As soon as the registration has been approved, an email will be sent to the email address of the person who registered. The email will contain a user id and password that will be needed when uploading proposals. The approval of the registration request usually takes one business day. This registration process allows DITCO to precisely track when proposals are uploaded (or attempted to be uploaded).

Offerors are strongly encouraged to register a minimum of one week prior to uploading a proposal. Offerors should also attempt to upload their proposal as early as possible to ensure no problems arise at the last minute. If you have any problems, please contact the DITCO customer service center at (618)229-9333.

L.2.3.9.2. Testing. The DITCO Contracting Opportunities web site provides a link for offerors to test the upload process. This test link can be found on the web site's home page, https://www.ditco.disa.mil/dcop, in the right side menu under the heading, Sample Upload, RFP number, HC1028-15-R-0025. Secure Sockets Layer, ensuring the confidentiality of the submission, will protect the proposal submission web session. The DITCO Contracting Opportunities web site provides a link for offerors to test the upload process. This test link can be found on the web site's home page, https://www.ditco.disa.mil/dcop, in the right side menu under the heading, Test the

Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired. The proposal may not merely offer to perform work in accordance with the SOO and its attachments, but must outline the actual approach proposed as specifically as possible. Repeating the requirements without sufficient elaboration will not be acceptable. Offerors are not limited to any suggested approaches for equal or even preferred consideration; however, any deviations should be fully substantiated in the proposal. It is the offeror’s responsibility to ensure the completeness of its proposal. The evaluation team for the Government has been instructed to evaluate on the basis of the information provided in the proposal. The Government will not assume that an offeror possesses any capability unless it is specified in the proposal. Your responses will be evaluated against the technical subfactors as defined in Section M.2. – Evaluation. Using the instructions provided below, provide as specifically as possible the actual methodology you would use for accomplishing/satisfying these subfactors. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation.

Compliance and Cross Reference Matrix indicating the proposal reference information as it relates to the PWS, contract line item number (CLIN) numbers, Section L and M, Quality

Assurance Surveillance Plan (QASP), and the corresponding paragraph in the technical volume which addresses the referenced item. If this matrix conflicts with any other requirement, direction, or provision of this solicitation, the other reference shall take precedence over this matrix. In addition, to the extent this matrix discloses details as to the extent or manner to which the Government intends to evaluate offeror’s proposals for award, Section M references in the matrix are for information purpose only and the Government shall be obligated to evaluate proposal solely in conformance with the provisions of the Section M of the solicitation. The compliance and cross reference matrix does not count against the page limitations of Volume II.

L.6.0. VOLUME IV – Performance Work Statement (PWS)

As a part of the proposal response offerors are required to provide a sanitized PWS that can be incorporated into the awarded contract. The sanitized document will not contain any company letter head other than the cover page. There is no page limitation to this volume and it does not count against your total page count. Repeating the requirements without sufficient elaboration will not be acceptable. Offerors are not limited to any suggested approaches for equal or even preferred consideration; however, any deviations should be fully substantiated in the proposal. It is the offeror’s responsibility to ensure the completeness of its proposal and PWS.

L.7.0. VOLUME V – Cost/Price Proposal.

L.7.1. General Instructions.

L.7.1.1. Cost/Price Reasonableness.

This section is to assist you in submitting other than cost or pricing data that is required to evaluate the reasonableness of your proposed price. Compliance with these requirements is mandatory and failure to comply may result in an unacceptable rating of your proposal. The offeror’s cost/price proposal will be evaluated, using one or more of the techniques defined in

FAR 15.404 in order to determine if it is reasonable and complete. The Government will determine the reasonableness of the overall price using one or more of the analysis techniques as defined in FAR 15.404. For a price to be complete, all solicitation requirements must be priced, figures correctly calculated, and costs presented in the Government-provided pricing model. The

Government reserves the right, but is not obligated, to perform a price realism analysis. The

Government may also review for Unbalanced Pricing. Price submissions should be sufficiently detailed to demonstrate their reasonableness.

L.7.1.2. Price Information

Pricing submitted for the base period and all option periods, including option pricing for an additional six-month period that may be authorized in accordance with (IAW) FAR 52.217-8

"Option to Extend Services" will be evaluated. See FAR 52.217-8 which authorizes the

Government to require continued performance of any services within the limits and at the rates specified in the contract. The pricing proposal should include separate line items by CLIN for the additional six-month period IAW FAR 52.217-8. This six-month price shall be identical to the proposed pricing in the six months prior to expiration of the final option period. The total evaluated price will consist of the proposed price for the base period, all option periods, and the option pricing for the additional six-month period. Pricing will be incorporated into Schedule B and related B-Tables upon contract award and used for all orders placed post-contract award.

L.7.1.3. Cost/Price Information.

Information beyond that required by this instruction shall not be submitted, unless you consider it essential to document or support your cost/price position. All information relating to the proposed price, including all required supporting documentation must be included in the section of the proposal designated as the Cost/Price Volume. Under no circumstances shall this information and documentation be included elsewhere in the proposal.

L.7.1.4. Cost or Pricing Information Requirements.

IAW FAR 15.403-1(b) and 15.403-3(a), data other than certified cost or pricing data may be required to support price reasonableness. Information shall be provided IAW FAR Part 15.403-

5. If, after receipt of proposals, the contracting officer determines that there is insufficient information available to determine price reasonableness and none of the exceptions in FAR Part

15.403-1 apply, the offeror shall be required to submit cost or pricing data.

L.7.1.4.1. Offerors must submit, in Microsoft Excel, a Priced Solution. The Priced Solution is the mirror image of the CLINs/Sub Line Item Number (SLINs) contained in the Price

Schedule populated with Government provided price template and the offeror’s proposed prices to provide for a complete CARTS R/M solution. Offerors must provide pricing for their systems on a firm fixed price basis. Offerors must propose all

CLINs/SLINs as complete solutions to the CARTS R/M. All pricing columns in the Priced

Solution file for each CLIN or for SLINs with associated CLINs must have an entry.

Offerors must submit their best technical solution for their Priced Solution. For each

CLIN/SLIN in the Attachment – price template, the quantities represent mandatory quantities that should be used in the Priced Solution for evaluation purposes. For price evaluation purposes, assume that items are purchased at the beginning of the contract year

(CY) and maintenance begins the beginning of the following CY. For example, if the CY begins on October 1, 2015, then maintenance on all items purchased in CY1 would begin

October 1, 2016, and maintenance on all items purchased in CY2 would begin October 1, 2017. Maintenance for a given hardware item begins one year after the item is purchased and continues every year until the item is replaced.

L.7.1.4.2. The offeror shall comply with instructions contained herein for development of its cost/price proposal.

L.7.1.4.2.1. General. The proposal must include a price proposal in Microsoft Excel and will contain all formulas and calculations. Under no circumstances will this information and documentation be included elsewhere in the proposal.

L.7.1.4.2.2. Offerors will submit a cost/price proposal to outline proposed prices for each of the

CLINs/SLINs necessary to perform the requirements detailed in the SOO, its attachments, and the offeror’s proposed PWS. There is no page limit for Volume V, Cost/Price. Because of the competitive nature of this solicitation, this supporting documentation will be considered information other than cost or pricing data. According to FAR 15.403-5, information other than cost or pricing data may be submitted in the offeror’s own format unless the contracting officer decides that the use of a specific format is essential and the format has been described in the solicitation. To facilitate the cost/price proposal evaluation and validation process, offerors will provide the following supporting data in the format described below:

Thousands of dollars ($K) and millions of dollars ($M) are unacceptable.

L.7.1.4.2.4. Priced Solution (Microsoft Excel file).

Offerors will submit, in Microsoft Excel format, a Priced Solution. The Priced Solution is the mirror image of the CLINs/SLINs contained in the Price Schedule populated with Government provided price template and offeror’s proposed prices to provide for a complete CARTS R/M solution. Offerors will provide data for the base period (five years) and for each of the option periods, including the six month extension. Offerors will provide pricing for their systems on a fixed-price-basis. Offerors will propose all CLINs/SLINs as complete solutions for CARTS

R/M. All pricing columns in the Priced Solution file for each CLIN or for SLINs with associated

CLINs will have an entry. Offerors will submit their best technical solution for their Priced

Solution. Offerors are constrained by the unit quantities presented in Price Template

Attachment. Quantities provided are estimates and for evaluation purposes only. For each

CLIN/SLIN, the quantities represent mandatory quantities that should be used in the Priced

Solution. Neither quantity Government-provided nor offeror-provided is a guarantee as to the number of units that will be ordered.

L.7.1.4.2.5. Catalog (Microsoft Word and Excel files).

Offerors will submit their price list, which is a detailed list of all commercial items that are included in the proposed Price Schedule’s CLINs and SLINs. For this solution, the file and format will be in both Microsoft Word and Microsoft Excel. The price list is referred to as the catalog. The catalog should cross-reference the offeror’s proposal and commercial and / or GSA catalog. The offeror’s catalog is a master list of all major end items used to develop the proposed CLINs and SLINs for this solicitation. The catalog is the source file used for generating pricing for materials and services for each year in the base period (five years) and for each of the option years. Offerors will establish catalog numbers starting with the letter “C” for all hardware, software, materials, and services to develop the CLINs/SLINs for the base period

(five years) and for each of the option years. Offerors must adhere to the established numbering sequence for the catalog. For example, the catalog number for CY1 should be C0XXX and

C1XXX for CY2. Offerors will also provide a description, part number (P/N), unit of measure, and unit price.

L.7.1.4.2.6. Ground Rules/Assumptions.

State if they have been provided to the cognizant Authorized Contracting Officer (ACO)/DCAA office for review or negotiation; if not, please explain.

L.7.1.4.2.8. Final Proposal Revision (FPR).

This part shall apply only if the contracting officer requests a FPR. All price/cost changes in the final price/cost revision proposal must be fully substantiated and explained. Provide a summary schedule of changes (was – is). This shall reflect all significant price/cost changes by major cost by period i.e., basic and options. Identify the significant price/cost increases as well as the significant cost decreases. Explain the reasons for the price/cost changes consistent with the changes to technical/management approach, and provide appropriate rationale so that an explanation can be provided to the SSA.

L.7.1.4.2.9. Sanitized Price Proposal. The offeror shall provide a sanitized price proposal identical in all aspects to the unsanitized proposal, EXCEPT that it shall be sanitized so that no price/cost data is included.
