2.1 How many crates do we need in
rotation?
NGA requests crates onsite 10 business days in advance of a scheduled move and employees will have 7 business days to unpack. The Increment Move Phase (individual week quantities in PWS paragraph 3.3) should be used for crate inventory and rotation planning.
23 5/1/2024 Crates The crates will be rented. What do we do if an empty crate is missing (not returned)?
Notify the COR of any unreturned crates. At the end of the last increment the contractor may file a request for equitable adjustment.
24 5/8/2024 Crates PWS 2.1 The language of the Solicitation states that the crates should be delivered ten (10) business days before the move increments to support the Government distribution to each employee. This statement implies that the Government will be responsible for distributing the crates to the employees and not the moving team. Is this the correct interpretation?
Yes, the government will distribute crates/dollys/packing material/security ties/tamper-evident tape to personnel based on the Increment Move Schedule.
25 5/8/2024 Crates PWS, Amendment
2.1 The Support Planning Phase
includes crate distribution plan detailing the number of crates distributed. The crate distribution plan and pricing structure will require the Government to indicate how many days, either calendar or business days, they will allow the employees to retain the crates for unpack.
Please see PWS 2.1, Amendment 0002

34 5/8/2024 Invoice PWS / Wage determination Attachment M
1.6 If during the move sequences the
Government indicates that a portion of the work needs to happen during a Federal Holiday or outside of the times indicated in the PWS, is there a separate price per truckload that we should submit?
If an increment is delayed it may shift into a weekend. If this is the case, in accordance with SCA labor policy, employees are only paid overtime if they exceed 40-hours in a work week. Standard per truck prices would apply.
NGA does not intend to execute an increment during Federal Holidays. FLSA requires the payment of time and one-half the “regular rate of pay” for all hours worked in excess of 40 hours in a week. See 29 C.F.R. §§ 778.107- 778.109

70 5/1/2024 Protect Do we have to protect the floors/wall/doorways/elevators at NGA-Arnold?
The Arnold facility will remain in operation and must be protected.
71 5/1/2024 Protect Do we need to protect floors/walls/doors/elevators at NGA-St. Louis when moving out?
The requirement to protect the buildings (floors, walls, corners, elevators, doors, and furniture) is standard contract language and should not be interpreted to be too restrictive. The intent is to require the contractor to avoid damage while working in the building. This guidance would be applicable for all facilities (2nd Street, Arnold, N2W).
Generally, this should not require significant preparation or effort. Protective material such as foam, plastic film, blankets, cardboard, etc. are often used. Determinations to place protective materials will be area-specific (i.e. -might be required for doors, doorframes, and pathways with very restrictive clearances but typically would not envision an extensive pathway protected with cardboard).
Hard surface flooring (hallways, dock areas, etc.) should not require additional protection.
Carpeted areas may require protection especially if there is a heavy volume of traffic through the area during the move (i.e. – library).
Freight elevators should not require additional protection.
Passenger elevators should generally be avoided and should be protected if allowed for use.
As a suggestion, the contractor should be aware of raised floor ramps (especially when moving a large and/or heavy piece of equipment). Ensure that they maintain control of the item when making turns to avoid causing damage to the facility (i.e. - doors and drywall).
72 5/8/2024 Protect PWS 2.1 Is there a preference for specific building materials used during building protection. For example, the use of polynite versus Masonite.
No, it’s the contractors responsibility to protect the government facility. This is a performance based contract.
73 5/8/2024 Protect If the move increment only involves crates, building protection only needs to include the floors. If there is MUE involved, walls and doorways should be protected. Is there a preference for how high the wall protection should be? (i.e. 5
ft. or higher?)
The max height for building protection should be as high as 4 crates on a dolly is as well as a palleted fast-pack. 5 ft or higher would be sufficient
74 5/1/2024 Push Routes PWS 1.8 Will there be time allotted for the moving company to review the push routes prior to the Increment Move?
Yes, the PWS calls for up to 15 walk throughs. This topic will be discussed during the Support Planning Phase and at each daily meeting before moves begin. The Escorts will be fully trained on the Push Routes. Movers just need to follow directions and guidance provided by the Escorts.
75 5/2/2024 Push Routes Can we use the labyrinth if we think it is a quicker route to save us money?
No
76 5/6/2024 Push Routes Can we get a walk through 3-5 days before the move with our leads
Yes, walkthroughs before any move can be arranged.
77 5/6/2024 PWS Can you send a recap of the task moves?
Reference Performance Work Statement, Attachment A.
UNCLASSIFIED Attachment N Amd 0002
78 5/8/2024 PWS Attachment D, Section 4 & 5, Volume 1 -Technical- is 1.1e omitted intentionally? 1.1e is not included in the document
There is no 1.1e. Section 4&5 has been amended.

80 5/1/2024 Survey / Gravity What are the packing estimates for 1A13 MUE?
Government estimates 60 pallets and "speed packs".
81 5/2/2024 Survey / Gravity Do we have to put things on the shelving racks in the Survey/Gravity Room?
Yes, Government personnel will be on hand to direct movers where they'd like their items placed in their areas on day of property receipt .
82 5/2/2024 Survey / Gravity Does the moving contractor have to provide the forklift? Is gas or electric preferred?
Yes, the moving contractor needs to prepare their proposal to include utilizing their own equipment (gas or electric forklift, ladders, pallet jacks, steps, tools, straps, wraps, etc) to accomplish all PWS requirements.
83 5/2/2024 Survey / Gravity For the gravity area, can we use a forklift?
Yes, a forklift may be used at 2nd Street and N2W from the loading docks to/from the Bldg 36 1A13 Survey Room and Bldg 37 gravity area into the N2W Survey/Gravity Storage Space.
84 5/8/82024 Survey / Gravity PWS Attachment A - page 11 Line 442-447 - Pre Move #4 -during the site visit, the NGA representatives communicated that the bidder will not pack and unpack the survey equipment.
NGA representatives requested that the bidder provide 60 speed packs and 60 four wheel dollies for their staff to pack, barcode, and unpack. Please confirm that this is accurate.
The statement, "that the bidder will not pack and unpack the survey equipment" is not accurate. Please refer to PWS, page 11, paragraph 3.2. Contract movers will partner with the Government personnel to pack/protect/unpack/place on shelving equipment in the Survey/Gravity Storage Space.
