Draft Request for Proposal (DRFP) HQ0147-10-R-0030, Missile Defense Data Center (MDDC) Program
Dear Sir/Madam:
The Missile Defense Agency (MDA) thanks you for your interest in the Missile Defense Data Center (MDDC) Program acquisition.
The purpose of this DRFP is to solicit potential Offerors in an effort to assist in determining your interest in preparing and submitting a proposal for evaluation against the requirements provided. Potential Offerors are encouraged to review the DRFP and provide questions, comments, and recommendations in order to assist in structuring the final Request for Proposal (RFP) such that it will lead to a better competition and resultant contract.
Please note that not all of the documents identified in the DRFP are provided. The Bidder’s Library will be updated periodically as additional documents become available. Classified documents will be available on CD/DVD at a later date. To receive these CD/DVDs, you will be required to submit an email request using a form to be provided at a later date. MDA requests that potential Offerors identify and recommend additional documents that they believe should be included in the Bidder’s Library for the MDDC competition.
The resultant MDDC contract will be a single Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with Cost-Plus-Incentive-Fee (CPIF) and Cost Reimbursement Contract Line Items (CLINs). The contract will have a minimum guaranteed total dollar value, TBD, over the contract’s period of performance.
While Offerors are requested to review and comment on the DRFP and all of its attachments, we would like to draw your attention to the Organizational Conflict of Interest (OCI) information addressed in Sections H and L. Potential Offerors should ensure that they are aware of the requirements, and raise their specific OCI questions, concerns or issues to the Contracting Officer as early as possible in the procurement process.
Written comments/questions on the DRFP are due to this office no later than September 15, 2011. Email all comments/questions to Belinda.williams@mda.mil and copy Emily.mcgee@mda.mil.
Please be advised that all communications concerning this acquisition (including, but not limited to, management/technical issues, pricing issues, and proposal issues) must be coordinated through the Primary Contracting Officer, Ms. Belinda J. Williams and Alternate Contracting Officer, Ms. Emily McGee. Pursuant to FAR 3.104 communications with anyone other than Ms. Williams or Ms. McGee are inappropriate during this on-going acquisition.
