0001 10.0 PPMI

10.8.2.1.1

PWS Due to bid date of 3/28/2019; please explain 10.8.2.1.1 "All Refrigeration Plant and Chilled Water Distribution system equipment Annual PM must be completed by April 1st". The 2019 PM's that would have normally taken place between January and April have not been completed in the interim contract.

The Government expects the annual PM cycle to start for all the chillers such that it will be complete prior to April 1st 2020 and in accordance with PWS requirements (See Section 13.3.2).

0002 N/A N/A N/A Will all contractors and site personnel be allowed RDF access? Is there a limit?

Contractors performing work (non-key personnel) will be allowed RDF access if they are in a company vehicle and are performing work that day. No more than 3 vehicles per contractor will be granted RDF access for the HRP on any given day.

Key personnel will be granted parking passes (limited to a quantity of 6 for this contract) inside the HRP compound.

0003 N/A N/A N/A Due to 24/7/365 emergency requirements please confirm that all primary contractors will be eligible for badging; In order to meet the contract requirements and emergency response time all primary contractors personnel need to be eligible for badging. Supplemental / non-essential contractors can be escorted by our on-site personnel.

Key personnel are eligible for CACs and escorting.

It is the prime’s decision on who to request badging for. You must still meet the emergency requirements.

0004 N/A N/A N/A When was the last API inspection performed on Above Ground Fuel Oil Storage Tanks?

The last inspection was in 2015. The Government expects the Contractor to perform the next inspection no later than 2020.

0005 N/A N/A N/A Are SPCC plans available for Above Ground Fuel Oil Storage Tanks? Yes, see the following attachments: Complete Final Pentagon Reservation SPRP and HRP

ID 1

Size of Diesel Engine Fuel Tank? The Diesel Engine Fuel Tank is ~ 240 gallons.

0007 Equipment Data Sheet

N/A Equip Data / Valves

Are there any additional valves and traps not listed on the equipment data list that can be at least spec'd and or quantified?

There aren’t any additional valves and traps, not listed on the equipment data list, that require maintenance.

0008 Equipment Data Sheet

N/A Equip Data / Valves

Will transmission lines be dumped annually to allow for valve preventative maintenance?

No, the transmission lines will not be dumped annually to allow for valve preventative maintenance.

0009 3 4.3 PWS Please confirm the statement "even if not specifically identified in the equipment nameplate data attachment" refers to the associated equipment that goes along with the equipment in the list and does not infer any and all additional equipment that may not be listed in the equipment list as it would be difficult to provide firm fixed pricing on "potential" unknowns.

The contractor is responsible for providing comprehensive services on complete systems listed in the PWS and nameplate data attachments.

RFI Submissions for HQ0034-19-R-0019; Preventative Maintenance at the Heating and Refrigeration Plant

0010 14 13 PWS Confirm the "all inclusive" section for Chilled water system ends at

13.4.1 and the 13.4.2 through 14.2 are not intended to be all inclusive.

The all inclusive portion consists of 13.1, 13.2 and 13.3.

0011 3 5 PWS - Deliverable Table 8.4.3.1 and 9.3.4

Please confirm that after the 5 business days for government review timeframe, that the status of tickets can be marked "waiting on government approval" or "on hold" in Maximo (there are dozens of drop down items to utilize); this allows for accurate reporting to ensure all SC/CM's are priced and avoids printing of reports that list items that have already been priced? These dropdowns are defined on the Maximo Status Definitions Document as supplied to Tilt Up and attached herein;

Currently we have been advised that we cannot change the status in Maximo. So the reports are misleading as some are priced and some are not but they are all listed as WAPPR (waiting on approval); additionally those marked APPR may be waiting on materials or in progress or waiting on plant. Utilizing these codes makes it easier to track the Maximo tickets.

Yes, after five (5) business days for Government review tickets will change its’ status in Maximo. After award, an updated Maximo Status Definitions document and standard operating procedure will be provided.

0012 5 6 PWS - 6.2.1.2

Please confirm if both project managers must meet the requirement set forth in 6.2.1 or if one can serve as an assistant with lessor qualifications such as a lower class NIULPE Power Engineer or DC Steam License certification. We understand the need for this requirement and are only asking if the second project manager can hold lessor certifications, not zero certifications. Both PM's are required per the PWS to be on site during core hours; two PM's with the higher qualifications seems redundant and cost prohibitive.

Yes, all key personnel and non-key personnel must meet the requirements of the contract in PWS Sections 6 and 7.

Note: Only one PM is required per Section 6.1 of the PWS to be on site during core hours.

0013 N/A N/A N/A Please confirm that the only insulation repairs required are insulation that is disturbed during preventative maintenance or repair under this contract.

Yes, the only insulation repairs required are insulation that is disturbed during preventative maintenance or repair under this contract.

0014 Attachment L3

0018 N/A 6 N/A Key Personnel - Are Key Personnel required to be direct employees of the company or can they be subcontractor personnel?

Key personnel are required to be direct employees of the prime contractor.

RFI Submissions for HQ0034-19-R-0019; Preventative Maintenance at the Heating and Refrigeration Plant

0019 N/A 6.1 & 6.2

N/A Required Personnel On-Site - The PWS has been amended to include two

(2) Project Managers. Are these two Project Managers to be full time employees?

Government requires at least one (1) of the project managers be on site during core hours.

The Government will not dictate how both PMs will be utilized, but the Contractor must meet contract requirements.

0020 N/A 7.1 N/A Technicians - The PWS states that "Contractor's technician shall respond to emergency calls within two (2) hours." Is this correct, and is it in addition to the Project Managers responding and being on site within 2 hours?

That statement is correct for the technician per the PWS.

The project managers shall respond with a call back in 30 minutes, and shall be on site within two (2) hours (See Section 8.2.2)

0021 N/A 7.1.6.1

N/A Electricians/Technicians - The PWS states that "Contractor's technician shall respond to emergency calls within two (2) hours." Is this correct, and is it in addition to the Project Managers responding and being on site within 2 hours?

That statement is correct for the electrician/technician per the PWS.

The project managers shall respond with a call back in 30 minutes, and shall be on site within two (2) hours (See Section 8.2.2)

0022 24 L3.2.1

6.5.1 & 6.6.1

N/A The minimum experience for both the "DCS Control Engineer" and "DCS Control Technician" are the same. Please confirm both position have the same experience requirements, and explain the differences in their titles and responsibilities.

Yes experience should be the same for both positions. The title difference is that one is an engineer and the other is a technician. The Government expects the DCS Controls Engineer to hold an engineering degree in an applicable field. The responsibilities are to meet the requirements of PWS Section 16. The DCS Control Engineer is responsible for delegating duties in PWS Section 16 as needed.

0023 25 L3.2.2

N/A Preventative Maintenance (PM) Plan - The RFP states "For the purpose of developing a schedule for the offeror’s proposal, the starting date for the PM schedule shall be January 1, 2019." Is this past date still applicable or does a date in the future need to be identified?

For the purpose of developing a schedule for the offeror’s proposal, the starting date for the PM schedule shall be May 1, 2019. Section L3.2.2 has been updated.

0024 N/A 8.2 N/A Service Call Tickets - For both Routine/Emergency Responses, the PWS says that "Projects Managers shall respond". Is this correct? We should expect to send both Project Managers when a Service Call is provided by the KO/COR?

At least one Project Manager is required to respond per PWS requirements. See PWS Section 6.2.2.1.

0025 N/A 8.2.1

N/A Service Call Routine Response - The PWS says that "Upon receiving a routine call, the Project Managers shall respond within one (1) hour with a plan of action and be available to walk the job with the Government." Is this correct? Does this turnaround time also apply to after hours, weekends, and holidays?

Yes, this statement is correct for routine service calls.

Weekend, holidays and off hours is considered an “emergency”, not “routine”.

RFI Submissions for HQ0034-19-R-0019; Preventative Maintenance at the Heating and Refrigeration Plant

0026 N/A 8.2.2

N/A Service Call Emergency Response - The PWS states that "Project

Managers shall respond with a call back in 30 minutes, and shall be on site within two (2) hours." Does this mean that both Project Managers are to show up on site when they are called in?

At least one Project Manager is required to respond per PWS requirements. See PWS Section 6.2.2.1.

0027 N/A 8.3.2 N/A Service Call Estimates - Routine estimates are required to be developed within 48 hours; Emergency estimates are required to be developed within 6 hours. These turnaround requirements are more aspirational than practical. While we would act with urgency to achieve these services as quickly as practical, factors outside our control (complexity, reaching vendors, obtaining pricing, delivery of parts) may make the 48-hour or 6-hour timeframe unreasonable and unattainable. While this task would be performed with urgency, we request that these timeframes be revised to reflect historic data from MCDean and use a more practical timeframe for developing estimates of Routine - 10 business days, and Emergency 5 business days.

No, these timeframes will not be revised.

Follow the requirements as stated in the PWS.

0028 N/A 13.4.2 - 14.2

N/A Chilled Water System - Are the tasks in the identified sections considered as part of the "all-inclusive package" referenced in 13.2? We would expect that this would be a maintenance inspection item, with repair costs to be bid with the estimate. Please confirm if this is the intent and if the wording needs to be revised to reflect that.

The all inclusive portion consists of PWS Sections 13 to 13.3.7.

The Government’s definition of all-inclusive is (as stated in Section 13):

“13.2.1 The Contractor shall perform all preventative maintenance, corrective maintenance and service call tickets on all ten

(10) PH&RP chillers, including but not limited to, M contactor panel, soft start panel, exciters, compressor, speed increaser, motor, controls and all devices, ten (10) chiller head control valve, receivers, refrigerant scales, and refrigerant monitoring system for the duration of the base. This shall entail performing preventative maintenance, including but not limited to, annual oil and refrigerant analysis, repairing all leaks, perform cold and hot alignment, calibrating sensors, transferring refrigerant, trimming charge, cleaning condenser tubes, adding oil.

13.2.2 The Contractor shall provide

emergency repair services and be on site within two (2) hours of initiating a service call 24 hours a day, 365 days a year during the duration of the contract at fixed unit pricing to include all service, labor, and parts.

RFI Submissions for HQ0034-19-R-0019; Preventative Maintenance at the Heating and Refrigeration Plant

13.2.3 Contractor shall be responsible for the

first five percent (5%) of refrigerant per chiller.

Capacity is estimated at 7,800 lbs R-22 refrigerant per chiller; 5% is approximately 390 lbs of R-22 refrigerant per chiller (3,510 lbs R-22 refrigerant in total). Chiller #3 capacity is estimated at 10,000 lbs R-134a refrigerant per chiller; 5% is approximately 500 lbs of R-134a refrigerant.

13.2.4 The Contractor shall ensure continued

safe and efficient operation and clean and orderly appearance of the chilled water plant and distribution system.

13.2.5 The Government will continuously

operate the chilled water plant and distribution system to meet system demand.”

0029 N/A N/A N/A Insulation - Please confirm that the existing insulation on piping and other components will only be what is disturbed during work/repairs on this contract and that no wholesale replacement of existing deteriorated insulation is to be included in the bid.

Yes, the existing insulation on piping and other components will only be what is disturbed during work/repairs on this contract and no wholesale replacement of existing deteriorated insulation is to be included in the bid.

0030 N/A H-11 e

N/A Labor Category Deductions for Leave - The subject paragraph under Invoicing Instructions seems to require that contractor personnel on leave, training, etc. have their pay rates deducted when they are in that status. This seems to reflect terms of a Time & Materials Contract, rather than acknowledging that Union agreements include fringe benefits and leave in their hourly rates and cannot be withheld when the employee is on leave. Additionally, key personnel are on call 24/7/365 and have to travel and come in for additional hours outside the defined core hours.

This will incur additional costs at overtime & holiday rates, but the contract does not address the additional labor costs of on-call or after-hours services. Can this requirement be revised to account for the contractor's risk and cost of providing these services?

Please review Solicitation section H-11. The CLIN description for CLINXX01 has been revised so that the key personnel will be paid for overtime worked.

0031 N/A H-11 g

N/A Deduction of Labor hours on services that do not conform - In this paragraph, the government is said to be able to decrease the costs of expended labor hours, if the work is not fully in conformance of the requirements when invoice is submitted. Due to the nature of troubleshooting, and the requirements of full coverage of staffing and labor costs, labor hours may be expended even if first attempts at repairs may not be successful. The hours will still have been expended, and presumably the contractor will justifiably be entitled to labor hours

In accordance with FAR 52.212-4(a), The contractor shall only tender for acceptance those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or re-performance

RFI Submissions for HQ0034-19-R-0019; Preventative Maintenance at the Heating and Refrigeration Plant worked. Please confirm that actual expended labor hours will not be subject to non-payment.

of nonconforming services at no increase in contract price. If repair/replacement or re-performance will not correct the defects or is not possible, the government may seek an equitable price reduction or adequate consideration for acceptance for nonconforming supplies or services.

0032 N/A 8 (and other sections)

N/A Service Calls Approvals by COR/KO - In this section, and several others, it is stated that the COR/KO must be notified to coordinate work, approve parts, pricing, and estimates of labor & materials. With short turnarounds of 6-hour of 48-hour estimates and other tasks during after hours, weekends, holidays, etc., will the COR/KO be available to respond and provided the needed coordination or approval for the contractor/subcontractor to perform their required tasks?

If under $2,000, corrective maintenance and service call work does not need prior approval by the COR/KO.

If the service call or corrective maintenance work is estimated at $2,000 or more, then the work will be designated as a major repair and the Contractor shall notify the COR/KO. See PWS Section 26 for guidance on major repairs.

0033 N/A 8.3.4

N/A Method of Procedure Requirements - This paragraph states that "The Contractor shall include a Method of Procedure (MOP) for all work, including contingency plans in case any unexpected problem/failure occurs that could affect/impair said piece of equipment for a period of time longer than 24 hours." We question the reasonableness of being able to predict "any unexpected problems/failures" and have concerns about the practicality and cost-prohibitive nature of preparing an MOP for ALL work. Please confirm that this is what the government is requesting or revise the wording to a more practical, cost-effective standard.

Yes. The Government is not asking the Contractor to predict unexpected problems but the Government requires the contractor to layout the sequence of actions to repair the system and the associated potential risk in the event of a problem (this is the MOP).

0034 N/A 10.8.6

N/A Spare Parts Inventory Management - This paragraph requires that within 60 days of NTP the Contractor provide a complete parts list with extensive descriptions, quantities, and expected lead/delivery time. Is there an existing spare parts inventory that can be used and revised for this purpose?

No, there is not an existing spare parts inventory that can be used and revised. Sixty

(60) days after NTP, the Contractor owes the Government a DRAFT spare parts list. Please refer to section 10.8.6.

0035 N/A 11.1

N/A Asset Data & Maintenance Records - This paragraph requires the Contractor (within 90 days of award) to provide all asset data, job plans, PM schedules, and associated costs for all planned maintenance activities in MAXIMO. Since MAXIMO is currently being used as the CMMS, will the Contractor be provided with current asset maintenance data, records, historical info for schedules and costs?

No, the Government will only provide the equipment nameplate data lists.

0036 N/A 29 N/A Contractor Furnished - The Contractor is required to provide the COR with SDS for each material in use or stored on the Pentagon Reservation and (within 30 days of award) provide approximate quantities (within 10%) and locations of all materials requiring an SDS. Additionally, the Contractor is required to update this information whenever there is more

No, this quantity requirement cannot be eliminated or reported as maximum volume/quantity. This is an OSHA and WHS safety requirement and no current inventory will be provided or left behind.

RFI Submissions for HQ0034-19-R-0019; Preventative Maintenance at the Heating and Refrigeration Plant than a 10% change within the volume/quantity of these items. The fluctuation in volume/quantity of such items will make it nearly impossible to track changes of 10%. Is there a current inventory of such materials that will be on hand or left behind? And can this quantity requirement be eliminated or alternately be reported as a maximum volume/quantity?

0037 N/A 33.4

N/A Access - The PWS states that there is no permanent parking available nor included and that temporary parking request will be handled by the COR on a case-by-case basis. This restriction will have an impact on the Contractor's ability to provide a timely response to routine and emergency service calls with the personnel that are required to respond or perform work. What provisions can be made to address this conflict?

Contractors performing work (non-key personnel) will be allowed RDF access if they are in a company vehicle and are performing work that day. No more than 3 vehicles per contractor will be granted RDF access for the HRP on any given day.

Key personnel will be granted parking passes (limited to a quantity of 6 for this contract) inside the HRP compound.

Key personnel are eligible for CACs and escorting.

It is the prime’s decision on who to request badging for and who not to. You must still meet the emergency requirements.

0038 N/A 35.16

N/A OPSEC Requirements - Contractors and their personnel are required to have OPSEC awareness and education training initially and annually as required by the Government. What are the details for how this training will be provided?

Individuals with CAC access must follow these requirements. Training is provided by the Government at no expense to the Contractor.

0039 N/A 29.7

N/A Uniforms - This paragraph requires the Contractor to provide uniforms and require that all employees, supervisors, and subcontractors wear said uniforms. We find the requirement to provide these to (sometimes unknown or emergency responding) subcontractors impractical and cost-prohibitive. We request that the subcontractor uniform requirement be eliminated for this reason.

No, the requirement shall not be eliminated.

Per PWS section “29.8 Uniforms: The Contractor shall require its employees, supervisors and subcontractors to wear distinctive uniform clothing, safety shoes and shall ensure that every employee is in uniform upon contract start date. The uniform shall have the Contractor’s name, easily identifiable, permanently attached above the waist. The color or color combination of the Contractor’s uniforms worn on the Pentagon Reservation shall be submitted to the COR prior to contract commencement. Unless the performance of a particular task requires otherwise, the Contractor’s employees shall maintain an

RFI Submissions for HQ0034-19-R-0019; Preventative Maintenance at the Heating and Refrigeration Plant appearance that is neat and clean, and reflects favorably upon both the Contractor and the Department of Defense.”

0040 N/A 12 N/A Boiler Plant Maintenance - The requirement to support boiler controls PLC and Iconics is not currently available to MCDean and are they are not able to provide this service. Please address how access will be provided or the responsibility assigned to another agent.

DCS Contractor will have access to all PLCs and Iconics during the performance of this contract.

0041 N/A 16.1

N/A Upgrades to Software or Licenses - Since the software belongs to the Government, we cannot provide this service. Please address this issue and how this can be provided.

The Government owns the software but the DCS contractor shall manage all aspects of the PLC, including regularly released patches and version upgrades.

0042 N/A 25 N/A Equipment/System Warranty Management - Please provide a list of all warranties and dates.

The list will be provided after award.

0043 N/A N/A CLIN 0001

Please provide a guideline to estimate the off-hours work to be required under CLIN 0001. These employees would be covered under SCA or DBA depending on the work being performed, so these are not salaried positions and would be in addition the regular duties performed by the key personnel in CLIN 0001 during normal working hours

No requirement for off-hours work in CLIN 0001. If overtime work is requested for key personnel this cost will be covered under CLIN 0002-0004.

0044 N/A N/A CLIN 0001

Please verify that the personnel under CLIN 0001 may perform services under CLINS 0002-0004, even though they cannot separately charge for these services under CLINs 0002-0004

This statement is true for all work during core hours. Only overtime hours can be separately charged in CLINs 0002-0004.

0045 N/A N/A CLIN 0002

Please verify that the costs of materials for the Preventative Maintenance and Services Calls under $2000 is covered under CLIN 0002. If so, then please provide a guideline to estimate these costs.

Preventative maintenance is firm fixed price, including all material, labor, equipment, etc.

For corrective maintenance and service calls, the $2,000 threshold includes all material, labor, equipment, etc.

0046 N/A N/A CLIN 0002 &

CLIN 0003

If the contractor is to be responsible for Preventative Maintenance and Services Calls under $2,000, then what safeguards are in place to protect the contractor from the Government making incremental requests under the $2,000 limit?

Preventative maintenance is firm fixed price, including all material, labor, equipment, etc.

See Section 8.1 & 9.1 of PWS for the typical amount of Service Calls (qty. 25) and Corrective Maintenance (qty. 75). Once the amount of Service Calls and Corrective Maintenance has been exhausted the Government reserves the right to add more funding.

0047 N/A 4.3 N/A During the site walk, was there equipment identified that was not on the Equipment Nameplate Datasheet that needs to be covered in CLIN 0002 Preventative Maintenance. If so, please identify this equipment so we may adequately price this FFP requirement.

There was no equipment identified on the site walk that is not on the Equipment Nameplate Data.

RFI Submissions for HQ0034-19-R-0019; Preventative Maintenance at the Heating and Refrigeration Plant

0048 N/A 8 N/A Service Call Tickets - please provide the process the government intends to use to confirm and approve costs for service calls and corrective maintenance identified by the contractor. How is fair and reasonable pricing determined by the government?

If under $2,000, corrective maintenance and service call work does not need prior approval by the COR/KO.

If the service call or corrective maintenance work is estimated to exceed $2,000, then the work will be designated as a major repair and the Contractor shall notify the COR/KO. See PWS Section 26 for guidance on major repairs.

Fair and reasonable pricing will be determined using various methods, for example, past performance, RSMeans, market research and etc.

0049 N/A 8 N/A Service Call Tickets - please confirm that costs associated with repairs under $2,000 are to be included in CLIN xx02

Yes, the costs associated with repairs under $2,000 are to be included in CLIN XX02.

0050 N/A 9 N/A Corrective Maintenance - please confirm that costs associated with repairs under $2,000 are to be included in CLIN xx02

Yes, the cost associated with repairs under $2,000 are to be included in CLIN XX02.

0051 N/A 6.3.1

N/A Please clarify the following statement: "The only exception being if the repair work takes place during off-hours, e.g., emergency service call".

This statement seems to be in contrast with other statements that say the Key Personnel's time is not billable. Is Key Personnel labor for off-hours or emergency service calls billable?

The key personnel labor is billable in CLINs 0002-0004 for overtime hours only.

0052 N/A N/A Attachment L4 CLIN Pricing Summary - why did the government include pricing for items xx03 and xx04? These are IDIQ line items with undetermined costs.

The amounts included for CLINs XX03 and XX04 are the not-to-exceed amounts (ceiling) for those specific IDIQ CLINs.
