0.0 SPECIAL CONDITIONS

1. The term “COR” as used throughout this specification is defined as

“Contracting Officer’s Representative”.

2. Contractor is required to provide as-built drawings upon completion of project.

3. Contractor shall furnish all materials, if not stated otherwise.

4. Contractor is required to provide material / equipment submittals for approval to the COR prior to the installation of equipment.

5. Attached drawings: 5 drawings.

6. Contractor shall maintain a clean project site free of debris and potential hazards to occupants of the facility. All debris shall be removed at the end of each working day.

7. Contractor shall ensure all compliance with applicable US standards, regulations, and local Host Nation laws.

8. Mechanical Room EC2 shall be considered the closest electrical panel connection.

1.1 Intercom and CCTV Systems:

1.2.1 Applicable Standards: NFPA 101, Life Safety Code, Applicable regulations regarding electrical work, accident prevention, fire prevention, installation Instructions of equipment manufacturer.

1.2.2 Standards for Materials: All materials shall be new and shall conform to current applicable industry standards. Defective or damaged materials shall be replaced or repaired prior to final acceptance in a manner which meets the approval of the Contracting Officer at no additional cost to DoDDS. All equipment and material shall comply with the latest standards for EIA/IA, IEEE, NEC, ANSI and ASTM, UNI, VDE, EN, IEC and ISO. The National Electric Code and IEC norms shall apply as minimum requirements only and not as design criteria. All applicable local and international construction standards and practices shall be followed.

1.2.3 Work Description: Provide all labor, materials and supervision for the installation of complete and usable CCTV and Video Intercom systems for the DoDDS School, as described below and demonstrated in the attached drawings. The exact positioning of the equipment shall be coordinated with the Installation Force Protection Office and the COR. All cabling, conduits, power supply (from existing circuits), transformers, wireless features, accessories, devices, as well as civil and electrical work shall be provided and installed so that the system infrastructure is concealed within the existing walls and ceilings of the facility to the maximum extent possible. Surface mounted metal conduits must be authorized by the COR prior to any installation in areas where damage to the existing plastered surfaces or structure can occur.

1.2.4 Intercom Surveillance Systems: Contractor shall install (2) systems in locations indicated on attached drawings (pages 4 &5). Systems shall consist of a video monitor camera mounted on the exterior wall adjacent to the entrance doors; a voice intercom call station with two way speech capability, electronic door lock release to replace the existing lockset.

System shall be either wireless or concealed cable.

1.2.4.1 The following regulations are mandatory for the setting up of the video-intercom system:

- EN 50174: IT installation of cable systems.

- EN 60065: Safety regulations for network operated electronic devices and their accessories.

- IEC 92/53: Safety regulations for audio, video and similar devices.

- 72/23/EWG: Low voltage guidelines.

1.2.4.2 New Intercom Equipment: 2 each, surface wall mounted near entrance door intercom station with door loudspeaker module for 1 call button and one LED button module lighting; color titanium metallic, shall be furnished and installed connected ready for use complete with all system compliant accessories.

1.2.4.3 Door call station: Door call station shall include an integrated color camera for Siedle System or equivalent (camera must be able to swivel up, down, right and left); ¼” Interline CCD-Sensor; white diodes arranged around the camera to improve picture quality (diodes must have the ability to be separately controlled); and two wire transmitter to increase range.

1.2.4.4 Technical Data:

Resolution 500(H) x 582(V) = 291,000 pixels TV standard PAL Photosensitivity 5 Lux at F1:2.0 AGC on Lens Focal Length 3.2 mm (F1.2)

Shutter 1/50 s to 1/100.000 s Color Titanium Size 99 x 99 x 30 mm Type EFK 600

1.2.4.5 Desktop call station: This call station shall consist of modular telephone with hand phone and spring cord; built in light button and door opener button; electronic call generator with a minimum of 10 different, randomly selectable call signals; volume adjustment capabilities up to max 83 db(A), 2 door calls and internal call; monitor button for picture display, flat panel controller for brightness and color display; call shutoff with status display, which blinks when call is pending; desktop call station with all system compatible accessories shall be furnished and installed ready for connection.

Make: Siedle or equal.

1.2.4.6 Desktop monitor: Monitor shall be 5.6” color with rear illumination; 3.8” to 5” color LCD display with buttons for color and contrast adjustment; button for switching on the monitor; self activation for monitor and camera; PAL color system; 320 x 3(H) pixels, 240(V); input signal BAS 1 Vss at 75 Ohm; supply voltage 20 to 30 VDC; operating current max. 320 mA. A video desktop intercom station with control panel for connection of a desktop monitor and other system compatible accessories shall be furnished and installed ready for connection including adjustment of loudness and monitor colors.

1.2.5 Closed Circuit TV (CCTV) Security Surveillance Camera Equipment:

CCTV camera equipment shall consist of weather rated surveillance cameras, LCD or LED monitor and all related infrastructure including electrical and civil work for a complete and operable system.

1.2.5.1 Color monitors and cameras: Contractor shall procure and install (2) color monitors. Monitors shall be mounted in the reception area of school, in the approximate locations indicated in the attached drawings (page 2).

Monitor Specifics: 511 mm flat panel LCD or LED color monitors, automatic screen setting, automatic PAL/NTSC/Secam switching. Maximum resolution 1280 x 1024 Pixels (SXGA); video inputs: FBAS, VGA and DVI inputs; Contrast ratio: 1000 to 1, brightness 300 cd/m2, viewing angle 170 degrees horizontal, 170 degrees vertical; Response time 8 ms(GTG); Multi-lingual screen menus;

100-240VAC, 50/60 Hz. Internal power pack; Sturdy aluminum housing with Neo V optical glass. Monitor to be installed on a wall holder with tilt adjustment features. Monitor Make NEOVO X-20 or equal.

Provide and install monitor compatible surveillance weather rated cameras, with wide angle view features, with low light and color rendering capabilities in the areas shown on the attached drawings. The cameras shall be the stationary type, with viewing angles to be selected for the areas identified to be covered. The COR will indicate the area that will require the surveillance, and the Contractor shall select for approval the appropriate camera and lens system for the area to be viewed. The Contractor shall propose a video camera system that is specifically designed for high security surveillance, with anti theft deterrent mounting hardware. All surveillance material and equipment shall be furnished as a complete system, including all wiring, amplifiers, power, and accessories. Surveillance system shall be installed, tested and accepted by the COR.

1.2 Submittals:

-Manufacturers data monitors, intercoms, cameras and accessories.

-Installation instructions for monitors, intercoms, cameras and accessories.

-Installation plan for all power, cabling and accessories.

-As built drawings -2 year manufacturers warranty -2 year contractors warranty on all workmanship and materials.
