CHAPTER 31

Self-Propelled Vehicles (SPV) Program

31.1 Discussion

This document establishes the policies, procedures and responsibilities for the registration, inspection, safe operation and control of all SPVs on the Pentagon Reservation.

31.2 General Requirements

a. All SPV operators must successfully complete a SPV training class prior to operating a SPV. Approval to operate a SPV will be documented via training records and/or the issuance of a certification card once an employee is approved to operate a SPV. Certification to operate an SPV will only be granted to Department of Defense (DoD) employees and approved contractors.

b. The speed limit for all SPVs, except emergency vehicles responding to an emergency, should not exceed five (5) miles per hour (mph) or a fast walking pace. Operating any vehicle at an excessive speed relative to conditions can result in loss of driving privilages.

c. SPVs are prohibited from traveling in renovated sections of the Pentagon. The only areas in renovated spaces that are allowed are the freight elevator lobbies. This provision does not apply to emergency vehicles (e.g., medical or police), “official,” and V.I.P. tour carts.

e. Parked vehicles will not obstruct pedestrian traffic, obstruct or prevent safe emergency egress, or create any other safety hazard.

f. SPVs, including their loads, may not exceed 6,000 pounds when using freight elevators.

g. SPVs may not be modified without the manufacturer's approval.

h. All vehicles must be equipped with flashing amber lights and horn.

31.3 Pedestrian Safety

a. Pedestrian safety is a primary objective of this program. Operators must continually be alert to pedestrian traffic especially, at blind corners and when traveling in reverse. Operators are expected to judiciuosly use signaling devices to alert pedestrians at intersections, entrances/exits and other points with potential pedestrian/vehicle conflict.

b. In instances where visibility is obstructed, the operator must have a spotter before moving the vehicle.

c. Vehicles operating on Pentagon Reservation will adhere to all traffic control signage and will yield to pedestrians in all instances.

31.4 Registration Requirements

a. New vehicles must be registered prior to placement in-service. Registration numbers are provided by the Occupational Safety and Health Branch (OSHB) SPV Program Manager (703) 693-3683.

b. Assigned SPV vehicle registration numbers must be legible and stenciled on each side of the vehicle, where feasible, so as to be readily visible from any direction. Numbers for industrial SPVs must be five (5) inches high and three (3) inches wide. The color of the numbers must provide sufficient contrast with the color of the vehicle.

c. If a vehicle is permanently removed from service, the owner must inform the SPV Program Manager (703) 693-3683 that the vehicle is no longer in service and can be removed from the fleet inventory.

31.5 Pre-Use/Pre-Shift Operational Check

Before operating any SPV, a pre-use/pre-shift safety inspection must occur.

a. SPV inspection must include the items listed below. This inspection need not be documented.

1) Operation of forward and reverse gears

2) Headlights, tail lights, and horn

3) Brakes

4) Tire condition and inflation

6) Steering

7) Significant damage that affects vehicle operation

31.6 Annual Inspection Requirements

a. SPVs must undergo and pass an annual inspection conducted by Department of Defense Concessions Commettee (DoDCC). Contact OSHB SPV Program Manager (703) 693-3683 with questions regarding inspections. Vehicles that pass will be issued a safety inspection sticker to designate permissible operation on the Reservation.

31.7 Safe Operating Rules

a. Only trained and authorized employees are permitted to operate SPV’s.

b. Pedestrians have the right-of-way at all times

c. Prior to use, all SPV operators will perform a pre operational check of the vehicle and report any issues to their supervisor.

d. All loads must be stable/secure and not exceed the capacity listed by the vehicle manufacturer.

e. The operator’s arm and legs must be kept inside the running lines of the SPV.

f. Operators must obey traffic signs and speed limits at all times.

g. Personal injury, and property damage is to be immediately reported to the employee’s supervisor and the Occupational Safety and Health Division (OSHB). All reports will be investigated.

h. Distracted driving is not permitted. Operators shall not eat, drink, smoke, wear headphones, use cellular phones or 2-way radios, while driving SPVs.

31.8 Training:

a. To operate an SPV, employees must complete safety training. Authorized employees must be re-trained every three years. More frequent training may be required in the event of mishaps, unsafe operation or the addition of new equipment. The training consists of:

1) Classroom training that includes SPV fundamentals, capacity ratings of various types of vehicles, how to complete the operator's inspection, safe operating rules, and a written test.

2) Hands-on training that includes basic operational requirements, inspection procedures, and rules of the road.

b. Employees and nested contractors register for the training by having their supervisor contact OSHB to schedule a class (703) 693-3683. Certification to operate an SPV will be documented via training records and/or the issuance of a certification card once an employee is approved to operate an SPV. Certifications are renewed every three (3). The refresher training includes:

1) A review of the SPV safe operating rules.

2) A written knowledge test.

c. Training class attendance is documented and maintained by OSHB.

31.9 Contractors

a. Nested contractors shall follow all requirements of the procedure.

b. Non-nested contractors must have documentation/records available at the job site that their employees who operate SPVs, have received the appropriate training, and are required to comply with all SPV operating rules (section 31.7). Violation of SPV operating rules may result in suspension of operating privileges.

31.10 Program Review:

The SPV program will be reviewed periodically by OSHB in order to identify any gaps in the program/process.
