RFP
PWS Section 6.3.4

Will the contractor have access to DISA’s short circuit study prior to award?

Yes. Study will be provided after award in EasyPower 11.0 format.

3
General
Material Storage

Is there a climate-controlled storage space on NSA Mechanicsburg that would be available for new CRAH, PDU and RDU units to be stored until the new units are ready to be installed? Since the CRAH units can only be brought down a few at a time, climatized staging and storage will be necessary to ensure that the project schedule will not be delayed.

If not, should the bidders price in climatized storage off base for the units into the proposal?

Climate controlled space is not available. There is limited warehouse space that is heat only and does not have cooling or humidity control. Warehouse space does not have a loading dock. DISA cannot assist with off-loading or delivery of equipment to building 308.

4
Appendix A
Sheet MD101
In Rm 217, how many of the CRAH units can be brought out of service for demo and installation of the new

CRAH units at one time?

Only one unit at a time can be removed from service.

5
Appendix A
ED-603
Can the Government please provide example Method of Procedures?

How long do we need to build into the project schedule for ASI’s?

Example MOP will be provided in response.

ASI (HAZCON) notification should be planned with a minimum 30 calendar day notification period to allow for DISA coordination.

6
Appendix A
ED-106
Plan note #6 states to re-utilize the assigned circuit breaker from Panel EDP_2-CD-15 with new circuit breakers, EMT conduit and wire.

Since the new CRAH units require dual feeds, is it the intention of the Government that all of the new CRAH units will receive 2 brand new feeds to include circuit breakers, EMT conduit and wire?

Yes. Reference drawing E-601B for additional CRAH circuits.

7
Appendix B
Section 23 05 93
Spec 23 05 93 states that the TAB contractor shall participate in the commissioning process and spec 25 08 00 makes a vague reference to the Commissioning process for the controls portion of the project.

With the installation of 14 new CRAH units placed into the system, is it only a requirement for TAB of the mechanical system and commissioning of the controls portion of the project? On previous DISA programs, Independent 3rd party commissioning for the entire mechanical system was required.

Should the contractor along with pricing in TAB also price in 3rd party independent commissioning for the mechanical system? If so please update the specifications to include what is required for the overall commissioning of the mechanical system.

Yes, it is the requirement for TAB of the mechanical systems and commissioning of the integrated controls. No independent 3rd party commissioning has been identified in the PWS and no pricing should be included. Continuous functional performance testing is necessary to ensure operation of new equipment.

As part of the TAB requirements, integrated systems testing with all modified equipment under this PWS is a requirement.

Recommend using ASHRAE 202 as a reference for any testing/commissioning.

8
Appendix B
23 05 93
Please provide the specific information to be included within the records of existing conditions (spec section 23 05 93 – 1.4 SD-01).
Existing conditions should include:

· Operational condition of identified equipment

· Any existing deficiencies prior to replacement

· All deficiencies related to integrated controls and alarms of existing identified equipment

9
Appendix A
M-500
M-500 CRAH Piping Detail – The entire CHW system has autoflow balancing valves on each CHW coil. Should the balancing valve shown in the detail be a manual or an autoflow balancing valve? Our recommendation would be an autoflow balancing valve. Drawing M-500 states a manual valve.
Yes, they should be 2-way autoflow balancing valves
10
Appendix B
23 05 93
Once all of the CRAH’s are replaced, spec section 23 05 93 – 3.2.2.1 states “measure the actual flow in the new chilled water piping”. Please verify the entire CHW system shall be re-balanced to ensure the CHW system differential pressure setpoint is optimized for energy efficiency (lowest psi setpoint for the most restrictive CHW coil to flow design GPM).
Yes, concur
Appendix A
MD100, MD101, M 100,
Note #3 states that the drawings are not a complete representation of all systems to be removed and the contractor should field verify for bidding purposes.

The solicitation states that there will be no pre-bid walkthrough for this project. Will there be a change order that happens after contract award once the winning bidder has an opportunity to field verify that demolition work on sheet MD100?

Bid should be consistent with what is on the drawings and in the SOW. If unforeseen conditions occur, we will evaluate if a mod is needed at that time.

General

Does the site have sufficient laydown space for all new CRAC units? The manufacturer will deliver all CRACs together. The contractor is only allowed to swap one CRAC at a time. Can the site support temporary storage of the new CRACs as they are incrementally installed? If not within the building, can a Connex be located adjacent to the building?

Yes, there is limited warehouse space that is heat only and does not have cooling or humidity control. Warehouse space does not have a loading dock. DISA cannot assist with off-loading or delivery of equipment to building 308.

13
General
During the period of time that some old CRACs remain and some new CRACs remain, is it permissible for the new CRACs to be operated in “manual” mode, i.e., not integrated into the control systems? This would facilitate a controls integration after all new CRACs have been installed
Yes, it is acceptable to be in manual mode until all of the new CRAHs are installed and then all controls can be integrated.
14
Appendix A
M-100
Regarding Plan Note 4 on M-100, please provide finished ceiling height at the CRACs in question so contractor can correctly price manufacturer return plenum. CRAC schedule Note 14 is not utilized in the schedule. Please confirm that plenums are only desired for CRACs 63 and 65 per M-100.
1st Fl – CRAH 65 = 8’8”

· Other 2 CRAH = 9’5”

· Lowest door height 7’8” without removing any hardware

2nd Fl – Ceiling = 9’5-1/2”

· Front door (single door) 7’7” without removing hardware

· Rear Doors (double with removable mullion) = 7’7”

· There are 2 cable trays that could cross the entry path from the Rear Doors. One is 7’9” and the other is 7’3”

15
General
Please confirm cooling capacity of existing CRACs is comparable to that desired in the new CRACs and that existing piping is sufficiently sized for reuse.
Confirmed
Appendix A
M-500
Regarding note 4 on M-500, please confirm that tie-in of the manufacturer provided smoke sensor into any existing building fire alarm/detection system is by other and outside the scope of this contract.

Correct, the in unit smoke sensors are redundant and do not need to be connected to building system

17
General

Please confirm RAF height for all CRACs to suitable size CRAC stand height.

24 inches

18
General

Regarding CRAC electrical feeders. Please confirm it is DISA’s intent that all existing feeders be completely demoed, and new conduit, junction boxes, fittings and wiring be installed for both new feeders for each new CRAC. (I.e., the contractor is not allowed to re-use any existing infrastructure.)

Existing CRAH circuits (wire) shall be removed. Drawing ED-102 Plan Note 1 only requires demo of wire. Note requires new circuit breaker. Existing conduit and fittings can be reused if size allows new CRAH circuit wiring. Additional new feeders for new second CRAH unit feed will be new.

19
Appendix A
ED-106
Regarding Plan Note 1 on ED-106. The note indicates that there will be some provision of the critical A bus in room 201 that will support branch circuits currently on PDU-2-B-30. However, in the new electrical drawings, an empty cloud exists with the note to install an RDC to replace old PDU 2_B_30. No specs are given for the new RDC.

Is the contractor responsible for cutover of the branch circuit wiring from the old PDU to the new RDC? If so, how many / what size circuits exist. Is splicing allowed if the existing wiring is too short?

Referencing Plan Note 1 on ED-106. Intent is to remove existing branch circuit and remove PDU. Drawing E-106 empty cloud indicates placement of RDC that will support circuits removed from PDU_2-B-30. This will change circuits to an “A” source.

20
General

No “New Work” One-line was provided for UPP-A-1 and UPP-B-1. Are the same 400A breakers to be reused for new PDUs A-28 and B-28? Can feeders (conduit and wire) from Room 116 to the PDUs be reused? Can the breakers in UPP-A-1 and UPP-B-1 be reused?

No. Intent of PDU replacement is to install new feeder breaker and wire. If conduit exists for older feeder, it can be used if sizing meets NEC requirements.

21
General

Please confirm that electrical feeders crossing into Room 217 only need dielectric breaks and not RF filtering.

PWS requires following ICD/ICS 750. Only dielectric breaks. No RF filtering.

22
General

Is contractor permitted to de-energize EPO control panels for modifications?

Yes. Notification of status should be provided.
