SUMMARY OF CHANGES

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been added by full text:

Q & A 9.15

# Reference Questions Government Response 1 Section L

D.6 par 1 Past Performance Format, there has been a substantive increase in the number of total Past Performance Information Sheets required. The new requirement is for the Offeror/Prime to submit three Past Performance Information Sheets, while any critical subcontractor is required to submit two Past Performance Information Sheets.

However, Paragraph D.6 has not changed, still directing that Offerors shall instruct Vendors to submit Past Performance Questionnaires (PPQs) to Mr. Woodrow Bell directly by 11 Sep 2018.

Q1. Please confirm that the Government does not expect additional PPQs to be submitted for the additional Past Performance Information Sheets required, since it would be particularly difficult for other US Government customers at the end of the fiscal year to turn around PPQs in the two business days between posting of the Amendment and the new solicitation closing date, and that providing customer POCs for the new Past Performance Information Sheets will meet the Government’s requirement.

Q2. Since Mr. Bell was replaced by Mr. Beshir as the designated Contract Specialist for this solicitation, please confirm the PPQs originally submitted directly to Mr.

Bell do not require resubmission.

A1. Yes, The additional information is required and this ensure that your company is given the correct credit for your past performance. This contract has to be awarded before the end of fiscal year 19.

Hard copy proposals must be received by DSCA DBO/CON, 201 12TH ST S, Suite 107 Arlington, VA 22202-5408, Attention: Tiffany Tanner AND email the electronic version to dsca.ncr.dbo.mbx.cons@mail.mil not later than 2:00 P.M. (EST) Wedensday 19 September 2018.

mailto:dsca.ncr.dbo.mbx.cons@mail.mil

Under Section L – Instructions, Conditions and Notices to Bidders, Section II.A.

Q3. Is it the Government’s requirement for Offeror’s to complete a pricing spreadsheet for this submission?

Q4.If so, can the Government please provide the referenced spreadsheet?

A3. Yes A4. The reference spreadsheet will be posted with Ademement 02.

Q5. Because the amended solicitation was released early morning on Sept. 14 and many substantive changes were made in the amended solicitation including increasing the number of volumes from 3 to 5, the number of Past Performance references required of major subcontractors, and the page limits, would you extend the submission date to September 20, 2018?

A5. Hard copy proposals must be received by DSCA DBO/CON, 201 12TH ST S, Suite 107 Arlington, VA 22202-5408, Attention: Tiffany Tanner AND email the electronic version to dsca.ncr.dbo.mbx.cons@mail.mil not later than 2:00 P.M. (EST) Wedensday 19 September 2018.

F. Volume V, Additional Requirements

1. General: Volume V, Additional Requirements shall consist of the completed and signed RFP, to include any amendments issued, with a cover letter delineating any exceptions taken to the RFP terms and conditions with accompanying rationale. However, offerors are cautioned that any noncompliance with the terms and conditions of the RFP may cause their proposal to be determined not eligible for award. Offerors shall ensure that all clauses and provisions that require “fill-in” information are appropriately completed, including the proposed prices associated with the contract line items in the Schedule of the RFP.

2. Total Compensation Plan: The total compensation plan required by FAR 52.222-46 shall be submitted as a part of Volume V. The plan shall set forth salaries and fringe benefits proposed for professional employees and include supporting information to enable the Government to review the proposed salaries and fringe benefits in accordance with FAR 52.222-46. Note: The compensation plan pertains to the offeror only. However, if a populated joint venture is formed (a joint venture in which the employees are employed by the joint venture itself and not by any individual joint venture partner), the joint venture must submit the total compensation plan for the joint venture. If an unpopulated joint venture is formed, each individual joint venture partner must submit its own total compensation plan.

3. Organizational and Consultant Conflicts of Interest Mitigation Plan: Each offeror shall specifically identify in its proposal whether or not any potential or actual OCCI, as described in FAR Subpart 9.5, exists for this procurement. If the offeror believes that no OCCI exists, the OCCI response shall set forth sufficient details to support such a position. If an offeror believes that an actual or perceived OCCI does exist on this procurement, the offeror shall submit an OCCI plan with the proposal, explaining in detail how the OCCI will be mitigated and/or avoided.

4. Cross Reference Matrix: T The offeror shall prepare a cross reference matrix cross referencing all RFP requirements to the location of the offeror’s responses in their proposal. The cross reference matrix provides reference information but is not evaluated. The offeror’s format is acceptable. The cross reference matrix will be utilized as a tool to show critical interrelationships and dependencies among the technical requirements document Performance-Based Work Statement (PWS), Purchase Description, the Contract Line Item Number (CLIN), Section L (Instructions to Offerors), and Section M (Evaluation Basis for Award). The cross reference matrix will help an offeror ensure it has responded to all the evaluation criteria and proposal submittal requirements identified in the solicitation. If the matrix conflicts with any other requirement, direction, or provision of this solicitation, the other reference shall take precedence over the matrix. Additionally, to the extent the matrix discloses details as to the manner by which the Government intends to evaluate the offeror’s proposals for award, Section M references in the matrix are for informational purposes only, and the Government shall be obligated to evaluate proposals solely in conformance with Section M of the solicitation.

5. Security Requirements: Each offeror shall provide, as part of their proposal, a copy of their letter from the Defense Industrial Security Clearance Office (DISCO) that grants their facility and security clearance levels. Offerors shall include a statement certifying that all personnel employed to perform under the resultant contract meet the qualifications (to include the requisite security clearances, and National Agency Checks) in the DD Form 254, Contract Security Classification Specification, at Attachment 04.

Offerors must complete Block 6 of the attached DD254 with the appropriate information for their companies. Completed DD254’s must be submitted with proposals. Security classification requirements must be met at time of proposal submission. Proposals submitted without a completed DD254 will be considered incomplete.

6. Joint Venture/Partnership Agreement (if applicable): Contractor Teaming Arrangements (“CTA”), as defined in FAR 9.601, may submit a proposal in response to this RFP. While the CTA is its own unique entity distinct from the member companies, for the purpose of evaluation, each member of the CTA is considered a prime offeror.

For example purposes only: Company A and Company B form a CTA as a Joint Venture entitled Company C It is not necessary that Company C have the required experience or past performance.

An offeror may submit a proposal as a CTA in response to the solicitation subject to the following conditions:

a) The joint venture or partnership is registered in SAM.gov and has a corresponding DUNS Number and CAGE Code.

b) The joint venture or partnership meets the definition of a joint venture for size determination purposes (FAR 19.101(7)(i)).

c) The offeror must submit a complete copy of the joint venture or partnership agreement that established the CTA relationship.
