# Document Section Page Question: Answer:
1 J-2 SPS SPS Sec 2.6.1 page 42 &
SPS 2.6.1 has a Key Performance Indicators: 100% of identified high priority risks have a mitigation strategy; contractor must delivery 100% of the Data Item Descriptions required in the request for proposal (RFP). Section SPS
2.6.2 has: Key Performance Indicator: 99% of identified high priority risks have a mitigation strategy. There appears to be a small discrepancy in the RFP please update pricing notes.
Pricing Notes were be updated to show that SPS 2.6.2 Key Performance Indicator should read, "100% of high priority risks have a mitigation strategy that is being actively monitored."
2 J-1 SOO Objective 3.0.2
Page 3 There is an inconsistency between the SOO section 3.0.2 last item that states: "Ensure continuous operational performance. Provide an automated tool to view, track, and control the POS hardware. Key functions must include system health status, POS hardware monitoring, performance and availability monitoring, asset tracking and inventory management, software distribution for driver and firmware updates, and event management to respond to error conditions. (SPS 2.2.4)." Referencing SPS 2.2.4. However SPS requirement 2.2.4 only describes continuous operation of electrical power via UPS and doesn't mention automated tool: "The CARTS R/M contractor must maintain and provide the current continuous power requirements for DeCA’s POS system though the life of the contract.". Since there is this discrepancy, we understand that continuous UPS power is essential. Is it DeCA's requirement that this automated tool be maintained real-time via automated means? Or will a manually maintained tool updated periodically be sufficient.
This must be an automated tool; a manually maintained tool is not viable to DeCA. The SPS was updated.
3 J-2 SPS 2.4.2.1 36 Would the government please provide ticket volumes in support of existing CARTs and CARTS R/M to enable a consistent basis of evaluation and comparison between bidders?
CARTS ticket volumes will be added to the Technical Library
4 J-4 DIDs Moderniza tion and Implement ation Plan;
DID 6.5
9 This references a 12 month update: "Deliverables — draft with initial proposal; revisions within 30 business days of Government review; and update six months and 12 months after contract award." the Table on page 7 of the SOO indicates the Modernization and Implementation plan requires an update at 90 days and 6 months. Question: Is the update requirement 90 days or 12 months ?
The update is required at 90 days and 6 months. See updated DID.
5 J-4 DIDs Moderniza tion and Implement ation Plan;
DID 6.5
10 In the J-4 DiD attachment "Submission. The Deployment and Implementation Plan will …." is this really referencing the Modernization and Implementation plan ?
Yes, this is really referencing the Modernization and Implementation Plan. See updated DID.

9 RFP (HC1028 Section L L.7.1.4.1, L.7.1.4.2.4
This section appears to be duplicative in part to section L.7.1.4.2. Each section refers to an attachment called "Evaluation Quantities", however, no such attachment was provided with the RFP. Are these quantities those provided in the Price Template file (HC102815R0025_ATTCH_J- 3_CARTS_RM_Price_Template_111215_locked.xlsx)?
Yes, all references to the "Evaluation Quantities" are replaced with "Price Template".

Section L L.7.1.4.1, L.7.1.4.2.3, L.7.1.4.2.4 Pricing Notes
The instructions in the Pricing Notes require a Price Template and a Priced Solution. Please confirm that by submitting a completed Price Template
(HC102815R0025_ATTCH_J-
3_CARTS_RM_Price_Template_111215_locked.xlsx), the Offeror is providing their Priced Solution and no separate Priced Solution file is required.
In addition, the instructions in the Pricing notes require a Priced Solution.
Please confirm the completed Price Template is the same as the Offeror's Priced Solution.
Per page 2, bullet 2, of the Pricing Notes (Attachment 3) "Offerors must provide a brief narrative description of each CLIN/SLIN." The government does not require a separate document; however, the narrative must be included in all proposals.

The description for the CARTS CONUS/OCONUS maintenance states that the Offeror must propose pricing for maintenance/sustainment of the legacy solution until full deployment of the new hardware (FY2020)." The Price Template states has evaluation quantities for the full 10 years with a unit of measure of "as applicable". Please confirm that the Offeror is to price CARTS maintenance through 2020. Likewise, the CARTS Helpdesk CLIN has evaluation quantities for the full 10 years as well. Please confirm that the Offeror should price the CARTS help desk consistent with the maintenance through 2020, and update the pricing template as appropriate.
Yes, the government confirms.

Under the Site Preparation CLIN, the Labor SLINs have hours specified as the unit of measure, then an evaluation quantity specified for each contract year.
We assume the hours are the Government's estimated hours required for a deployment, however, the offeror is required to provide a price for a single deployment which will be multiplied by the Unit Price for evaluation purposes. Please confirm the Offeror should use 450 hours as the basis for deployment level of effort.
Yes, the government confirms.

Section L L.7.1.2, Price Template
This section states that there will be separate line items by CLIN for the additional six-month period, and its price shall be identical to the proposed pricing in the six months prior to expiration of the final option period.
However, the formulas in Column AI in the HC102815R0025_ATTCH_J- 3_CARTS_RM_Price_Template_111215_locked.xlsx file refer to the unit price for the entire last option period. If the Offeror is to provide pricing equivalent to the last six months, we suggest the Government update the quantity to .5 rather than 1. In addition, cells AF74 and AF75 have values of 0 in the cell rather than the formula. Please update these cells as appropriate.
The government concurs and the price template for the additional 6 month option was corrected; however, surge for the 6 month option was removed because it is only applicable to contract years.

In CLIN x010, SLIN x010AA Site prep labor - CONUS, it appears the quantity in Base Year 1 should be 40 to be consistent with the other CLIN evaluation quantities. Please confirm and correct the evaluation quantity.
In addition, it appears the quantities for x010AB site prep materials - CONUS and x010AC site prep labor - OCONUS are reversed (based on quantities for other CLINs). Please confirm and correct the evaluation quantity.
Yes, the government concurs. See updated Price Template to reflect correct evaluation quantities.

/ SPS 2.1
SPS Pages 4 & 44
Please provide the specific best practices for the grocery industry that the customer will use to determine if the POS Hardware solution (CARTS R/M Hardware Plan) meets the minimally acceptable technical requirements in the eval factor 2?
DeCA's objective is to emulate commercial grocers, when determining technical acceptability the government will look for a solution that supports this objective.
19 Given the Governments objective to keep pace with the grocery industry, will the Government accept pricing for products that may not yet be commercially available but will become commercially available either by contract award or by the time said products are to be deployed according to the CARTS R/M master schedule?
The offeror's proposal shall clearly and specifically identify those critical technology elements or products being assessed for risk and their current Technology Readiness Levels (TRLs) using the criteria identified in the Technology Readiness Assessment Deskbook (included in the RFP Technical Library). The offeror shall describe the process and approach used to assess the TRLs.
The Government will accept pricing for products assessed at a TRL 6 or above that may not yet be commercially available but will become commercially available for evaluation at least 8 months prior to planned deployment; a technology readiness level below 6 is technically unacceptable .For any TRL that is assessed below TRL 8, the offeror shall identify the current TRL and provide the supporting rationale for the assessment and a Technology Development Plan to achieve the required TRL 8 at least 8 months prior to planned deployment. See updated SPS 2.1.1.2.
