It is the offeror’s responsibility to submit a proposal that complies with the proposal submission instructions described in Section 4 of this RFP. Before reviewing proposals under the stated evaluation factors, the Government will review proposals to ensure the Offeror materially and substantially complied with the proposal submission instructions as delineated in Section 4 before advancing into the proposal evaluation stage. If, based on this compliance review, the Government determines that a proposal does not materially and substantially comply with the proposal submission instructions and cannot be made compliant through clarifications, the proposal will not advance to the evaluation stage.
Rejection of a proposal on this basis does not constitute creation of a competitive range. Only proposals that are determined to materially and substantially comply with the proposal submission instructions will advance to the evaluation phase. Further, the offeror's proposal will not be eligible to receive award if it is found that the Offeror is not a "responsible company" in accordance with FAR 9.104. This responsibility determination will include the offeror having an active System for Award Management (SAM.gov) registration.
The Source Selection Team will evaluate proposals against the following factors:
Technical/Management, Past Performance and Price.
These Factors and their Sub-Factors are listed in Table 1 in order of relative importance.
The Factors are listed in descending order of importance, with Technical being more important than Past Performance, all evaluation Factors other than Price, when combined, are significantly more important than Price. The subfactors listed under the Technical Factor are listed in descending order of importance.
Table 2 defines criteria to evaluate/score Technical. Table 4 and Table 5d define criteria to evaluate/score Past Performance. Price will be evaluated but not scored. More detailed explanations for each of these are provided below.
