About this file

This document is a Questions and Answers (Q&A) file for Solicitation Amendment 2 related to the Korea On-Board Surveillance Services (OBVSS) contract. The Q&A addresses key technical specifications for a mobile digital video recording (DVR) system to be installed in buses, including camera requirements, software approvals, and system features. Specific clarifications include: a maximum of 8 cameras can be installed, cameras must have wide-angle lenses with zero blind spots, and camera microphones must record clear audio without interference from weather or vibrations.

The document also provides important submission and approval details. The Non-Disclosure Agreement (Attachment 7) is due by the proposal deadline, and software proposed must have pre-existing DoDEA IT approval. While some features like online access are optional, they must still meet DoDEA system requirements. The final contract award is contingent upon DoDEA IT's software approval, and vendors may be notified through discussions if their proposed software does not meet pre-approval standards.

HE125425RE020 – KOREA OBVSS

Solicitation Amendment 2

Questions & Answers (Q&A)

Q1. Regarding the supplied camera lenses, is it required that all of them be wide-angle, fisheye, and 360-degree capable, or is it sufficient for only the front-facing camera inside the bus to have these features? Please clarify (generally, these features are only provided for one front-facing interior camera).

A1. Clarification:

a. Please refer to PWS Page 8, Camera Features and Specifications. Lens options such as: wide-angle, fisheye, 360, standard, etc.

b. Cameras to cover all areas inside the bus cabin (with zero (0) blind spots).

a. Wide-angle would be the minimum requirement.

Q2. Regarding all supplied cameras, is it required that all of them have a built-in microphone, or is it sufficient for only the front-facing camera inside the bus to have this feature? Please clarify (generally, the microphone feature is only provided for one front-facing interior camera).

A2. Please refer to PWS Page 8, Camera Features and Specifications. Camera microphones must be able to record clear, comprehensible, and uninterrupted audio while not being affected by weather or vibrations.

Q3. Please inform us of the maximum number of cameras that can be added inside the bus. The kind of the DVR is determined by the number of possible camera inputs

A3. 8 cameras maximum.

Q4. Would you kindly confirm whether [the Attachment 7 (NDA)] this document needs to be submitted along with the other required attachments, or if it is only applicable in later stages?

A4. Attachment 7 (NDA) is due by the proposal deadline. Vendors may submit Attachment 7

NDA at any time up until the proposal deadline.

Q5. System Operation Demo for DoDEA IT Approval On Attachment 1 (PWS), page 8, it is stated that "Final award is contingent upon the approval of the software by DoDEA IT."

Will a system operation demonstration be required for final approval by the DoDEA IT team?

What is the expected approval procedure?

A5. PWS Attachment 2 has been revised to include examples of software. Alternative software may be proposed, but only software with existing DoDEA approval will be accepted. Offerors may be notified through discussions if the software proposed is not pre-approved. Software without existing approval may result in a proposal being determined unacceptable for award.

Q6. Mobile DVR Requirements On Attachment 1 (PWS), page 7, the document requires

“optional online access” and “online storage” as optional features.

Should the “online access” requirement be disregarded since the Q&A stated that only manual

USB data transfer between DVR and office systems is required?

Should the “online storage” requirement be disregarded for the same reason mentioned above?

A6. The “online access” is not required; however, the contractor may propose it as an alternative solution. Note, any software must be pre-approved for DoDEA’s systems.
