About this file

This document is a combined synopsis/solicitation for a Firm-Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Korea On-Board Vehicle Surveillance System (OBVSS) IT services and equipment. The Department of Defense Education Activity (DoDEA) Pacific West Region is seeking a contractor to provide services for 42 buses, with a base period of one year and four one-year option periods, plus an additional six-month option under FAR 52.217-8. The contract will include initial installation of surveillance equipment on 45-passenger buses, bi-annual preventative maintenance, unscheduled corrective maintenance, and provisions for additional materials such as hard drives, cables, and cameras.

Proposals must be submitted electronically by 1:00 p.m. EDT on May 7, 2025, to Carolyn Vincent and Dustin Fazzini at specified email addresses. The solicitation requires offerors to complete four volumes: Technical Approach, Past Performance, Price, and Representations and Certifications. The government will evaluate proposals using a Best Value Tradeoff approach, with Technical Approach and Past Performance being more important than Price. The NAICS code is 334220, and the contract will be awarded to the responsible offeror whose proposal represents the best value to the government, with a focus on the contractor's technical capability, past performance, and pricing.
