The provision at 52.212-1 Instructions to Offerors-Commercial Products and Commercial Services applies to this acquisition and has been addended:

(b)(6) Pricing Information. All prices shall be in Euro. The Price Schedule consists of separate Contract Line Items (CLINs) for Preventative Maintenance (PM) (FFP) and Time and Material (T&M) for repairs for the base period. The Exhibit Line Items (ELINs) in the price Exhibits are associated with CLINs in the Price Schedule and provide a detailed listing of items and estimated quantities. Offerors shall complete and submit the exhibits and the price schedule in accordance with paragraph b. below. Offerors shall submit prices for the base period.

NOTE: The Price specifies an “Estimated Quantity” of “1”. This actually represents the monetary value (Euros) for the “Unit Price”. At the time of contract award, the unit price will be changed to “1” (Euro) and the “TOTAL” ELIN amount computed in the Exhibits will be inserted under “Estimated Quantity”, which when multiplied by “1” will equal the total Estimated Amount. This is to facilitate creating the task orders in the DeCA procurement system as it is not feasible to insert varying Unit Prices. This method also allows partial invoicing/payments.

Complete the Price Exhibits and the Contract Line Items (CLINs)/Sub-Contract Line Items (Sub-CLINs) in the Price Schedule as follows:

Price Schedule CLIN 0001 – Preventative Maintenance. Offerors shall fill in the “Unit Price” for each ELIN in Exhibits A for Preventative Maintenance (PM). The “TOTAL” amount computed in each Exhibit shall be inserted in the “Unit Price” and “Estimated Amount” fields in the pertinent PM Sub – CLIN (0001AA/AB) in the Price Schedule.

Price Schedule CLIN 0002 – Repair Services (T&M). Offerors shall fill-in the “Hourly Rate” for each ELIN in Exhibits B, and insert a percentage (if any charged to the Government) for material handling. The material handling charge shall be a fixed rate (percentage). If there are any charges, fill-in the “% Rate” for each ELIN. The “TOTAL” amount computed in each exhibit shall be inserted in the “Estimated

Quantity” and “Amount” fields of the pertinent T&M CLIN (0002AA/AB) in the Price Schedule.

The offeror is allowed to quote positions and hourly rates that match commercial refrigeration standard pricing.

The offeror shall submit the EXCEL spreadsheet of the quoted prices in each Exhibit.

Material Handling Charges. If a Material Handling rate is included in the quote, it shall include only costs clearly excluded from the labor hour rate. Material handling costs may include all appropriate indirect costs allocated to direct materials in accordance with the contractor’s usual accounting procedures consistent with FAR 31.

Subcontractors. Offerors shall note that the subcontractors’ work for on-call repairs will be paid in the same manner as the work done by the contractors in house personnel. The same unit prices for labor hours shall apply to work performed by both contractors and subcontractors.

Price Schedule CLIN 0003 Facility Survey. Enter the unit price and total for CLIN 0003 above.

The provision at 52.212-2, Evaluation-Commercial Services applies to this acquisition and has been addended:

Note: In accordance with DFARS 204.7603, offerors or quoters without a risk assessment in SPRS shall not be considered favorably or unfavorably. Therefore, the offeror shall be determined to have unknown past performance. In the context of Acceptability/Unacceptability, unknown past performance shall be considered

Factor 3: Price
