About this file

This document is a Questions and Answers (Q&A) file for the HE125425RE020 Korea On-Board Surveillance Services (OBVSS) solicitation. The Q&A addresses several key technical details about the contract, including clarifications on digital video system requirements, camera configurations, and removal work quantities. Specifically, the document confirms that the video system will use locally stored data accessible upon vehicle return, not real-time cellular streaming, and that outward-facing side cameras are not required. The contract involves potential removal of up to 42 buses annually across four option years, with removal quantities ranging from 0 to 42 per year.

Unresolved aspects of the solicitation include pending answers about system operation demonstration for DoDEA IT approval and clarification on mobile DVR requirements for online access and storage. The previous contract number for this effort is HE125420D2001, and no site visits will be permitted prior to proposal submission. The proposal submission deadline is May 7, with answers to some outstanding questions expected in a forthcoming solicitation amendment.

(Page 8 of 10 of the PWS PDF).

Does this requirement imply that the system must provide real-time video streaming using cellular (3G/4G/5G) communication while the vehicle is in motion?

A2. (a) No.

Q2. (b) Or would locally stored data accessible upon vehicle return suffice, provided full coverage is achieved?

A2. (b) Correct.

Q3. Site Visit Prior to Proposal Submission Will a site visit be permitted before the proposal due date? If possible, please provide a schedule for site visits during the week of April 28, as the proposal submission deadline is May 7.

A3. No, There will not be a site visit for this requirement.

Q4. (a) Removal Work Quantities for Option Years Regarding Attachment 5 (Price Form) and the Combined Synopsis, which include removal costs for 42 buses annually:

Is it correct to interpret the number "42" as the maximum possible quantity?

A4. (a) Correct.

Q4. (b) Should we assume that the removal quantities for ‘Option-Year 1’ through ‘Option-Year

4’ could range from 0 to 42, rather than being fixed at 42?

A4. (b) Correct.

Q5. System Operation Demo for DoDEA IT Approval On Attachment 1 (PWS), page 8, it is stated that "Final award is contingent upon the approval of the software by DoDEA IT."

Will a system operation demonstration be required for final approval by the DoDEA IT team?

What is the expected approval procedure?

A5. Answers are pending. They will be addressed in a forthcoming solicitation amendment.

Q6. Camera Configuration Requirements On Attachment 1 (PWS), page 9, the document outlines seven camera configurations but does not mention any camera facing outward on left and right side.

Can you confirm that outward-facing side (Left/Right) cameras (e.g. Stop Arm camera) are not required?

A6. Correct, the outward-facing side (Left/Right) cameras (e.g. Stop Arm camera) are not required.

Q7. Mobile DVR Requirements On Attachment 1 (PWS), page 7, the document requires

“optional online access” and “online storage” as optional features.

Should the “online access” requirement be disregarded since the Q&A stated that only manual

USB data transfer between DVR and office systems is required?

Should the “online storage” requirement be disregarded for the same reason mentioned above?

A7. Answers are pending. They will be addressed in a forthcoming solicitation amendment.
