Section M M-2.0 Basis for Award This is a competitive, best value, source selection that will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 15.3 and Defense Federal Acquisition Regulation Supplement (DFARS) Part 215.3. In using this best value approach, the Government seeks to award to an Offeror who gives the Missile Defense Agency the greatest confidence that it will best meet the Government’s requirements in an affordable manner The Government will strive for the maximum objectivity, the source selection process, by its nature, is subjective, and therefore, professional judgment is implicit throughout the entire process The Government may select for award a higher rated, higher priced Offeror where the decision is consistent with the evaluation factors and it is reasonably determined that the technical superiority, and/or overall business approach, and/or superior past performance, of the higher priced Offeror outweighs the cost difference M-3.0 Evaluation The lowest priced proposal may not necessarily receive the award; likewise, the highest technically rated proposal may not necessarily receive the award. The Government will select for award the proposal that is most advantageous and represents the best value to the Government
M-3.0 Evaluation Factors, Subfactors, and their relative order of importance – Expect Changes Factor 1: Technical Subfactor 1 – Information Technology Subfactor 2 – Software Subfactor 3 – Test and Evaluation Data Acquisition and Communications Subfactor 4 – Telemetry Operations Subfactor 5 – Truth Analysis Subfactor 6 – Library Operations * Factor 2: Management Subfactor 1 – Team and Approach Subfactor 2 – Management Approach Subfactor 3 – Programmatic Execution Approach Subfactor 4 – Transition Factor 3: Past Performance Factor 4: Cost / Price
* Supporting Document – Library Operations Sample Task
M-3.0 Evaluation Factors, Subfactors, and their relative order of importance – Expect Changes (continued) Technical and Management are of equal importance, and are more important than Past Performance. When combined, these three Factors are significantly more important than Cost/Price. Subfactors 1 through 5 under Technical are of equal importance and are more important than Subfactor 6. The subfactors under Management are of equal importance Past Performance will receive an overall performance confidence rating.
Cost/Price will be evaluated for reasonableness and realism and will be considered as part of the integrated assessment of best value
M-4.3 Rejection of Unrealistic Offers The Government may reject any proposal that is determined to be unrealistic in terms of program commitments, including contract terms and conditions, or unrealistically high or low cost when compared to the Government estimate, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program
Executive Summary Section L Executive Summary Requirements 15 Pages Maximum, 1 E-copy, 3+1 Original Paper Copies Approved for Public Release 11-MDA-6250 (30 Jun 2011) L-3.8 Executive Summary The Executive Summary shall be a concise summary of the Offeror’s proposal, including significant risks, and a highlight of any key or unique features, excluding cost/price. The Summary shall identify the Offeror and all proposed team members, subcontractors, and consultants. The name, division, and address of each company should be included. The Summary should follow the outline below:
Narrative Summary Teaming Arrangements Provide a name, title, and telephone number of the person authorized to obligate the company contractually
Volume III: Past Performance L-7.1 The Offeror shall submit a Past Performance Volume containing the following:
Table of Contents Summary Page describing the role of the Offeror and each subcontractor, teaming partner, and /or joint venture partner for which the Offeror is required to provide Past Performance Information Sheets in accordance with Section L Past Performance Information Sheets in accordance with Section J to the RFP Consent Letters executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of adverse past performance information so the Offeror can respond to such information. A sample letter is attached as Section J Organization Structure Change History—See Section L
L-7.2 Past and Present Performance Information Sheets Submit information on contracts you consider most relevant in demonstrating your ability to perform the proposed effort This information is required on the Offeror and subcontractors, and/or teaming partners proposed to perform any of the proposed effort that the Offeror considers critical to overall successful performance The Offeror shall submit a maximum of five (5) and a minimum of three (3) Performance Information Sheets identifying active or completed contracts, either Government or commercial, for each prime and/or teaming partner; and three (3) Performance Information Sheets for each major and/or critical subcontractor
L-7.4 Organizational Structure Change History Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc.
To facilitate this relevancy determination, include in this proposal volume a "roadmap" describing all such changes in the organization of your company. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/performance confidence assessment Since the Government intends to consider past performance information provided by other sources as well as that provided by the Offeror(s), your "roadmap" should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources
L-7.5 Resolution of Problems Offerors may include a discussion of efforts accomplished by the Offeror to resolve problems encountered on prior contracts as well as past efforts to identify and manage program risk
The Offeror is required to clearly demonstrate management actions employed in overcoming problems and the effects of those actions, in terms of improvements achieved or problems rectified
Submittal of quality performance indicators or other management indicators that clearly support that an Offeror has overcome past problems is required
L-7.6 Questionnaires Government requests the Offeror send out Past Performance Questionnaires, Section J, to each of the Points of Contact (POCs) identified in the Past Performance Volume The Offeror shall fill in the project and evaluator information on the questionnaire prior to sending it to the POC. Completed questionnaires shall be submitted by the POC directly to the Contracting Officer A cover letter for transmitting the questionnaire to each POC is provided as Section J Each of the Offeror's POCs shall e-mail the completed Past and Present Performance Questionnaire to Belinda.williams@mda.mil with a courtesy copy to emily.mcgee@mda.mil
L-7.7 Subcontractor/Teaming Partner Consent Form Past performance information concerning key subcontractors or subsidiaries cannot be disclosed to a private party without consent The Government will need that consent before disclosing key subcontractor and/or subsidiary past performance information to the Offeror during exchanges In an effort to assist the Performance Risk Assessment Group (PRAG) in assessing past performance, the Government requires that a Subcontractor/Teaming Partner Consent Form for the Release of Past Performance Information (Attachment of Section J) be completed by each key subcontractor and/or subsidiary identified in the proposal. The completed consent forms should be submitted as part of Past Performance (not subject to page count limitation)
Past Performance Evaluation Section M M-7.0 Factor 3: PRAG Provides Subjective Integrated Assessment & Overall Confidence Rating Recency 5 yrs. preceding RFP release date Relevancy Higher relevancy will be assessed for contracts that are most similar to the scope and magnitude of effort and complexities called for under this solicitation Quality The Government will consider the performance level of recent, relevant efforts. In evaluating the Offeror’s past performance record, the Government will use past performance information obtained from various sources known or identified by the Government Overall Rating Based on integrated assessment of the Offeror’s recency, relevancy, and quality
Adverse Past Performance
M-7.5 Adverse Past Performance Adverse past performance information is defined as past performance information that supports a less than satisfactory rating on any evaluation aspect or any unfavorable comments received from sources without a formal rating system Government considers number and severity of the problems and appropriateness and effectiveness of corrective actions taken In accordance with FAR 15.306(b)(1)(i), communications must be held with any Offeror whose adverse past performance information is the determining factor preventing it from being included in the competitive range, unless the Offeror has previously had the opportunity to comment on such information
