Offerors must meet all requirements detailed in the Statement of Objectives (SOO) and its attachments.
Price Template:
Offerors must submit a Price Template in MS Excel. The Price Template must include contract line item numbers/subcontract line item numbers (CLINs/SLINs) of the major component unit prices that will be used for evaluating and ordering purposes. The offeror will provide a supplemental price list (catalog) of all the individual items, supplies, and services used to develop the major component CLINs/SLINs. The Miscellaneous Item CLIN will be used for ordering items from this catalog for future procurements, in the event of breakage, damage, and needed replacements. For example, the offeror should provide pricing for checkout lane accessories to include but not limited to: aisle close-off capability, three order separators per installed checkout lane, mounted check writing stand, anti-fatigue mats, and cashier footrest areas. Offerors must enter prices for all contract years for their technical solution in response to the Request for Proposal (RFP) (one 5-year base period and five 1-year options). Offerors must use the Price Template to meet all requirements of the SOO and its attachments. All columns, pages, and CLIN/SLIN descriptions must be clearly identified. The Price Template must include the following information for each of the 10 contract years:
· CLINs/SLINs: Offerors must utilize the Government provided CLINs/SLINs for each year of the base period (five years) and for each of the option years. Offerors must adhere to the established CLIN/SLIN numbering sequence. The offeror must provide pricing in accordance with the Price Template. Offerors may not expand the CLIN structure with SLINs. Offerors may not provide alternate CLINs without the permission of the contracting officer. The use of the Price Template is designed to facilitate proposal evaluation and for ordering purposes. All items required in the SOO and its attachments must be priced and offerors must adhere to the CLIN/SLIN numbering. Offerors whose basic system configuration differs from the CLIN/SLIN structure provided must request permission from the contracting officer with rationale for the new CLINs/SLINs. The CLIN/SLIN must include pricing for all CARTS R/M components. Duplicate CLINs/SLINs must not be used. REFERENCE DFARS 204.7103 AND 204.7104 FOR NUMBERING PROCEDURES.

The Priced Solution is the mirror image of the CLINs/SLINs contained in the Price Template populated with quantities and prices to provide a complete CARTS R/M solution. Offerors must provide data for each year in the base period (five years) and for each option period, including the six month extension. Offerors must provide pricing for their systems on a fixed price basis.
All cells in the Price Template highlighted in yellow must have an entry.
Offerors must submit their best technical solution for their Priced Solution. Offerors are constrained by the evaluation quantities presented in Price Template; however, the quantities provided are for evaluation purposes only. For each CLIN/SLIN, the quantities represent mandatory quantities that should be used in the Priced Solution. To account for differences in transportation costs, as well as variations in electrical power which may include but may not be limited to 220/240 volt or 50Hz, separate CLINs are provided for CONUS and OCONUS locations. In addition, pricing must include costs associated with compliance with all federal, state, and local requirements to include environmental and ergonomics.
