209. Section H – H.5 Security Clearances.

Paragraph A, page 21.

Would the Government provide the personnel security requirements for Task Order 1, Task Order 2, and Task Order 3? In addition, could the Government provide the number of FTE by clearance type (Secret, Top Secret, Top Secret/SCI) required for each task order?

The PWSs will be modified to indicate the security level of major tasks (X.0).

ADD TO SECTION L –

In each PWS there is a section on security which requires SECRET or Interim SECRET for all who access Government spaces.

Additionally there will be a need for some senior and midlevel personnel to hold TOP SECRET or TS/SCI clearances. Where higher level of clearances are required a note will be added to the appropriate task.

210. Section H – H.6. OCI, page 21-22

How will Organizational Conflicts of Interest be evaluated? Could the Government provide a list of programs which would result in an OCI? Where should offerors address OCI in their proposal and is there a standard certification form?

A list of requirements has been provided to WHS.

Dependent on what is needed to perform the functions in the PWSs. An approximation is listed in Q 215

Cost Plus should allow flexibility.

226. When is the final RFP expected?

The release of the RFP will be within weeks.

227. Can we reasonably expect the same approximate amount of time as last time (six months) between RFP and award?

As shown in Section F, the start date is projected to be March 15, 2016.

228. Since the previous effort had three awardees, will this have approximately the same number?

The goal of the procurement is to ensure future competition for task orders. The number of awards will be based on this and the quality of the proposals.

CACs can be issued for off-site support that needs access to Government Computer systems.

CACs will be provided for all who work in Gov’t spaces and for those who need access to Gov’t networks

235. What are the LCAT requirements for all required positions? Are there requirements in terms of Years of Experience, Degrees, or Certifications?

That has been provided to WHS and will be added to the RFPs

236. Sections L and M are inconsistent with the numbering associated with the Factors, for example Section L has “Cost” as “Factor 5”, Section M has “Cost” as “Factor 4”. Please clarify

237. How many awardees are envisioned?

238. Can you explain what is “the first Task Order”? Is it associated with the first attached PWS? The first Task described in Section 2.0 of the Draft RFP? Something else?

239. For Factor 1 – Program

Management Plan, the draft RFP indicates that our Proposal must include a schedule, staffing plan, and proposed approach to meet or exceed the minimum performance or capability requirements of the Performance Work Statement (PWS).

1. Can you provide more details regarding expectations for the staffing plan?

2. Are we to describe Key staff? The entire staffing plan?

3. Can you provide the number of staff expected in this section?

4. Can you provide the basic qualifications for these staff?

5. Which PWS are we to respond to? One of the attachments? All of the attachments?

6. The staffing plan is not evaluated in Section M Factor 1, Program Management Plan, as listed in Section L, Factor 1 – is this an error?

Given that Section L requires that we include names and resumes in this section, what is meant that the evaluation will “exclude a separate personnel assessment”?

243. The evaluation factors for the Program Management Plan and Personnel Factors focus on quality deliverables and quality proposed personnel.

Should there also be a focus on ensuring continuity and the quality of replacement personnel over the contract period of performance, as well as the quality of personnel meeting new and currently unknown requirements?

While continuity is of some value, the qualifications and the plan to provide efficient execution of tasks is of higher value. The PWSs go into sufficient detail on tasks to ensure an understanding of the workload and expertise required to support the tasks.

244. Attachment 2, Section

9.6 references Software Workforce.

This work appears to be similar to Attachment 4, Section 7. Are these efforts to be complementary or will they be staffed by the same individuals? We want to confirm that Software Workforce belongs in Attachment 2.

There are some PWS sections from Attachment 2 and Attachment 3 that are not identified at all in Attachment 1. Is it correct to assume there are no deliverables associated with those PWS sections not identified in attachment 1? If not, can the government please clarify?

Will more detail about the current and projected workload in the EE organization be provided in the final RFP?

Cost Plus, Gov’t will review as needed and may adjust the level of effort within the PWS as needed to support future changes.

PWS 1 and 2

Question No. 1: What is the difference/significance of having two PWS for MPS support? Nominally, PWS-1 is for Software and Schedule, and PWS-2 appears to be more general, but there is a lot of duplication between the two PWS’s.

Question No. 2: Will there be separate task orders for PWS-1 and 2? If so, how will the government and offerer distinguish between the two PWS’s for overlapping tasks? For example, Sections 5 and 6 appear to be identical in both PWS’s. Section 8 in PWS-1 is similar to Section 7 in PWS-2, in that both address MDAPs and MAISs, but PWS-2 includes an additional task for SAR and MAR support.

The two PWS separate the work load to better allow management of tasks. Some duplication may occur and some work between contractors will be required.

There will be SEPARATE task orders for each of the PWSs

Work in support of both MPS PWSs is similar.
