MEC RF Q&A

QuestionAnswer
What are the daily working hours and can they extended?Data Center Mechanicsburg Daily Work Hours are: 7:00 am to 3:30 pm Eastern Time, Monday through Friday, excluding Federal Holidays. Extended hours on occasion may be arranged on a case by case basis with the site Facility and Security Managers.
How many escorts are assigned to the project? The Government will provide adequate security escorts to meet all site security requirements. Facility access is controlled and project phasing is required.
Is an under floor cable tray drawing available? No drawings exist for underfloor cable trays. Drawing attached for overhead cable trays.
Specification section 2.1.2.1 States Provide seismic calculations sealed by a Professional Engineer to confirm the installation meets the seismic requirement in accordance with IBC. The existing access flooring is a standard type 1A base can we provide the same base without calculations? If not, will a recommendation from Tate suffice or do they need to be stamped by a PA Engineer. To provide calcs we will need the following information: The designed Spectral Response Acceleration. If, that cannot be provided Mapped Spectral response acceleration and Site Class will need to be provided. We will also need the Seismic Importance Factor.Yes, it is allowable to use the same standard type 1A base as existing access flooring without calculations or a recommendation from Tate will suffice. Mapped Spectral Response Acceleration is not available.
Specification section 2.2.2.6.1 High Pressure Laminate calls for 1/8” thick Nevamar. Tate does not provide 1/8” thick HPL anymore it has been discontinued. They can provide specified product and color at 1/16” thick that meets all other specs. The 1/16" HPL is acceptable as we have confirmed with the manufacturer that 1/8" is being discontinued, unless special ordered.
Specification section 2.2.3.3 Gaskets. These are non-standard for Tate are they required?Disregard this section in the DISA Rigid Grid Access Flooring specification. The Specification has been updated and attached as of 26 Mar 2021 to delete this outdated requirement.
SGR, are we only responsible for commissioning and testing the SRG in the areas of work and not the entire building ground?Correct, this project scope is only for the new SRG install and testing in the 2nd floor computer rooms.
Is there an existing SRG grounding drawing available identifying tie points and grounding bars?Electrical drawings are attached that show the extent of the existing grounding system information. Refer to Sheets E-126 through E-130.
6.2.4.2 Grommets: The PWS states to allow an additional 10% of grommets for rack changes. Are additional racks going to be installed prior to or during execution of this contract, or will the existing configuration of the racks be changed? The latest rack layout drawing is being provided. However, mission changes are possible with short notice to DISA Facility Engineering.
What is the weight of cabinets RR 201 and RR 106 in room 203?Cabinets have an estimated weight of between 2000 lbs to 2500 lbs.
6.2.1.2 Existing Equipment: The PWS states there are approximately 620 IT racks and other equipment. Please confirm 620 is the number we are to use for bidding purposes. There are currently 609 IT racks on the floor as of 26 Mar 2021. The site has approximately 15 racks schedule in by the end of April 2021.
2.1.2.1 Seismic Performance: In an effort to determine the appropriate pedestal type, means of pedestal anchoring, and seismic bracing required we need the following information:

a. Seismic Importance Factor

b. Design Spectral Response Acceleration

c. Mapped Spectral Response Acceleration

d. Design Live Load on access floor (psf)

e. Design Dead Load – equipment attached to/through the access floor. This information is typically found on structural drawings cover sheets. Can as-built structural drawings for the building be provided?Structural Drawings attached. Specific information not available from the Navy Facility Command. it is allowable to use the same standard type 1A base as existing access flooring without calculations or a recommendation from Tate will suffice.
2.2.2.6.1 and 6.2.3.2 (PWS) 1/8” High Pressure Laminate: As of December 2020, Tate Access Floors has eliminated 1/8” HPL from their standard offering. Will 1/16” static dissipative high wear HPL be acceptable, or will special production runs be required? The 1/16" HPL is acceptable as we have confirmed with the manufacturer that 1/8" is being discontinued, unless special ordered.
2.2.3.3 Stringer Gaskets: Stringer gaskets are no longer available from Tate Access Floors. Please confirm stringer gaskets will not be required.Noted, the requirement has been removed from the DISA Specification for Rigid Grid Access Flooring, updated 26 Mar 2021.
2.2.7 Existing Clean Agent System: There was no clean agent system installed during our walkthrough. We understand that a clean agent system will be installed prior to the access floor replacement. Please provide drawings showing tank quantities and locations, along with means of attachment to the access floor.Drawing attached for NAVFAC Fire Suppression Clean Agent System.
6.2.1.2 Seismic Bracing: Seismic bracing is not installed under the current access floor system. If seismic calculations bear out that seismic bracing is not required, can this section be ignored?Yes, if If seismic calculations bear out that seismic bracing is not required, then no bracing would be needed.
6.2.1.2 There are several pods of containment end of row doors and row filler panels, attached to the server racks that need to be lifted in Room #214. It appears there is more containment to be installed. Who is responsible to remove and re-install the containment components?Any components on the computer room raised floor that need moved or lifted to replace the access flooring beneath will be the contractor's responsibility. The Government has no other means to remove and re-stall the containment components.
6.2.2.3 Perimeter Stringers: Perimeter edge stringers along the wall are not available from the manufacturer. Will the manufacturers’ engineered perimeter condition be acceptable?Yes, manufacture's engineered perimeter pedestal supports are acceptable solution.
6.2.6 The existing pedestal bases have been glued and mechanically pinned to the concrete subfloor. At a later time, a gray paint was applied to the sub floor and some paint is on top of the base plate and is not covering the base plate in other areas. Will the contractor be responsible to re-paint the sub floor and cover the base? If so, please advise the type of acceptable paint to match the existing.Yes, touch-up paint is required where floor repair is necessary as stated in PWS Section 6.2.6. Recommend single coat of SealBond MA-200 with a total of 3 mil thickness to best match existing floor gray color.
6.3.1: Per Appendix A, Drawing A-101 Keyed Note 5, Rooms 201,202,203, 203A and 214, we are to install a new Signal RA21:B25eference Grid, SRG per the PWS and Details Drawing E-500 as well as the PWS and Appendices for SRG grounding (general note 3). Furthermore Detail 1, Drawing E-500 as well as Appendix C require a complete SRG subsystem consisting of #6 continuous bare copper installed in a 2 foot by 2 foot configuration, bonded to pedestals and attached to 4/0 ground loops, each with tie conductors bonded by 750 kcmil conductors to the existing Lightning Protection System counterpoise via a dedicated isolated ground bar (Figure 1 Appendix C).

Based on our site visit, the existing SRG consists of copper straps connected to pedestals at varying intervals, bonded to building steel with no 4/0 ground loop, no 600 kcmil loop tie conductors and no direct bond to the existing LPS counterpoise.

Confirm it will be necessary to design and install all components required for a complete SRG subsystem as stated above and necessary to meet the performance criteria (Appendix E) for minimum resistance of 50 milliohms for testing from ground loop tie conductors back to the LPS counterpoise. Accessment of teh existing SRG is correct. There are also grounding plates under the raised access flooring connected to building steel as noted on the electrical drawings.

Appendix E is in conflict with the PWS and the Appendix C, SRG for Grounding, and is removed. Follow the requirements as stated in Appendix C, SRG for Grounding, Paragraph 5.3.1 f. for "all testing to certify connections are verified and less than 1 ohm."

6.3.4.1 Wall Penetrations: Wall penetrations are not expected. Since 4/0 ground loop is not installed and ground loops need to be tied together, please confirm wall penetrations will be required.Yes, wall penetrations appear to be required with a sleeve needed through wall and fire caulking to fill around conductor.
Please provide a copy of the facility electrical one line that would depict site grounding as well as size and grounding of the existing PDUs as removal from the legacy grounding grid requires proper grounding of the PDUs as part of the SRG replacement.Electrical drawing attached. Refer to E-600 sheets
Please provide a copy of the existing grounding electrode plan that will identify facility ground and counterpoise locations.Electrical drawings attached. The site has no true perimeter counterpoise. At building perimeter column there is an individual ground rod per column. In the first floor mechanical room there is a grounding bar connected to the generator vault perimeter grounding. It is possible to make the SRG grounding connection to the grounding bar in first floor mechanical room with a floor penetration from the secound floor.
The existing ground strap installed atop the concrete sub floor has been painted to the sub floor with a gray paint. Upon demolition of the legacy ground grid, will we need to re-paint the concrete sub floor. If so, can you please provide the type of paint to be used to match existing?Yes, touch-up paint is required where floor repair is necessary as stated in PWS Section 6.2.6. Recommend single coat of SealBond MA-200 with a total of 3 mil thickness to best match existing floor gray color.
