Suite (MSS).

Additionally, two (2) HC-130J aircraft currently on contract with LMCO are due for delivery in mid-2016. The Government will receive these aircraft with the same LMCO-designed MSS as the first six HC-130J aircraft with the exception of changes made to mitigate Diminishing Manufacturing Sources (DMS) and material obsolescence. Upon delivery of these two aircraft, the Government will have eight HC-130J aircraft fully equipped with the LMCO-designed Legacy MSS.

Lastly, three (3) additional LMCO C-130J aircraft are currently on contract and scheduled for delivery between 2015 and 2017. Two (2) additional aircraft are planned for procurement with estimated delivery dates in 2018. These five (5) aircraft will not contain any MSS provisions upon receipt by the Government and will be required to undergo a full missionization modification as further described in this SOW.

Due to DMS and supportability issues with the Legacy MSS, the Government is undergoing a technical refresh of the Legacy MSS that culminates in the incorporation of the Minotaur mission system suite into the MSS configuration. The Minotaur MSS is herein designated as “MSS+” when installed on the HC-130J aircraft. The five (5) aircraft that will undergo full missionization under this SOW will be configured with the MSS+.

In order to maintain common configuration with the new C-130J aircraft that will undergo full missionization under this SOW, the Government also requires seven (7) of the eight (8) existing HC-130J aircraft be modified to capture changes resulting from the introduction of the MSS+.

2. SCOPE

Full Missionization converts up to five (5), baseline C-130J aircraft into the USCG HC-130J configuration with the new MSS+ package. This work requires the installation and testing of components as depicted in both the Legacy MSS Technical Data Package (TDP) and the MSS+ TDP.

In both cases, the Contractor shall install, test, and deliver HC-130J aircraft with an operational MSS+ package. The delivered HC-130J shall meet the MSS+ requirements set forth in the MSS+ TDP. Additionally, the Contractor may be required to install multiple USCG Time Compliance Technical Orders (TCTO) during the course of both full missionization and retrofit modifications.

2.1.DEFINITIONS

2.1.1.HC-130J -A C-130J modified with the legacy MSS, the legacy USCG HC-130J. 2.1.2.C-130J - A new production (baseline) C-130J aircraft, or a USCG in-service C-130J without the MSS modification; missionization activity converts the C-130J into the USCG

HC-130J.

2.1.3. Time Compliance Technical Order (TCTO) – Instructions provided to modify military systems or commodities within specified time limits, initiate special “one time” inspections, or impose temporary restrictions on systems or equipment.

2.1.4. Legacy Mission System Suite (MSS) (Figs. 1 & 2) - The MSS refers to the legacy C4ISR MSS as installed on the first eight HC-130J aircraft, and consists of the following systems and subsystems:

2.1.4.1. Video and Mission Processor (VAMP) - This is the computational center of the Legacy MSS. It consists of multiple processors, video control, and interfacing printed circuit boards.

2.1.4.2. Communications System – International Marine/Maritime Satellite (INMARSAT), Military Satellite Communications (MILSATCOM), and High Frequency (HF) radios.

2.1.4.3. Sensor System – Belly-mounted 360° surface-search radar, Electro-Optical (EO)/Infrared (IR) sensors and sensors processing program and improved DF- 430.

2.1.4.4. Mission System Operator (MSO) Consoles – side-by-side flight deck mounted operator positions consisting of video monitors, keyboards, trackball controllers, etc.

Figure 2 HC-130J MSS Video and Mission Processor (VAMP)

2.1.5. MINOTAUR Mission Systems Suite (MSS+) (Figs. 3 and 4)

Although the MSS+ C4ISR equipment is similar to that on the Legacy MSS, the MSS+ incorporates numerous C4ISR suite changes and physically reconfigures the Mission System Operator (MSO) stations. Although there are several component removals and new component installations, it is important to note that the MSS+ configuration retains the Legacy MSS external sensors (Multi-Mode Radar (MMR), EO/IR, and DF-500) and communications components .

Government flight tests will verify the connectivity of the MSS+ terrestrial infrastructure to the MSS+ installation on the aircraft.

This SOW addresses the work described herein for integration and modification of the MSS+ onto both the legacy HC-130J (retrofit), and the baseline C-130J aircraft (full missionization).
