Is there a climate-controlled storage space on NSA Mechanicsburg that would be available for new CRAH, PDU and RDU units to be stored until the new units are ready to be installed? Since the CRAH units can only be brought down a few at a time, climatized staging and storage will be necessary to ensure that the project schedule will not be delayed.
If not, should the bidders price in climatized storage off base for the units into the proposal?
Climate controlled space is not available. There is limited warehouse space that is heat only and does not have cooling or humidity control. Warehouse space does not have a loading dock. DISA cannot assist with off-loading or delivery of equipment to building 308.

| Plan note #6 states to re-utilize the assigned circuit breaker from Panel EDP_2-CD-15 with new circuit breakers, EMT conduit and wire. |
Since the new CRAH units require dual feeds, is it the intention of the Government that all of the new CRAH units will receive 2 brand new feeds to include circuit breakers, EMT conduit and wire?

| Section 23 05 93 |
| Spec 23 05 93 states that the TAB contractor shall participate in the commissioning process and spec 25 08 00 makes a vague reference to the Commissioning process for the controls portion of the project. |
With the installation of 14 new CRAH units placed into the system, is it only a requirement for TAB of the mechanical system and commissioning of the controls portion of the project? On previous DISA programs, Independent 3rd party commissioning for the entire mechanical system was required.
Should the contractor along with pricing in TAB also price in 3rd party independent commissioning for the mechanical system? If so please update the specifications to include what is required for the overall commissioning of the mechanical system.

| M-500 CRAH Piping Detail – The entire CHW system has autoflow balancing valves on each CHW coil. Should the balancing valve shown in the detail be a manual or an autoflow balancing valve? Our recommendation would be an autoflow balancing valve. Drawing M-500 states a manual valve. |

| Once all of the CRAH’s are replaced, spec section 23 05 93 – 3.2.2.1 states “measure the actual flow in the new chilled water piping”. Please verify the entire CHW system shall be re-balanced to ensure the CHW system differential pressure setpoint is optimized for energy efficiency (lowest psi setpoint for the most restrictive CHW coil to flow design GPM). |

The solicitation states that there will be no pre-bid walkthrough for this project. Will there be a change order that happens after contract award once the winning bidder has an opportunity to field verify that demolition work on sheet MD100?

Does the site have sufficient laydown space for all new CRAC units? The manufacturer will deliver all CRACs together. The contractor is only allowed to swap one CRAC at a time. Can the site support temporary storage of the new CRACs as they are incrementally installed? If not within the building, can a Connex be located adjacent to the building?

During the period of time that some old CRACs remain and some new CRACs remain, is it permissible for the new CRACs to be operated in “manual” mode, i.e., not integrated into the control systems? This would facilitate a controls integration after all new CRACs have been installed

| Regarding Plan Note 4 on M-100, please provide finished ceiling height at the CRACs in question so contractor can correctly price manufacturer return plenum. CRAC schedule Note 14 is not utilized in the schedule. Please confirm that plenums are only desired for CRACs 63 and 65 per M-100. |

Please confirm cooling capacity of existing CRACs is comparable to that desired in the new CRACs and that existing piping is sufficiently sized for reuse.

| Regarding Plan Note 1 on ED-106. The note indicates that there will be some provision of the critical A bus in room 201 that will support branch circuits currently on PDU-2-B-30. However, in the new electrical drawings, an empty cloud exists with the note to install an RDC to replace old PDU 2_B_30. No specs are given for the new RDC. |
Is the contractor responsible for cutover of the branch circuit wiring from the old PDU to the new RDC? If so, how many / what size circuits exist. Is splicing allowed if the existing wiring is too short?

No “New Work” One-line was provided for UPP-A-1 and UPP-B-1. Are the same 400A breakers to be reused for new PDUs A-28 and B-28? Can feeders (conduit and wire) from Room 116 to the PDUs be reused? Can the breakers in UPP-A-1 and UPP-B-1 be reused?
