Scope Identification The Defense Commissary Agency (DeCA) operates 245 commissaries worldwide for the Department of Defense (DoD). DeCA’s mission is to deliver a vital benefit of the military pay system that sells grocery items at cost while enhancing the quality of life and readiness. Each commissary uses a point of sale (POS) system, Commissary Advanced Resale Transaction System (CARTS), to process customer purchases, capture sales and financial data from those purchases, generate management reports, and provide information electronically to other DeCA and external government business systems.

This document defines requirements necessary to meet DeCA’s objective of keeping pace with commercial grocery best practices. Specific requirements provided in this document include: performance requirements; hardware, security, and telecommunications requirements; and ENERGY STAR compliance.

To assist the offerors to better understand the environment and requirements, DeCA has provided a technical library (www.commissaries.com/cartsrm) which provides documentation that should be used to help prepare all proposal responses.

Program Overview Throughout this document, all legacy POS software, hardware, system interfaces, and other supporting hardware and software that comprises the current CARTS solution will be referred to as CARTS. The current CARTS solution, including software/hardware and interfaces will be replaced and modernized with a new solution. Throughout this document, the modernized POS hardware solution will be referred to as CARTS R/M. CARTS R/M will be integrated with DeCA’s Enterprise Business Solution (EBS) POS software, store controller, and server center hardware and software. Throughout this document, the complete EBS system, including NCR Retalix 10, and all software and hardware functionality provided by the EBS contractor, NCR, will be collectively referred to as EBS.

The modernization and replacement program will be performed over a four year period, during which CARTS will be phased out by CARTS R/M and EBS. The CARTS R/M contract is defined by four distinct phases: 1) transition, 2) sole responsibility for the fielded CARTS solution, including integration of CARTS with EBS functionality 3) global deployment of the CARTS R/M solution integrated with EBS, 4) maintenance and sustainment of the CARTS R/M solution.

The CARTS R/M contractor is responsible for maintaining and supporting all current CARTS capabilities. The CARTS R/M contractor will maintain the help desk (Tier 1-3), support software and hardware maintenance, all change requests, training requirements, and program support for the current CARTS hardware and software. As each store is modernized, the CARTS R/M contractor will be responsible for their own equipment, operating system, firmware, as well as all integration/connectivity to the software and hardware provided by EBS. DeCA will manage the interactions between the Tier I DeCA help desk and the respective EBS and CARTS R/M Tier II and above help desks.

The scope of CARTS R/M contract includes:

CARTS support. Maintaining the legacy POS and all supporting hardware and software as part of the current CARTS capabilities.

New POS hardware. Replacement of all retail locations (worldwide installation and maintenance) and DeCA and NCR test beds. Major components include but not limited to: registers, personal computers for dedicated web access, scanner scales, checkout lanes, cashier and customer display, self-checkouts, wireless registers, cash management systems, and back office equipment.

Help desk. The CARTS R/M contractor is responsible for providing sustainment Help Desk (Tier 1-3) of the current CARTS capabilities. DeCA will provide Tier 1 support for the rollout/sustainment of CARTS R/M with EBS. The CARTS R/M contractor is responsible for help desk services beyond Tier 1 for CARTS R/M. DeCA’s expectation is a single contact center/help desk to support CARTS R/M. DeCA’s current help desk system is Remedy. Offerors may propose integrating with the existing Remedy system, or may propose their own solution.

Integration/interface services. Integration/interface services include interfacing the CARTS and CARTS R/M systems with the EBS Government Furnished Equipment (GFE) hardware and software, including NCR Retalix 10.

System Overview CARTS R/M equipment will replace DeCA’s current POS hardware. In January 2015, DeCA awarded the EBS program to NCR Government Systems to acquire and deploy an integrated EBS that includes modernized POS software from the NCR Retalix 10 suite. The new EBS system which is scheduled for deployment FY2017 through FY2020 will be aligned with the deployment of the CARTS R/M store level hardware. The CARTS R/M contractor must coordinate and cooperate with the EBS contractor to accomplish interrelated discovery, integration, test, and deployment activities between the CARTS, CARTS R/M, and EBS systems. CARTS R/M will provide store hardware to run NCR Retalix 10 and support full realization of the supply chain capabilities.

The CARTS R/M contract phases are described below:

· Phase 1 (Transition): A gradual handoff of the maintenance of CARTS from the incumbent (IBM) to the CARTS R/M contractor. Phase 1 is projected to end 90 days after contract award.

· Phase 2 (CARTS Sustainment and Integration): The CARTS R/M contractor will be solely responsible for the day-to-day operation of the CARTS solution. Day-to-day operation includes such duties as providing the CARTS Help Desk, system administration, database administration, software updates and security patch deployment, contractor program management efforts, and support of the monthly Program Management Reviews (PMRs) and quarterly reviews. The CARTS R/M contractor must be prepared to resolve any hardware or software deficiencies which arise, provide substitute hardware for any components which have reached end-of-service life, and deployment of POS hardware and software to any newly constructed stores or stores which have been altered or modified by DeCA. The contractor must also support integration of EBS functionality with CARTS including, but not limited to discovery activities, user configuration of department codes, EBS Gift Card program, EBS Rewards Card program, and the EBS Connected Payments application. The CARTS R/M contractor must coordinate and cooperate with the EBS contractor to resolve discovery and integration issues.

· Phase 3 (Global Deployment of CARTS R/M Integrated with EBS): The CARTS R/M contractor will integrate the CARTS R/M solution with EBS provided software/hardware. The CARTS R/M contractor must coordinate and cooperate with the EBS contractor to resolve discovery and integration issues. After successfully integrating the hardware and software during developmental testing, the CARTS R/M contractor will assist DeCA with preparing the system for operational testing and the Risk Management Framework assessment which results in the Authorization to Operate on the DeCA network. Then the CARTS R/M contractor will deploy the new system to DeCA commissaries using a multi-year approach beginning with limited piloting followed by full deployment as defined in the integrated master schedule. DeCA is currently planning for a four year deployment period.

· Phase 4 (CARTS R/M Sustainment and Maintenance): Begins after CARTS R/M with integrated EBS has reached full operational capability (FOC). In this phase, the CARTS R/M contractor will continue to sustain the system until the end of the contract. The CARTS R/M and EBS Help Desks must cooperate to resolve any open trouble tickets; the CARTS R/M contractor will be responsible for rectifying all trouble tickets related to the new solution provided by CARTS R/M.

CARTS R/M will include ICSCs (additional details are provided in the CARTS R/M Technical Library at www.commissaries.com/cartsrm). An ICSC is a counter system, or four-sided kiosk, that encloses tobacco cabinetry with a locking mechanism and provides for three POS register locations: Customer facing merchandisers are equipped with front and back belts are on the left and right sections and provide full service customer checkout capabilities (see Section 2.1.1.2.1 and the CARTS R/M Technical Library). The front of the ICSC includes a local till store and accommodations for a small safe; its back section features a customer service counter (see Section 2.1.1.2.3) and a dual swing, latching, entry/exit door at the rear.

Power is fed to the ICSC using two power poles. The power/data pole and feeds for the existing belted checkout lane will be used to extend power and data through the existing lane fixture to the customer service terminal. The second power/data pole feeds the express lane. The ICSC footprint (15’ by 17’) is designed such that the express lane power pole will be in line with other CARTS R/M installed power/data poles, with multiple decor packages to include java and beige.

Price Checkers CARTS R/M will provide wireless price check stations (devices) that can be strategically located within the commissary to allow the customer to verify product pricing by taking an item to the station and having the station scan the UPC/GTIN code (barcode) and display the sale price.

Electronic Shelf Labels The CARTS R/M solution must include ESL hardware, software, interfaces, installation, maintenance, and wiring requirements at CONUS commissaries.

Cash Management Systems A cash management system is cash/coin counting machines that interface with the front-end cashier closeout settlement process whereby a unique operator/cashier identifier is entered; cash/coins are loaded and processed; and CARTS R/M cashier settlement and office balance processes are updated. DeCA’s higher volume commissaries (stores) may receive automated cash management systems. CARTS R/M must provide cash balancing/recycling hardware for automated till and safe reconciliation. It must be fully integrated with POS note and coin recyclers and provide: user friendly application; detailed reporting on all cash activity including cashier settlement; printable reports, integration with NCR Retalix 10; guided bank deposit preparation; virtual vault feature; multi-user authentication; real-time cash monitoring; remote monitoring; and the ability to support other media (i.e., food stamps, checks, credit, debit, stored value cards, and other EFT capability).

Coin Counters CARTS R/M coin (currency and money) counting/sorting hardware includes a bill and coin counter/sorter, an integrated printer, and automated coin wrapper, which rolls coins by denomination with minimal human intervention. These devices must be integrated with EBS and NCR Retalix 10. Site surveys may recommend that large stores require two counter/sorters.

Personal Computers (Data Entry Device) CARTS R/M will include personal computers (PCs) for web-based data entry. These PCs will be located in the back office and cash cage and used by DeCA store employees to connect to the store server/controller and web-based services to perform administrative and data entry functions. These PCs must be delivered initially with at least 8 Gigabytes of RAM and provide capacity for at least 16 Gigabytes of RAM. The PCs will include a 2D bar code reader (capable of reading all bar codes to include QR codes). The PCs will support network access entry via DoD-approved smart card readers capable of reading a DoD CAC to verify authorized system access.

Printers (Shelf Label and Signage) CARTS R/M will include printers for the back office (in support of operational functions). Printers must be wired and wireless capable. Each commissary will receive a minimum of two printers, one portable printer for shelf tag printing and one for all other back office functions, such as report printing.

Portable printers will be used for replacing labels in the aisles of the stores and printing receipts for Click2Go curbside pickup patrons. More details on the portable printers can be found in the Technical Library. Back office printers will be used to print shelf labels, promotion signage and, at selected DeCA locations, vinyl ESL overlays. Printers must support industry standard shelf label sizes and formats, and generate and print at a minimum rate of 4,000 labels (unattended) during a 20-minute period. This includes the capability to start label printing at a specified column and row on a sheet of label stock. CARTS R/M must produce small size (approximately 2 inches long by 1 3/16 inches high) and large size (approximately 3 1/4 inches long by 1 3/16 inches high) labels.

Operating Supplies The CARTS R/M solution will include all supplies required to operate the system (e.g., receipt paper, printer ribbons, and LED light bulbs). At initial deployment, the CARTS R/M hardware solution will include all operating supplies to support system operation for three months. A complete list of those supplies will be included in the each proposal, and will include item descriptions and prices of supplies based upon one year of system operation. The contractor must provide a website for the purchase of consumable supplies. The contractor will provide a maximum 30-day order ship time from the date the order is placed.

Deploy Capabilities Worldwide The CARTS R/M contractor must support DeCA’s current POS system, CARTS, as well as the deployment of the modernized solution. In all deployment efforts, the CARTS R/M contractor must coordinate with DeCA to develop a deployment strategy in a manner consistent with DeCA’s priorities and with minimal disruption to commissary activities. Further, the contractor must continue to perform in adherence with all sustainment requirements to include but not limited to configuration management requirements, help desk support, and performance requirements.

Until the modernized solution is deployed, the CARTS R/M contractor will be responsible for sustaining DeCA’s current POS solution (IBM/Toshiba software and hardware, hardware and software descriptions are available in the CARTS R/M Technical Library). During this initial sustainment period when the CARTS R/M contractor must ensure that the existing POS solution continues to provide the current form, fit, and function (see Section 2.1.1.1 and the CARTS R/M Technical Library).

These sustainment deployments will include supporting DeCA facility efforts such as new and renovated commissary projects. In support of new or renovation projects, the CARTS R/M contractor must provide the current POS capabilities by supplying and deploying CARTS hardware and software. To ensure the same form, fit, and function, the CARTS R/M contractor must maintain/establish all existing external and internal functional interfaces to the CARTS software (e.g., reward program; stored value/gift cards; signage program; ESL; OTCNet check processing; EFT with Vantiv; Women, Infants, and Children (WIC); WIC OCONUS (WICO); Supplemental Nutrition Assistance Program (SNAP); and validation of patron shopping privilege with Defense Manpower Data Center (DMDC)). The CARTS hardware deployed must meet or exceed the CARTS hardware and software specifications as detailed in the CARTS R/M Technical Library.

In Phase 3, the CARTS R/M contractor, in coordination with DeCA, will develop a CARTS R/M deployment schedule that is consistent with DeCA’s priorities and has minimal disruption to commissary activities. The schedule must account for constraints and limitations, such as local holidays, U.S. federal holidays, and peak sales periods during Thanksgiving and Christmas. Full deployment of all sites must be completed no later than Q4 FY2020.

Regardless of the system deployed (CARTS or CARTS R/M), the following applies:

Deployment schedule. The contractor, in coordination with DeCA, will develop a deployment schedule based on key criteria: geographical location, commissary closure days, military paydays, commissary renovation/construction schedules, and commissary size. The contractor will also consider commissary closures as a result of the Base Realignment and Closure (BRAC) of military bases.

Commissary business hours. To minimize the effects on commissary operations and customer service, the deployment schedule will stress site preparation, de-installation and installation of new equipment during normal commissary closures (typically Monday). There will be no closure for seven day a week stores. The contractor will provide a deployment approach that prevents closure of seven day a week stores. Current DeCA policy requires seven-day stores to be open on all holidays with exception of New Year’s, Thanksgiving, and Christmas. In the event DeCA’s policy changes or is adjusted, installs may be performed during holidays with exception of those mentioned above.

Peak business periods. The deployment schedule will consider not installing during peak sales periods including military paydays and holiday seasons such as Thanksgiving and Christmas.

Scheduled commissary new construction and closures:

· New construction and major renovations will receive equipment as part of the construction and remodeling process.

· Commissaries that are recognized as under consideration for closure will be moved to the end of the deployment schedule.

Site survey. The contractor will conduct site surveys before equipment is installed to ensure every site is ready for system deployment. Site surveys will be documented by the CARTS R/M contractor and provided to the DeCA Project Management Office (PMO) for acceptance/approval. The site survey will recommend the appropriate checkout lane color, size, and configuration for each commissary. Each commissary may have a different color based on the commissary sales area décor scheme; however, within a commissary the equipment must be consistently colored. Checkout lane size will be based on the size and volume of the commissary facility, and may vary from current size, number, and configuration.

Site preparation. Based on the results of the site survey, DeCA and the contractor will prepare each site for system deployment.

Equipment delivery and staging. When deploying the modernized solution, the contractor will load NCR Retalix 10 software prior to delivering the system to the site. This will save time during installation and reduce on-site activities. The CARTS R/M contractor is responsible for all shipping, staging, and storage of equipment prior to installation. The contractor is responsible for determining available storage space during the site survey process. If storage is not available at the store, the contractor is responsible for making alternate storage arrangements. The contractor will comply with the DeCA asset management process (such as application of DeCA’s inventory barcodes to the equipment).

De-installation. The contractor is responsible for de-installation and trade-in/disposal of removed POS hardware and data erasure of software. De-installation will include removal, retention, and re-installation of existing phones, queuing, WIC EBT stands beside terminals, and duress alarm switches. Prior to removal of de-installed hardware, the contractor and a DeCA representative will jointly inventory and document by item and serial number the de-installed hardware. Once the DeCA representative and contractor agree to inventory quantities, the contractor will be responsible for palletizing, wrapping and staging for pickup. In the event the commissary cannot provide covered storage until pickup, the contractor will be responsible for cover to protect from the elements. If available, the commissary will assist with providing material handling equipment and an operator to load removed hardware onto the contractor’s carrier. The Government will not be held responsible for lost, damaged or stolen de-installed equipment from the time it is palletized by the contractor to removal from the commissary premises. The contractor will remove equipment from the commissary premises within seven calendar days of de-install. The contractor will take ownership of the de-installed hardware when it is removed from the commissary premises.

· Property Trade-in/Disposal Procedures: The CARTS R/M contractor will be responsible for de-installation and disposal of POS system hardware during the life of the contract including during support of construction projects. The Government reserves the right to exercise trade-in by site as an option for all replaced POS equipment. If the Government exercises trade-in, the contractor will be responsible for disposal of all de-installed products. A Government representative and the contractor will use DeCA’s Defense Property Accountability System printed inventory listing to verify equipment being removed (these inventory listings will be provided by Property Record Management Office). Upon completion of the inventory, the Government representative will attach the inventory listing to a DeCA Form 40-108 and provide the signed original to the DeCA store and a copy to the DeCA Headquarters (HQ) Property Manager.

· Disposition Requirements. When disposing of the POS system hardware at any time during the life of the contract, the CARTS R/M contractor must comply with the disposition requirements for hard drives, pin pads, and any other equipment considered sensitive. The CARTS R/M technical library contains links to applicable documents. The contractor must certify in writing after each CARTS R/M installation that the disposition has been completed in accordance with DoD procedures and provide to the DeCA PMO.

Installation. Following site preparation and de-installation, the site will be ready for new system installation. The contractor must comply with all applicable Federal, State, and local laws (including host nation), ordinances, and regulations with respect to the care, handling, storage, shipment, resale, export, or other use of the material hereby received. The contractor will hold the Government harmless from any or all debts, liabilities, judgment, costs, demands, suits, actions, or other claims of any nature arising from or incident to the handling use, storage, shipment, resale, export, or disposition of the items received. This also applies to any part thereof that may be hazardous. The Government reserves the right to relocate the equipment provided under this contract to another location other than the one for which initial award was written, for example to support new construction projects. Additionally, the contractor is responsible for ensuring that any floor damage incurred during de-installation or installation is fixed and that any areas that any newly exposed flooring (resulting from differences in new equipment footprints) is consistent with the flooring in the contiguous area.

Training/Post Support. The contractor will provide hardware training to commissary users prior to the store install date and provide post install support the first live date and a number of subsequent days as recommended by the contractor.

System acceptance. After the contractor has installed equipment, a DeCA representative and the contractor will jointly verify that the system is fully operational and the contractor has repaired any damage which occurred during de-installation or installation. After DeCA certifies the installation is successful, the contractor will transfer ownership of the POS equipment to DeCA.

Data Item Description: Modernization and Implementation Plan (SOO deliverable 6.5).

Key Performance Indicator: Worldwide deployment of the modernized solution synchronized with the EBS and NCR Retalix 10 rollout.

Improve Business Functionality Until the modernized solution is fully deployed, the CARTS R/M contractor will be responsible for sustaining DeCA’s current POS solution (IBM/Toshiba software and hardware, system specifications are available in the CARTS R/M Technical Library). Rather than remaining stagnant, the CARTS R/M contractor must ensure that the current CARTS meets all previously established performance parameters/indicators. As the modernized solution is deployed, the CARTS R/M contractor must ensure that the new POS hardware is fully integrated with EBS and NCR Retalix 10 and optimizes POS performance, provides operational efficiencies, data accuracy and integrity, and ensures continuous operational performance to fully support the ability to improve DeCA’s business functionality.

Optimize POS performance The CARTS R/M contractor will support the current POS solution (CARTS hardware and software) and will provide hardware that optimizes performance of NCR Retalix 10.

For sites with the modernized POS solution (CARTS R/M hardware integrated with EBS and NCR Retalix 10), the CARTS R/M contractor will be held to performance levels defined in this section.

Provide Operational Efficiencies CARTS Solution DeCA currently has two server centers located at Fort Lee, VA, and Sacramento, CA. The store load-balancing is split between the two server centers. In case of one server center failure, the second server center must be able to support all locations. The CARTS R/M contractor must provide any hardware necessary to support the current server centers (installation, de-installation and disposal) as well as professional services and program management until the modernized POS system (CARTS R/M hardware integrated with EBS and NCR Retalix 10) is fully deployed.

While supporting CARTS until the final store is de-commissioned, the CARTS R/M contractor will support Western and Pacific Rim commissaries in the West Server Center with a failover capability to the East Server Center if the West Server Center fails. Additionally, the CARTS R/M contractor must support Eastern and Europe commissaries in the DeCA East Server Center with a failover to the DeCA West Server Center if the East Server Center fails.

The CARTS R/M contractor will also provide internal server center redundancy. Internal server center redundancy means that if a CARTS server center component fails, operations will be maintained in the server center by an alternate or redundant CARTS component. There is an electromagnetic compatibility (EMC) array in both server centers that is utilized for data storage.

CARTS R/M Modernized Solution To ensure failover and redundancy of the modernized POS solution, the CARTS R/M contractor must procure, maintain, and support all…
