About this file
This document is a Past Performance Volume instruction for a solicitation by the Department of Defense Education Activity (DoDEA) for Korea On-Board Surveillance Services. The instructions outline detailed requirements for offerors to submit past performance references, with a minimum of one reference for the prime contractor and one for subcontractors. References must be from within the last three years and demonstrate relevance through similar scope, magnitude of effort, and complexity related to student transportation services and on-board vehicle surveillance systems.
Key evaluation criteria include the ability to maintain, install, and remove equipment, provide timely and accurate reports, and effectively communicate with stakeholders. Offerors must document specific details for each past performance reference, including contract number, type, period of performance, contract value, customer information, and a brief description of the effort. The solicitation emphasizes the importance of proving similarity in work type, scale, and operational complexity to the proposed on-board surveillance services contract, which is a single Firm-Fixed Price Indefinite Delivery/Indefinite Quantity (FFP IDIQ) contract for a potential 5-year period covering DoDEA Pacific West Region in Korea.

Past Performance Volume Instructions
In the event the Offeror does not have any past performance record, the Offeror shall still submit a Past Performance proposal with a statement that past performance is unavailable.
The Offeror shall submit at a minimum of one (1) recent past performance for the prime and one (1) for the subcontractors/teaming contractor (performing as the Prime on that effort) to determine the recency, relevancy, and quality of the Offeror’s performance. To be recent, the effort must be on-going or must have been completed within the last three (3) years by the closing date/time of this solicitation. To be relevant, the Offeror must demonstrate that performance that performance involved similar scope and magnitude of effort and complexities this solicitation requires. The relevancy analysis will focus on if the Offeror has provided services similar in scope, magnitude of effort and complexities as follows:
Scope: Refers to the type of work performed in the Offeror’s past performance reference when compared to the type of work required in this solicitation. The type of work required is for student transportation services, on-board vehicle surveillance system.
Magnitude of Effort: Refers to the size (e.g., dollar amount, personnel, vehicles) of an Offeror’s past performance reference. The Offeror’s past performance reference will be compared to the Government’s estimated amount to perform the work required in the PWS.
Complexity: Refers to the level of complication of an Offeror’s past performance reference. The level of complexity will be compared to the Government’s estimated complexity level. The following factors will be considered for each past performance reference to determine whether each reference is similar in complexity.
1. Maintaining, installing, and removal equipment in accordance with the PWS.
2. Providing timely and accurate reports and other contract deliverables.
3. Effectively communicating with all stakeholders. Communicating issues as necessary to ensure all stakeholders were informed.
The Contractor shall follow the format shown in the next page when submitting Volume II – Past Performance.
