About this file
This is a Historically Underutilized Business (HUB) Subcontracting Plan (HSP) training document from the Texas Health and Human Services Commission (HHSC) dated January 2024, designed to guide contractors on compliance requirements for the Fire Alarm Upgrades project (Project 24-101-AUL) at the Austin State Supported Living Center. The training presentation outlines five HSP method options available to respondents: Method I (utilizing only Texas certified HUBs), Method II (mentor-protege relationships), Method III (meeting or exceeding HUB goals), Method IV (solicitation method requiring outreach to multiple HUBs and organizations), and Method V (self-performing where the contractor performs all work with its own resources). All HSP submissions must include completed required pages with respondent and bid information, subcontracting intentions, and affirmation signatures. The HSP submission deadline is January 15, 2026, one day after the proposal submission deadline of January 14, 2026. Responses that do not include a completed HSP are subject to rejection pursuant to Texas Government Code Section 2161.252(b) and 34 TAC 20.285. Mandatory facility site visits are scheduled for December 11 and 16, 2025, with an optional pre-proposal webinar on December 10, 2025, and contract award anticipated on February 10, 2026.
For Methods I through IV, contractors must provide HUB vendor profiles from the Certified Minority Business List (CMBL)/HUB Directory including vendor identification numbers, contact information, active status, and expiration dates. Method IV requires written notification to at least three active certified HUBs and two trade organizations or business development centers, with a minimum of seven business days for response, supported by documentation such as emails, certified letters, or fax logs. Method II and IV submissions must include justification for all non-HUB subcontractors, as "TBD" designations are not acceptable for percentages and dollar amounts. The HSP Courtesy Review service is available upon written request, and no HSP changes are permitted until after contract award. The training document references the Texas Commodity Book as the sole resource for NIGP and class/item codes and directs inquiries to the HHS HUB office at hhschuboutreach@hhs.texas.gov or (512) 406-2570, with Bob McCurdy designated as the HUB Coordinator contact at bob.mccurdy@hhs.texas.gov or 512-406-2534.
