About this file
This document contains questions and answers regarding a solicitation for armed and unarmed contract security officer guard services for the Pentagon Protection Agency. Key details include:
-
The solicitation is a competitive 8(a) small business set-aside to provide security services at multiple Pentagon Protection Agency sites including the Pentagon, National Center, DHHQ, and One Liberty Center.
-
Services required include armed and unarmed guard posts staffed 24/7/365 with relief officers for breaks. The pricing template was updated to correct discrepancies and ensure all offerors propose using consistent staffing hours.
-
Questions were asked to clarify facility, equipment, training, and weapons storage responsibilities between the contractor and government. The document indicates the government will provide clearing barrels, weapons containers and storage space.
-
Questions were also asked regarding resume requirements for program manager and quality control manager, and the document removes specified education levels in favor of experience requirements.

Clearance Small Business Administration (SBA) regulations:
Federal Register /Vol. 85, No. 201 / Friday, October 16, 2020 /Rules and Regulations states that Under SBA regulations, a joint venture cannot hire individuals to perform on a contract awarded to the joint venture (the joint venture cannot be ‘‘populated’’). Rather, work must be done individually by the partners to the joint venture so that SBA can track who does what and ensure that some benefit flows back to the small business lead partner to the joint venture. SBA allows a joint venture to be awarded a contract where either the joint venture itself or the lead small business partner to the joint venture has the required facility security clearance.
Solicitation Sections 52.212-1 Addendum, A.1.4.3 & C(1), and 52.212-2 Addendum, 2(1), are revised to reflect “Joint Ventures” via solicitation Amendment 0003.
Given the SBA final rules regarding Joint Ventures, will PFPA update the RFP for consistency with 13 CFR 121.103(h)(4)?

13 Questions and Answers PWS 1.6.13.2.1 and 1.6.13.3.1 Amendment 2
Key Personnel Resumes
The response to Q&A #18 in Amendment 2 indicates that PWS sections 1.6.13.2.1 and
1.6.13.3.1 are revised to add “Eight years of similar experience may be used in lieu of an undergraduate degree”; however, these changes were not included in the PWS included with Amend 2.
Please provide a revised PWS with the above referenced changes.
The Government reassessed its requirement and determined that the education requirements are preferred for the Program Manager and Quality Control Manager key personnel labor categories. In addition, the years of experience requirements were revised for the Program Manager and Quality Control Manager key personnel labor categories, to include what experience is deemed “recent”. PWS Section
1.6.13 is revised accordingly via
14 Amendment 1;
Response to Question 47, and Section 52.212-1
ADDENDUM, A & C,
of the solicitation and PWS Section 1.6.9.9:
"The substantive change in the Pass/Fail criteria regarding licensure places an overly-restrictive burden on 8a bidders who may be otherwise highly-qualified for this procurement. Licensure from VA and/or Maryland takes up to 30 days, which allows bidders to obtain the license(s) well in advance of project transition. Most bidders have already begun this process, but it will not be completed until after bid submission.
Tightening this requirement places 8a bidders who have not yet obtained either or both licenses to halt the bidding process, potentially denying a highly-qualified 8a entity from securing this contract and the PFPA a true best-value bid. There is ample time for licensure post-submission.
We respectfully request that this Pass/Fail requirement be removed, and that the licensure for either state in which services are to be provided be in place 30 days prior to contract transition, or 30 days after contract award, whichever is soonest.
The Government considered the needs of this requirement and determined that it will not revise the Pass/Fail criteria in the solicitation as requested.
15 Attachment 6 - Pricing Template Amendment 2
Hours Pentagon Post 1 (row 10 on each LCAT tab of the pricing template) requires a Lead CSO 0600-1600 M-F (no holidays). This is a 10 hour period;
however, it appears the pricing template has this post at 14 hours each year. For example, 240 days in the base period * 14 hours per day = 3360 hours.
Please clarify the post hour requirement for Post 1 at the Pentagon location for each contract period (Base through Extension).
Acknowledged and the hours for the Pentagon Location, Post 1, are updated in the PWS and Attachment 6 via solicitation Amendment 0003.
Changes are highlighted in red.
16 Attachment 6 - Pricing Template Amendment 2
Hours National Center II Post 6 (row 110 on each LCAT tab of the pricing template) requires a Guard 0600- 1800 M-F (no holidays). This is a 12 hour period 5 days per week; however, it appears the pricing template has this post at 24 hours 7 days per week each year. For example, 335 days in the base period * 24 hours per day = 8040 hours.
Please clarify the post hour requirement for Post 6
Acknowledged and the “Posted Hours, Days, & Daily Hours” were corrected to reflect a 24/7/365 post for National Center II, Post 6, via solicitation Amendment 0003.
at the National Center II location for each contract period (Base through Extension).
17 Attachment 6 - Pricing Template Amendment 2
Hours Evaluation Factor 3c (page 58) of the conformed amendment 1 solicitation indicates that the extension period should be calculated at one half of the final option year price. Each Monday - Sunday Post in option year 4 is staffed 365 days per year.
One half of 365 is 182.5.
Should all Monday - Sunday Posts in the Extension period reflect 182.5 Annual Days? Should al Monday - Friday posts in the extension period also reflect 1/2 of the option year 4 days?
The Pricing Template indicates the hours for the extension period and Offerors shall use the Annual Days and CSO Annual Hours outlined in the Pricing Template
18 Attachment 6 - Pricing Template Amendment 2
Unit Price and Total Price
The Unit Price (column L) on each LCAT tab of the pricing template takes the CSO annual hours multiplied by the hourly rate. We understand the hourly rate is the fully burdened labor rate so this calculation actually gives you the total price for each post. The Price Total (column M) on each LCAT tab of the pricing template takes the calculated unit price multiplied by the number of FTEs. This results in an overstatement of the total price.
For Example, if I need 4.9 Full Time Equivalents (FTEs) to work a post 24 hours per day, 365 days per year at $50.00 per hour, the pricing template calculates the cost as follows:
24 hours * 365 days = 8760 hours 8760 hours * $50.00 = $438,000 Unit Price $438,000 Unit Price * 4.9 FTEs = $2,146,200 Price Total $438,000 is the actual cost needed at a fully loaded rate of $50.00 for 8760 hours of work.
Should the Unit Price Column (Column L) on each LCAT tab be renamed to Price Total and the Price Total Column (Column M) be deleted from each LCAT tab?
Acknowledged, and Column M is deleted and Column L is renamed “Price Total” in Attachment 6 via
19 Questions and Answers Amendment 1
Amend 1 - Q&A #7
The response to Q&A #7 in Amendment 1 indicates offerors must complete the price schedule on the SF 1449 continuation sheets (pages 3-37 of the conformed solicitation) as identified in section 52.212-1 ADDENDUM, Section F of the solicitation. Section 52.212-1 ADDENDUM, does not include instructions regarding the price schedule on the SF 1449 continuation sheets. It only indicates that offerors should complete the price schedule tab of Attachment 6 - Pricing Template.
Please confirm offerors are to complete the Price schedule in Attachment 6 only and ARE NOT required to complete price schedule found on the SF 1449 continuation sheets (pages 3-37 of the conformed solicitation).
Yes, Offerors shall complete Attachment 6 and are not required to complete the price schedule on the SF 1449.
20 Questions and Answers Pricing Template - Attachment 6 Amendment 2
Amend 2 - Q&A #41
The response to Q&A #41 in Amendment 2 indicates that offerors are not permitted to adjust the Annual Days and CSO Annual Hours on the pricing template to take into account holidays that are not required to be worked. If this is the case, each offeror's price will either be overstated (if the fully burdened hourly rate is multiplied by the hours listed on the Government's price template) or understated (if the offeror adjusts their bill rate to reflect the correct total price divided by the Government's higher estimated hours).
Please revise Attachment 6 to remove holidays not worked from each of the Monday-Friday (no holiday) posts in order to ensure all offerors are proposing using the same hours.
The Offerors shall use the Annual Days and CSO Annual Hours outlined in the Pricing Template.
21 Attachment 6 - Pricing Template Amendment 2
Hours Post 13 at DHHQ in option period 2 is listed as being worked 365 days per year. This post is required 24/7 and all other 24/7 posts that are listed as 366 days since it is a leap year.
Should the annual days for post 13 at DHHQ in option period 2 be 366 days?
Acknowledged and tab 4, DHHQ, Post 13, of Attachment 6 is revised via
22 Attachment 6, Pricing Template, Tab 2
Pricing Column M, Price Total, incorrectly multiplies Col.
H, # of FTEs by Col. L, Unit price. Col. L, Unit Price correctly multiplies Col. J, Annual Hours by Col. K, Hourly rate. We recommend that Column M double counts and is not necessary. The only way to NOT overstate the Total Price is to insert 1.0 FTE in Colum H.
See response to question #18 of this document.
23 Attachment 6, Pricing Template, Tab 1
Pricing Tab One, CLIN 0015 says do not price Phase-in Period, Tab 2 CLIN 0015 at the very bottom allows pricing, but the Row 147 formula only adds row 145 instead of 145 and 146.
Tab 2 is revised to reflect “Do Not Price” for CLIN 0015 via solicitation Amendment 0003.
24 Price Schedule and Tec Ex 3
Post Hours The daily post hours and/or the number of days worked is different for 3 posts on the Tech Ex 3 and the price schedule:
1. Pentagon Post 1, 10 hrs day, Mon-Fri excl. Price Template appears to use 14 hrs a day
2. One Liberty Ctr., Post 6 on Tech Ex 3 as Mon- Fri,(no holidays; Price Schedule shows annual days for a 7 day a week post
3. Natl. Ctr. II, Post 6 on Tech Ex 3 as Mon-Fri (no holidays); Price Schedule shows annual days for a 7 day a week post.
4. Holidays have not been deducted from Mon-Fri (no holidays) Annual Days on Price schedule.
The Pentagon Post 1 and National Center II post discrepancies were acknowledged and corrected. The One Liberty Center discrepancy cannot be found. Post 6 is the Lead CSO posted 24/7/365.
1. See response to question #15 of this document.
2. The Government did not find a discrepancy with Post 6. However, Post 4 at One Liberty Center is revised to reflect “No Holidays” in Attachment 6 via solicitation Amendment 0003.
3. See response to question #16 of this document.
4. See response to question #20 of this document.
25 PWS 6.2 Breaks PWS. 6.2 stipulates the amount of paid relief and meal breaks per hours worked, and requires a fully trained and qualified relief officer to provide breaks.
6.2.2 states that supervisors, roving patrol personnel, and relief officers can be used to conduct breaks.
Tech Ex 3, Att A, indicates three Relief/Response posts (10, 13, and 14) at DHHQ, but no other locations. Is relief billable at DHHQ?
The posts identified in Attachment A as “Relief/Response” are meant for temporary breaks such as restroom breaks. Break officers not identified in Attachment A should be included in the hourly rate.
Is relief included in the hourly rate at other locations?
