QUOTE VOLUMES
REQUIREMENTS, Key Personnel, page 52 of 88
Section A. QUOTE VOLUMES REQUIREMENTS, Key Personnel, page 52 of 88 sates, Offerors shall provide a resume for each of the proposed Key Personnel identified in Sections 1.6.13 and 1.6.14 of the PWS, which are Program Manager (PM), Quality Control Manager (QCM), CSO Supervisors, and Training Manager.
Typically, incumbent Supervisors on a federal government contract, have first right of refusal. As such, awardees may be obligated by law to hire qualified incumbent supervisors, thereby placing them in violation of the requirements under this solicitation to provide proposed key personnel for a period of 180 days at a minimum following Government approval of their resumes (Section 7.0).
Request: Will the Government consider revising the current language to exclude resumes for Supervisors, only require resumes for the Program Manager, Quality Control Manager, and Training Manager?
The CSO Supervisor is removed from the key personnel. In addition, the CSO Supervisor has been renamed as the CSO Lead. The solicitation and PWS are revised accordingly via solicitation amendment 0001.
Also, requiring proposers to include new resumes for all supervisors, implies that the current supervisors would be displaced.
33 RFP Section D, page 51 of
General Attachment 7 is not included in the page limitation. Will the Government allow the rationale that describes the basis for proposed level of effort and labor mix in the personnel matrix to be excluded from the page limitation?
That information shall be outlined in Volume III, not in Attachment 7.
34 Solicitation, Section D (page 52, paragraph 1)
Evaluation - Key Personnel Will personnel submitted for key personnel positions be evaluated for PWS identified clearance level for that position at the time of bid submission?
Yes.
35 51.212-1 Addendum C(2), pg 51 of 88
PWS 1.6.14
Key Personnel PWS 1.6.14.3 As the CSO Supervisor position is listed as Key Personnel and that equates to over 40 positions. For optimal continuity and to reduce risk, it is always best to hire the experienced and qualified incumbent supervisors. Section L Question
1. Will PFPA accept a sample representative experience profile for the CSO Supervisor for proposal submission?
2. Will the Government confirm that commitment letters and resumes for the Supervisors, which would represent in excess of 40 candidates and give a considerably unfair advantage to the incumbent, are not required for submission with Offeror’s proposal?
See response to question #32.
36 52.212-1 Addendum - D Proposal Instructions The final note under section D of the solicitation instructions indicates that Resumes for Key Personnel do not count against the page limit; however, the page limits provided earlier in the instructions indicate resumes have a 12 page limit (3 pages per resume).
This language is deleted from 52.212-1 Addendum, Section D, via solicitation amendment 0001.
Please clarify if there is a page limit for the resume submission.
37 52.212-1 Addendum - D Proposal Instructions - Key Personnel Resumes
PWS Section 1.6.13 lists the key personnel as the Program Manager, Quality Control Manager, Training Manager, and CSO Supervisors. The solicitation instructions indicate that resumes are limited to 12 pages (3 per key personnel). Technical exhibit 3 of the PWS provides an estimate of over 90,000 hours for supervisors which is equivalent to over 40 individuals. Further, Attachment 8 of the solicitation is a CBA for PFPA Supervisors; which we understand are the CSO Supervisors.
Since the CSO Supervisor is not a singular position and we will be required to honor the seniority requirements of the supervisor CBA, please remove the requirement for a CSO Supervisor resume to be included with the proposal submission.
See response to question #32.
38 Solicitation, Section E, para. 1 (page 52)
Past Performance Is a total of three (3) references for the Offeror and any subcontract partner, or will the government accept three (3) references for each?
A total of three (3) past performance contract references are requested for each proposal.
Past performance contract references can come from the Offeror or the subcontractor, as long as they served as the Prime Contractor for the past performance reference.
39 RFP Section 52.212-2 (3)(a), page 54 of 88
General Key Personnel Resumes. Reference is made to personnel requirements in Section 5.1 of the PWS (CSO Operational Tasks). Is the correct PWS reference Section 1.6.14?
52.212-1 ADDENDUM, Section D; 52.212-2 ADDENDUM, Section 3(a); and Section
1.6.13 of the PWS are revised accordingly via solicitation amendment 0001.

The solicitation states that “PPQs are required for contracts not listed in CPARS.”
41 Evaluation Factors, Factor 2 - Past Performance, Step 2 - Relevance, page 56 of
Evaluation Past performance relevancy is determined by scope, magnitude and complexity.
1. Would the Government please define the term "scope?"
2. Would the Government please define the term "magnitude?"
3. Would the Government please define the term "complexity?"
Scope, magnitude, and complexity are used in the agency’s discretion to consider the relevance of an offeror’s past performance information. “Relevant” past performance can be considered “relevant” based on the following:

Please see response to question #49.
Supervisors fall under an active Collective Bargaining Agreement, introducing resumes tied to commitment letters will be "representative" in nature. Because incumbent CSO Supervisors are already filling these roles and to remove CBA associated personnel and replace them with proposed CSO Supervisors during transition can introduce unneeded legal impacts for all parties, we recommend PFPA remove the requirement for CSO Supervisor resumes.

63 PWS Technical Exhibit 3 and Attachment A
Staffing Requirements Technical Exhibit 3 of the PWS provides work load data by labor category for each location and Attachment A provides the actual post requirement for each site. When looking at the 2 different sets of information, it does not appear that the workload data matches the post matrix for any of the sites. While we understand the Offeror is not required to bid the estimated workload data, there is a large enough variance in the hours that could reflect an error on one of the documents. See example below using Option 1 for the Pentagon.
# Days M-F = 261 # Holidays = 11 # Work Days = 250 (261 - 11 = 250) # Supervisor Posts at 10 hours per day M- F (no holidays) = 1 # Supervisor Post Matrix Hours = 2500 (1

If 40 hours of weapons training was required, the total initial training would be 114 hours (18 + 8 + 40 + 48 = 114).
Should PWS section 5.5.1 be revised to read 90 hours of initial training which includes 16 hours of firearms training?
This section is revised to list 16 hours of firearms training via solicitation amendment 0001.

91 CBA, Attachment 8 CBA Attachment 8, PFPA Supervisor CBA identifies Captains, First Lieutenants, Lieutenants, and Sergeants but the Attachment A of the RFP only requires "Supervisors across the locations".

Question 1: The CBA is a binding document between the company and the union that specifies these ranks. PFPA does not identify supervisors by military-type rank, the vendor assigned those titles. The Government expects the most senior supervisor to work primarily normal business hours when most tenants in their assigned buildings are working.
Question 2: See response to question #3.
