General Facilities Description Site: Rota Elementary School is located at United States Naval Station Rota, Spain, near the Las Palmeras Military Family Housing Area. Parking areas are generally constructed using asphalt, while the sidewalks are typically constructed using concrete. The school has a parking capacity for about 83 vehicles, which is shared with Rota High School. Site drainage is generally adequate.
Playgrounds: The campus contains 3 play groups. Play equipment includes 5 composite structures, 13 climbers, and other miscellaneous equipment. Playground equipment generally complies with provisions of the U.S. Consumer Product Safety Commission, Handbook for Public Playground Safety. Most playground equipment is installed on protective surfacing. Typical deficiencies observed include, inadequate equipment spacing, inappropriate equipment, and uneven protective surfacing.
Structural/Exterior Closure: We found no indication of damage to foundations during the course of the assessment. In addition, brick veneer walls showed no indication of water penetration, or other signs of damage. Roof coverings include clay tile with no leaks reported. Exterior doors and windows are generally weather-tight.
Interiors: Partition walls are generally painted plaster with some painted drywall. Ceilings in classroom and office areas are generally suspended acoustical tile. Flooring in high traffic areas are typically ceramic tile while carpet is used in most classrooms and offices.
NFPA 101, Life Safety Code: Corridors and stairwells generally comply with provisions of NFPA 101. Assembly spaces generally comply with egress requirements. Fire sprinkler systems are present in some campus facilities. The campus has a fire alarm system which is activated by smoke sensors and pull stations and automatically reports to the fire department on activation. Emergency lighting appears to be present at all required locations. Exit signs appear to be present at all required locations. Typical deficiencies include, areas of refuge missing or not present, doors leading to corridors do not have closers, and stairwells have chains and padlocks installed on gates.
American with Disabilities Act (ADA): The campus is generally ADA compliant. The parking areas do not contain the required number of accessible parking spaces. Exterior routes of travel are generally ADA compliant. The building has an accessible entrance.
Typical deficiencies include, handrails at toilets are not compliant, inadequate signage, lavatories are not compliant, and areas of rescue assistance are missing.
Mechanical: Heating is provided by oil-fired boilers and is distributed by a 2-pipe system to radiators in most areas and to air handling units in areas such as the gymnasium. All heating system components in buildings 3191 and 3193 are original; while the radiators have been replaced in buildings 73 and 78, the heating piping appears to be original. Ventilation in restrooms is generally adequate. Campus facilities have air conditioning, with dedicated air conditioning for all LAN concentrator rooms. Rota ES has (1) elevator.
Electrical: Minor electrical upgrades have been installed to support the computer network, but most wiring appears to be original.
Lighting is typically fluorescent with limited use of incandescent. Ground-fault circuit interrupter (GFCI) receptacles appear to be present in all required locations. The campus has an intercom system but does not have a remote handset for use during fire drills or emergency evacuations. The campus does not have a functional security system or security cameras.
Plumbing: Plumbing fixtures have been partly upgraded and piping appears to be original. Domestic hot water is provided by a combination of oil-fired boilers and electric water heaters.

Site: Rota High School is located at United States Naval Station Rota, Spain, near the Las Palmeras Military Family Housing Area.
Parking areas are generally constructed using asphalt, while the sidewalks are typically constructed using a combination of concrete and asphalt. The school has a parking capacity for about 83 vehicles, which is shared with Rota Elementary School. Site drainage is generally adequate. New High School (2 story facility with 1 story wings) was commissioned in Spring of 2010.
Playgrounds: None
Structural/Exterior Closure: We found no indication of damage to foundations during the course of the assessment. In addition, brick veneer walls showed no indication of water penetration, but there was some minor damage. Roof coverings include single-ply flexible membrane, modified bitumen and clay tile with some minor leaks reported. Exterior doors and windows are generally weather-tight.
Interiors: Partition walls are generally painted plaster with some painted drywall. Ceilings in classroom and office areas are generally suspended acoustical tile. The ceiling in the gymnasium is exposed structure. Flooring in high traffic areas are typically resilient, while carpet is used in most classrooms and offices.

The new gymnasium and multipurpose building use heated and chilled water for heating and cooling while the old facilities are using various combinations of heating and cooling. Ventilation in restrooms is generally adequate. Rota HS has (1) elevator.

The parking area is constructed using asphalt, while the sidewalks are typically constructed using concrete. The school has a parking capacity for 0 vehicles, as the parking area has been blocked. Site drainage is generally adequate.
Playgrounds: The campus contains 1 play group. Play equipment includes 2 composite structure, 1 single-axis swing, and other miscellaneous equipment. Playground equipment generally complies with provisions of the U.S. Consumer Product Safety Commission, Handbook for Public Playground Safety.
