HE125426RE012 Daily Commute Student Transportation Services for Hohenfels SOLICITATION - QUESTIONS & ANSWERS (Q&A)
Item # Subject RFP or Attachment Reference Question/Confirmation/Comment Answers/Responses
01 Route List Attachment 7(a) Please clarify if the estimated number of safety attendants and/or routes are correct.
Yes, the estimated number of safety attendants and routes are correct.
02 Past Performance Attachment 3
We noticed that the 26RE012_Attachment+3_Volume+II+Past+Perf from Hohenfels only has 3 pages and is missing scope, magnitude of effort and complexity compared to the Wiesbaden HE1254-26-R-E011 solicitation and we just wanted to make sure that this correct?
Yes, the document is correct. Offerors should ensure they are reviewing the most recent version of the solicitation and all associated amendments.
03 Technical - Volume 1 Attachment 2
It is not clear how to fill out line 22, line 24 and line 25 for 26RE012_Attachment 2_Fachtor 1_Technical, Staffing Capability to Solicitation HE1254-26-R-E012. I am trying to add the numbers of the CM(S) with Hohenfels installation, but it is not possible and MS Excel shows a error prompt. Are we allowed to reprogram the cells listed above?
Attachment 2 - Technical has been updated to correct the cell errors. Offerors may not reprogram or modify cells in the attachment. Offerors should only enter data where indicated.
Please refer to the instructions tab for guidance on how to complete the attachment.
04 General N/A
Can the Government confirm whether there is an incumbent contractor currently performing these services, and if so, whether historical performance information or publicly available award data may be referenced?
Yes, the requirement is currently being performed under contract HE125421D2001. Offerors may reference publicly available award data (e.g.,SAM.gov) for historical contract award information.
05 General RFP Can the Government provide the estimated number of daily routes and/or approximate average daily student ridership to assist in accurate fleet and staffing planning?
This information is restricted only to Offerors who submit a completed Attachment 7, NDA.
06 General RFP
Are vehicles required to comply strictly with U.S. school bus standards, German regulatory standards, or a defined hybrid compliance framework?
In accordance with PWS 2.5.1.2, vehicles transporting students shall comply with school bus requirements for Host Nation and DoWEA requirements for student transportation.
07 General RFP
Is a formal transition or mobilization period anticipated prior to full performance commencement to allow for route familiarization, driver onboarding, and installation access processing?
There is no formal transition or mobilization period. Offerors should plan for route familiarization, personnel onboarding, and installation access processing prior to the start of contract performance.
08 General RFP Beyond driver vetting, are there specific vehicle inspections or installation-level certifications required for access to the Hohenfels installation?
Please refer to PWS, Section 2.5.
