5Program Support Activities
5.1Development PlanningSupport of Material Development Decision (MDD) by evaluating Initial Capabilities Documents (ICDs), Analysis of Alternative (AoA) plans and guidance, and Component planning for Materiel Solution Analysis phase execution

support for DASD(SE)’s leading and managing the Department’s Development Planning Working Group (DPWG) activities inclinding develop, prepare, and coordinate meeting minutes for high level meetings such as the DPWG. Approxiamately five (5) MDDs per year, 20 AoA events and 30 SAG meetings.

DPWGs meet weekly.

5.2Systems Engineering Technical Reviewssupport D,MPS and represent D,MPS by participating in Systems Engineering Technical Reviews (e.g. System Requirements Review (SRR), System Function Reviews (SFR), Preliminary Design Review (PDR), Critical Design Review (CDR), Production Readiness Review (PRR), Physical Configuration Audits, etc.) and advise the DASD(SE) and the Program Management Office (PMO) on best practices and proceduresApproximately 100 Technical Reviews per year of which approximately 15 are PDRs and CDRs.
5.3Continuous Engagement with ProgramsObserve and report on selected SE and DP and SE- and DP-related events as part of the continuing support to, and oversight of, MDAPs and MAISApproximately 175 active MDAP and MAIS programs and approximately 100 other additional programs
5.4Systems Engineering (SE) Working Integrated Product Teams (WIPT) and Integrated Product Teams (IPT) SupportRepresent DASD(SE) in Program Management Office (PMO) led SE IPTs and SE WIPTs to share best practices across the Department, clarify DoD policy and guidance, assist PMO staff in understanding and meeting OSD expectations and provide independent assessments of program strengths, issues and risks. .approximately 150 IPTs and WIPTs per year
5.5Report to Congress (Program Assessments and SE Activities)Develop and maintain a program assessment templateOne time product with updates as needed
5.6Systems Engineering Domain Review SupportAccess, acquire, review and comment on approximately 100 or more technical documents per program, and assess program risk based on the adequacy and quality of the program documentation. Assessment reports shall be maintained and kept current and reviewed with Government leadership.

Provide preparation materials to the PSTL, DMPS and DASD(SE) as required, which may take the form of presentations, slides, figures, graphs, charts, models, tables, read-aheads and other relevant inputs. The contractor shall provide preparation for the PSTL at least 3 working days prior to the meeting. The contractor shall report results of meetings, track actions, impacts and provide recommendations to DASD(SE) staff via written reports delivered within 3 working days of the meeting or weekly.

Develop detailed technical presentations for the PSTL to prepare the DASD(SE) principal for participation in various executive level working meetings with in OSD. The contractor shall deliver a final assessment report, with quality findings and recommendations, within 10-30 calendar days of any site visit, as specified by the Government leadThere are between 100 and 175 program and each may have 100 documents for review.
5.7Domain ReviewsDevelop and maintain Domain Review briefings periodically and shall deliver no less than two major Domain Reviews presentations per year for the program domainsThere are 15 listed Domain Areas. Total will be 30 presentations per year.
5.8Response to GAO, IG and Congressional Actionssupport DASD(SE) in their response to the GAO, IG and Congressional report review process by reviewing; preparing quality comments and recommendations; and coordinate for approval the individual comment resolution matrices which support the DASD(SE) positionApproximately 12 per year
6Program Metrics
6.1Technical Performance Measures - metrics development and Assessments of performance to PlanDesign, develop, implement, analyze, and track metrics in support of cross-cutting, benchmarking and individual program systems engineering risk assessments to include process, progress, product and development performance and production metrics.

Provide technical and analytical support for engineering and integration risk assessments to evaluate and trend these program risks and development status for all programs.

Identify, collect, analyize and report on program technical performance metrics and product performance metrics, enterprise benchmarking goals, and other significant approaches relative to quantitative systems engineering assessments.This would apply to all major programs (100-175 programs)

10.1System Security EngineeringProduce guidance to support implementing SSE/PPP policies and best practices.
10.2Safeguarding Information and Information Sharing Activities:Support DASD(SE) in the implementation of safeguarding Controlled Defense Information, Controlled Technical Information and Controlled Unclassified Information, to include development of associated policies, guidance and oversight. The contractor shall also monitor Information Sharing activities, to include the Defense Industrial Base Cybersecurity/Information Assurance Voluntary program, to support development of guidance and best practices for use in protecting this information, as needed for the acquisition community.
10.3Cybersecurity for Weapons systems MPSDevelop an implementation methodology to translate cybersecurity policy requirements into measurable and testable requirements and define blue-red teaming for weapons systems to allow for consistent development and operational test and evaluation of cybersecurity policy requirements applicable for weapons systems and their operational environments.
10.4System Security Engineering AssessmentsAssess Program Management Office Program Protection implementation and risks and mitigating strategies as part of the review of the program support activity and Program Protection Plan review.

11.2Systemic Root Cause AnalysisConduct systemic root cause analysis (SRCA) on program issues revealed during PSAs and other reviews. Systemic analysis enables a deeper understanding of the root cause issues and allows for the generation of policy, guidance, human capital and other recommendations that focus objectively on ways to improve processes and products.Products should be covered as part of program reviews listed above.
11.3Program Support Process and Focus AreasDevelop, collect and analyze metrics in each process area (both process performance and programmatic metrics related to the process). 1.1 Systems Engineering (SE) and SwA Capability Support the development and recommendation to DASD(SE) of SwA policy, guidance and methodologies that effectively implement SwA into programs and SE processes and disciplines.

(1) Develop and provide SwA-related assessments and recommendations.

(2) Interface with other DoD organizations and agencies, other Government departments and agencies, Federally Funded Research and Development Centers (FFRDCs), industry, academia, and coordination bodies

(3) Provide assistance to the DASD(SE) staff in preparing responses and reports

(4) Support additional actions to implement the Department’s SwA strategy that include review and development of acquisition documentation, e.g., updates to the DoD 5000 series and associated Instructions/Guidebooks, and efforts to further the community of SwA SME support and coordination that involves the National Security Agency (NSA), Services, agencies, and other coordination bodies.

1.2 Joint Federated Assurance Center (JFAC) Support the JFAC, including the JFAC Steering Committee, which meets quarterly or as needed, the Action Officer (AO) Working Group (WG) which meets bi-weekly, the SwA WG which meets weekly, and the HwA Technical WG which meets as needed, and shall coordinate with the JFAC Coordination Center (CC).

1.3 Acquisition Security Database shall assist the DASD(SE) in the oversight and management of the ASDB, which supports the program protection process by providing the DoD CPI repository and cross-DoD Component access and searches of stored CPI in support of horizontal protection analysis of CPI in support of acquisition programs.

Support leadership of the quarterly ASDB Configuration Control Board, oversight of the execution of the ASDB support agreement, as well as the monthly stakeholder meetings.

FTE Level: .25 mid to senior level engineer.

Travel Estimate – 1 CONUS trip per year; local travel as necessary.

1.4 CPI Identification and Anti-Tamper Support the update of the DoD Instruction (DoDI) 5200.39 and the development and update of the DoD Manual supporting implementation of the on-going and any future updates to the DoDI 5200.39.

Support the on-going approval process for the DoD Directive (DoDD) for Anti-Tamper, any future updates to this DoDD, as well as the development and update of related policy and guidance, e.g., the Anti-Tamper Program Management Guidebook, Anti-Tamper Technical Implementation Guidebook, Anti-Tamper Security Classification Guidance, in coordination with the Anti-Tamper Executive Agent (ATEA), the DoD Component Offices of Primary Responsibility (OPR) for AT, the broader AT community, and related working groups and forums developing this policy and guidance.

FTE Level: .75 mid to senior level engineer.

1.5 Microelectronics Support DASD(SE) in the advancement of HwA, to include the continued development and update of the trusted microelectronics strategy for Application-Specific Integrated Circuits, Field Programmable Gate Arrays, and other microelectronics, and HwA policy, guidance, studies and other activities in support of DoDI 5200.44 FTE Level: 1 senior level engineer.

Travel Estimate – 4 CONUS trip per year; local travel as necessary.

1.6 System Assurance and Program Protection Support Advise MDAP and MAIS Program Management Offices (PMOs) on the application of system assurance and program protection principles and practices provide system assurance and program protection training and oversight to ensure use of appropriate system assurance processes, methods and tools for selected MDAPs and MAISs.

FTE Level: 2 senior level engineers.

Travel Estimate – 4 CONUS trips per year; local travel as necessary.

1.7 Security Engineering Program Support. Assist the ODASD(SE)/MPS staff to help transfer knowledge of best practice countermeasures and program protection planning to acquisition program engineering and security staffs.

2Engineering Tools and Environments
2.1Engineered Resilient SystemsAssist in establishing the yearly work effort for ERS, and for monitoring and tracking the technical maturity of the activities.

Provide input to, and draft reports, presentations, etc., in order to convey the progress of the ERS elements, as well as to project the upcoming year's activities.

LEVEL of person - 1 senior engineer with experience in weapon system development, and policy.

2.2Digital Engineering in Design and Engineering.
2.2.1Establishing and advance a stakeholder communityAssist with whitepapers, briefings, and analysis of current program use of models, in development of the weapon systems, and transition of those lessons into usable practice across the range of acquisition activities, identifying key players and enablers which influenced successful execution of digital engineering design.

Assist in the identification of instantiation points, where model-centric tools and techniques, as well as digital artifacts, can be introduced into the defense acquisition system; building of transition plans, and creation of education modules to assist in training users of model-centric tools, as well as decision makers.

Establish a taxonomy and definitions to build the digital system model.

3Systems Engineering (SE) Policy and Guidance (P&G)
3.1SE Policy and DocumentationRecommended SE policy development or changes for DASD(SE) consideration and, when accepted, develop, prepare and coordinate draft policy for DASD(SE) approval. The contractor shall support the DASD(SE) in reviewing and assessing the DODI 5000.02 and DODI 5134.16 for currency and completeness, and, as necessary, preparing periodic updates.

Review proposed DoD issuances and other documents to ensure SE equities are appropriately addressed and ensure SE is consistently integrated into non-DASD(SE) issuances.

Review and monitor the content of the Acquisition Community Connection’s (ACC’s) Systems Engineering Community of Practice (SECoP) for consistency with acquisition and SE P&G.

The contractor shall develop, prepare, and coordinate meeting minutes for high level meetings such as the DAG Chapter 4 Working Group.

4Specialty Engineering
4.1Manufacturing and Quality Engineering
4.1.1Manufacturing and Quality Engineering Policy, Guidance, and OutreachReview DoD manufacturing and quality policies, practices and procedures in coordination with representatives from the Services, Defense Logistics Agency (DLA), Missile Defense Agency (MDA), and Defense Contract Management Agency (DCMA), MIBP on proposed manufacturing and quality policy changes.

Support DASD(SE) in the interaction and outreach with industry association quality and manufacturing organizations associated with the MRL working groups to continuously refresh the manufacturing and quality body of knowledge. This includes NDIA division meetings, NNMI, AIA, SAE.

Continuously refine the Manufacturing and Quality Engineering body of knowledge (BoK) by participating in the quarterly and annual MRL BoK refresh, MRL criteria matrix review, guidebook updates, user roll-out activities of AS-6500 and other professional associations.

Propose to the DASD(SE) updates to the Manufacturing and Quality Engineering sections of the DAG.

Support DASD(SE) with planning and administration of the Manufacturing and Quality Component Senior lead meetings. These meetings will occur a minimum of six times a year.

Provide recommended Manufacturing and Quality inputs for DASD(SE) weekly staff meetings and weekly activity reports FTE: 1 (Manufacturing and Quality Lead Engineer for paragraphs 4.1.1-4.1.3 must be a subject matter expert with engineering degree (Master’s degree in related field preferred) and minimum of 20 years DoD manufacturing experience.)

4.1.2 Acquisition Review and Analysis. Participate in MPS Program Support Team Lead domain (Fixed Wing, Space & Missile Defense, Ships/Subs, Land Combat/Communications, Rotary Wing and C3ISR/Business systems) program engagements.

Manufacturing and quality engineering reviews include, but are not limited to the following program acquisition documents: Acquisition strategies, systems engineering plans, test and evaluation master plans, Defense Acquisition Executive System Manufacturing Reviews, Preliminary and Critical Design Review Reports. It is anticipated that a minimum of 90 acquisition documents will be reviewed during the 12 month period. The Contractor shall:

(1) Review assigned documents to determine adherence to applicable R&M policy, guidance, and best practice;

(2) Document, justify, and provide proposed comments using prescribed formats and tools for approval by DASD (SE)

(3) Interface with program offices as well as OSD/Component staff during this process as appropriate; and

(4) Participate in DASD (SE) and other OSD led adjudication reviews of these documents.

FTE 2.5 (Subject Matter Expert with an engineering degree (Master’s degree in related field preferred) and at least 20 years Manufacturing Engineering experience.)

4.2 Diminishing Manufacturing Sources and Material Shortages (DMSMS) Review the engineering design considerations for the DMSMS portions of LCSPs. The contractor shall also review acquisition strategies and Systems Engineering Plans to assess program strategies to address obsolescence, DoD industrial base issues, parts obsolescence management, technology needs, manufacturing sources and material shortages. The Contractor shall propose to the DASD(SE) updates to the DMSMS sections of the DAG to reflect life cycle DMSMS activities.

FTE .5 (Subject matter expert with an engineering degree and 15 years DMSMS Engineering experience.)

4.3 Value Engineering Support ODASD(SE) in the implementing DoDI 4245.14 Value Engineering requirements for the DoD.

Support DASDSE in the call for DoD’s VE performance metrics, tracking their collection, analysis, evaluation and subsequent submission to OMB.

Provide annual assessments of the DoD’s VE program using the metrics and plans submitted by the Components. The Contractor shall support the DASDSE in the request for VE award nominations, tracking their collection, and supporting MAG deliberations with their evaluation and preparation of announcement memo. The Contractor shall support the planning for the annual VE Awards Ceremony hosted by USD(ATL).

4.4 Human Systems Integration (HSI) Review DoD HSI policies and engineering management practices and procedures.

Support the Joint HSI Steering Committee co-chaired by the DASD(SE)/EE, the Joint HSI Working and HSI Standards development working groups. The Steering Committee and Working Group meets semiannually at the initiation of the co- chairmen with the HSI and standards working groups meeting at least quarterly.

Review and monitor the content of the Acquisition Community Connection’s (ACC’s) Human Systems Integration (HSICoP) for consistency with acquisition and SE P&G.

FTE .5 (HSI Lead Engineer must be a subject matter expert with engineering degree (Master’s degree in related field preferred) and minimum of 20 years HSI experience.)

4.5 System Safety Engineering . Coordinate with the DoD safety community on guidance and tools related to Systems Safety considerations in design.

Review DoD system safety policies and engineering management practices and procedures. The contractor shall also perform reviews of System’s Engineering plans and relevant safety program documents.

Provide recommended System Safety inputs for DASD(SE) weekly staff meetings and weekly activity reports.

FTE .5 (System Safety Lead Engineer must be a subject matter expert with engineering degree (Master’s degree in related field preferred) and minimum of 20 years System Safety experience.)

4.6Reliability and Maintainability (R&M) Engineering
4.6.1R&M Engineering, Policy, Guidance and OutreachContinually review and evaluate legislation, DOD acquisition policy, R&M Body of Knowledge (to include but not limited to Government and non-Government Standards & Handbooks, Parts Requirement & Application Guide, standard document 18 (SD-18), R&M design & test documents, reliability growth modeling techniques and plans, physics based reliability estimation techniques, RAM-C reports, service policies, R&M standard work packages from Industry/Government, publications, etc.) and R&M technology advances to assess impacts to DOD R&M policy, guidance and practice.

Support the promulgation of R&M guidance and lessons learned via the DASD(SE) SE website and the DAU R&M CoP.

Propose written updates to the DAG aligned by phase of the DoD acquisition life cycle.

Support in monitoring DAU's progress in the development of R&M training courses (CLE-301R&M, RAM-C Rationale course, advance topics in R&M engineering and the R&M engineering modules 12 & 13 of ENG-301).

Review and monitor the content of the Acquisition Community Connection’s (ACC’s) R&M (R&M CoP) for consistency with acquisition and SE P&G and R&M engineering best practices.

Support updates to the RAM-C manual with content driven by and directly attributable to policy. Participate in all RAM-C reviews and periodically interface with PMOs, Service representatives, and other members of DASD(SE) government and contractor staff to identify and assess potential areas for improvement in the RAM-C Manual.

Support DASD(SE) with planning and administration of the quarterly R&M working groups with the Services, Agencies and other DoD components to include preparing read-ahead packages, distributing invitations, taking minutes, recording action items, as well as developing agendas and briefings for the working group meetings.

Provide policy analyses, written reports, records, agendas, briefing presentations, action items, minutes, to support DASD (SE) staff participation in conferences and other activities.

Assess the current DAES Reliability Growth Reporting and develop recommendations on the implementation of RGC phase II requirements. The contractor shall develop analytical methods to assimilate individual DAES spreadsheets to establish trending data, techniques to establish triggers, growth effectiveness parameters.

FTE 1.5 (R&M Lead Engineer for paragraphs 4.6.1-4.6.2 must be a subject matter expert with engineering degree (Master’s degree preferred) and minimum of 20 years R&M DoD Engineering experience.)

4.6.2 Acquisition, Review and Analysis. Review and analysis task includes reviews to support the MPS MDAP/MAIS Program Support Team Lead domain (Fixed Wing, Space & Missile Defense, Ships/Subs, Land Combat/Communications, Rotary Wing and C3ISR/Business systems) program engagement, Nunn-McCurdy and other acquisition certification reviews, Component and program office requested reviews, system engineering and R&M engineering technical reviews, and other reviews conducted consistent with policy and program directions. It is likely that the need for quick reaction R&M reviews will be required to meet unplanned requirements.

It is anticipated that a minimum of 384 engagements during the 12 month period.

R&M engineering reviews include, but are not limited to the following program acquisition documents: Acquisition strategy, systems engineering plans, test and evaluation master plans, defense acquisition executive system reviews to report growth status, Preliminary and Critical Design Review Reports, RAM-C cost rationale reports, Systems Engineering Plans, Reliability growth plans (at subsystem, system including growth curves) and other Systems Engineering Technical Reviews. It is anticipated that a minimum of 125 acquisition documents will be reviewed during the 12 month period. The Contractor shall:

(1) Review assigned documents to determine adherence to applicable R&M policy, guidance, and best practice;

(2) Document, justify, and provide proposed comments using prescribed formats and tools for approval by DASD (SE)

(3) Interface with program offices as well as OSD/Component staff during this process as appropriate; and

(4) Participate in DASD (SE) and other OSD led adjudication reviews of these documents.

FTE 5.5 (2.5 FTE Subject Matter Expert with over 20 years R&M Engineering experience and 3.0 FTE Engineers with 5-10 years R&M Engineering experience. Advance degrees preferred.)

5Systems Engineering and Analysis
5.1Family of Systems (FoS) and Systems of Systems (SoS) Analysisevaluate SE and development planning on MDAPs and other programs affecting MDAPs for family of systems (FoS) and system of systems (SoS) solutions. Provide flexible, user- configurable database tools and experienced analytical capability to enable cross system, system of system and family of system analysis of component systems, capabilities, and organizations.

DASD(SE) anticipates supporting five programs per year in early SOS and FOS. Approximately 2 FTE equivalent.

5.2 Systems of Systems (SOS) and Families of Systems (FOS) develop SE SoS Guidance and assist the DASD(SE) in overseeing its implementation. As the Department recognizes SoS solutions are required to meet capability needs and developing investment approaches, support addressing these challenges through the development, piloting, and roll-out of a guide for SoS SE and education and training materials

6Specifications and Standards --Defense Standardization Program Office (DSPO)support the DSPO in analyses and studies related to standardization and parts management.
7Workforce Development
7.1Acquisition WorkforceSupport the execution of DASD(SE) functional leader/functional advisor duties, as defined in DoDI 5000.66, for managing and overseeing the Engineering (ENG) and Production, Quality, and Manufacturing (PQM) acquisition career fields

Provide oversight and support for DASD(SE) Defense Acquisition Workforce Development Fund (DAWDF) proposals including coordinating a consolidated DASD(SE) submission to the USD(AT&L)’s Human Capital Initiatives (HCI) office.

2.5 FTE on average with 2 senior level and 0.5 at junior/mid level TRAVEL ESTIMATE: Up to 3 CONUS trips (related to BBP3.0 or DAWDF initiatives) anticipated per year with additional potential for local travel

7.2 Engineering (Non-construction) (ENG(NC)) Workforce Develop and recommend engineering workforce development strategies and plans for DASD(SE) review and approval.

7.3 Workforce Policy and Documentation develop, prepare and coordinate draft recommended policies and procedures for DASD(SE) consideration and approval pertaining to the workforces under DASD(SE) cognizance, namely the ENG and PQM workforces as well as the ENG(NC) functional community.

7.4 Workforce Data Analytics and Workforce Studies Mine and gather workforce data, conduct data analyses, and develop assessments of the Department’s engineering (ENG and ENG(NC)) and PQM workforces.

Develop and propose recommended workforce initiatives to address the identified workforce-related gaps and issues. In addition, the contractor shall recommend workforce data inquiries and studies to mitigate existing data gaps.

Support DASD(SE) sponsored Systems Engineering Research Center (SERC) research studies and tasks within the Human Capital Development research areas.

2 FTE on average at senior level TRAVEL ESTIMATE: Up to 2 CONUS trips (related to SERC meetings) anticipated per year with additional potential for local travel

7.5 Workforce Reporting and Outreach Provide recommended inputs for DASD(SE) weekly staff meetings and weekly activity reports.
